Sikhs in Gujarat's Kutch face fear of displacement

    CHANDIGARH: They have created a little Punjab in the arid Kutch region of Gujarat. Now, a number of these Sikhs - who have made Gujarat their home over a period of almost five decades now - are faced with the fear of displacement.

    The Gujarat government has put a 'freeze' on the land-holdings of hundreds of farmers by invoking the Bombay Tenancy and Agricultural Lands Act, 1958, disabling the Punjab agriculturists from selling, buying or taking any loan or subsidy on their land.

    "After working so hard for so many years we turned the barren land of Kutch into an oasis and now Gujarat government wants us to go," said Surender Singh, 61, who originally belongs to Fazilka district of Punjab and is a cotton farmer in Kutch. "We are being treated by Gujarat government as if we don't belong there. It's almost the same way Biharis are being treated in Maharashtra," added Singh. A group of farmers from Kutch met Punjab chief minister Parkash Singh Badal and asked him to intervene in the matter.

    Punjabi farmers began settling in Kutch, along the border, after the Indo-Pakistan war of 1965 on the insistence of then Prime Minister Lal Bahadur Shastri, who had felt that courageous men were needed close to the international border. "The Gujarat high court has already given a decision in our favour but the Gujarat government has moved the Supreme Court. We are poor farmers and can't afford high fees required to fight the case in the apex court," said Prithavi Singh, 43, who originally belongs to a village in Sangrur district of Punjab.

    Gujarat government has already put a freeze on over 20,000 acres of land already affecting thousands of farmers.

    "I sold off all my land in Mansa and moved to Kutch in early 80s. If I am ousted from my land in Gujarat I will have nowhere to go," said Dalip Singh, 70.

    Not only those from Punjab, a number of farmers from Haryana have also been migrating to Kutch lately and investing in land there.

    "Land rates are still cheap in Gujarat. Even now one can buy an acre of land for just Rs 3 to 4 lakh which in Haryana and Punjab would cost over Rs 1 crore," said Satpal Gosain, who hails from Hisar district in Haryana.

    Shiromani Akali Dal spokesperson Balwant Singh Ramoowalia said that Punjab government would get in touch with Gujarat over the issue.

    "The issue will be taken up with Gujarat chief minister Narendra Modi and BJP high command in Delhi," said Ramoowalia.

    Is this article written by Burkha Dutt of "Gujaratis are a traditaionally effete people" fame ? What does ` courageous men were needed close to the international border`, are Gujjus less courageous ?

    You'll find huge Sikh communities in UttaraKhand, and Nepal-UP border. They have turned these forest regions into very productive agro lands.

    Gujrat and Punjab govt should see this matter... Sikhs are known to be very good farmers and hard working... they turned barren lands in productive lands.Not just in India but abroad too(Italy as an example).

    Their hard work should not go wasted.In this case they made the land productive which the local Gujratis neglected.They have every right to own land.Gujrat should be proud that their land is made productive.

    Punjabi farmers in Gujarat seek CM intervention

    Seeing that they are not reaping what they were sowing since past over 40 years, a delegation of 17 Punjabi farmers based in Bhuj and Kutch met Punjab Chief Minister Parkash Singh Badal on Monday and sought his intervention.

    Amid fears of being deprived of their lands due to a Tenancy Act in Gujarat, the delegation, led by SAD spokesperson Balwant Singh Ramoowalia, sought Badal’s personal intervention for resolving the issue of their legitimate ownership right over the agriculture land being ploughed by them over past 40 years. Responding affirmatively, Badal assured the delegation that he would take-up this matter with the Gujarat Chief Minister Narender Modi and Bharatiya Janata Party (BJP) high command for the early redrerssal of the issue.

    “SAD-BJP government is fully committed for the welfare of the farmers in general and especially the farmers belonging to Punjab and settled in other parts of the country,” he added.

    Expressing the plight of more than thousand farmers, a member of the deputation Surinder Singh Bhullar alleged that the Gujarat Government was uprooting thousands of farmers with Punjab and Haryana origin under the Bombay Tenancy and Agricultural Lands (Vidarbha Region) Act. Dubbing the move as “totally unjust and unreasonable”, he claimed that these farmers had developed the barren land of Gujarat in to fertile one with their constant hard work and labour.

    Despite having all legal and revenue documents in their possession, now they were being denied from the legitimate ownership rights over the agricultural land such as the residence proof, land ownership papers, voter’s identity cards, ration cards, electricity bills, mortgage deeds, and nationality and birth certificates of their children to make a claim, he further claimed. He said that nearly 1,000 farmers were being uprooted by the Gujarat government.

    Reportedly, the Sikh farmers, from Punjab and Haryana, settled in Gujarat have come to their home states to sensitise the two state governments about the gravity of the situation after the then Kutch collector froze their agriculture accounts, saying they were holding the land illegally.

    The Gujarat government claimed that the action was taken under provisions of 1972 Kutch Area Tenancy Act and the Gujarat Tenancy Act that prohibited tillers from outside Gujarat to own farm-land in the State. Around 30 non-Gujarat agriculturists who have been living in Kutch since 1966 had approached the Gujarat High Court in 2008. In its landmark judgment in June last, the High Court ruled that a farmer from anywhere in India could purchase agricultural land in Gujarat while quashing a 1972 State Government circular that barred farmers from outside Gujarat to own land in the state as an agriculturist.

    Well, Punjabis are the biggest liars and boasters AFAIK and no good as businessmen :) . I have been to shops in Delhi where the salesman avoided pulling down clothes from the top shelf saying `aapki range main nahin hai`... :). As for Marathis, they seem to be getting more and more parochial - soon you guys will be living in the past like the Bongs regaling yourselves of great past!

    Aap to sachmuch gussa ho gaye... :). Well let me say the nice things also about Punjabis. Very generous, warm and jovial people. Liar part is not from salesman - that was for poor business acumen.

    There are rotten apples everywhere, but stereotyping the whole community? This is not about Gujjus or Sikhs. It's about the Government in Gujarat and Sikhs.

    Any Indian should be able to buy any land anywhere, including in Kashmir. Otherwise you are saying that we are not one united people.

    That you had to use a Punjabi to further your point is the ultimate gali the Gujju can say at you. But unfortunately he was dumb enough not to do that..or perhaps he did that ;)

    Govt has approached SC for local farmers. Have anybody thought about that ?? Most of the times we see one sided stories in newspapers.If these farmers are right, they'll get what they claim.As HC has ruled and SAD is taking up the issue to BJP.So chill, not a national issue. But it's related to Gujarat so....
