100% new equipment by 2020 is a fantasy unless they will only have a couple hundred aircraft, including helicopters. Lets run through the numbers:
Su-34 = 32
Su-35BM = 48
MiG-29SMT = 28 (Algerian rejects)
Su-30MK = 12
Mi-28N = 27
Ka-52 = 10
Soviet era upgrades include:
Su-27SM = 48
MiG-31BM = 24? (engine plant is closed)
Totals include 120 new fast jets, 72 Soviet upgrades, and 37 new attack helicopters. Problems include:
Su-34 has failed state acceptance trials (weapons integration)
Ka-52 has failled state acceptance trials (failed optics)
Mi-28N has failed state acceptance trials (failed millimetric radar)
You may get 100 more of various types by 2020,but those will have to replace the Soviet era upgrades. 200 attack aircraft is not enough for Russia
