Myanmar opts for Russian MiG-29s over Chinese fighters

Russian media has revealed that the military junta in Myanmar may have signed a $570 million contract with Russian arms export monopoly Rosoboronexport for the delivery of MiG-29 fighters for the Myanmar Air Force.

Business daily Vedomosti quoted sources at Rosoboronexport as saying the Russian bid for the supply of MiG-29 (NATO: Fulcrum-D) fighter jets was preferred over China's offer to supply its latest J-10 and FC-1 fighters. Apparently these combat jets were offered by Beijing at "quite favourable terms."
Myanmar had earlier bought 12 MiG-29 fighters in 2001, but for Russia this contract is the largest since a failed attempt in 2007 to supply Algeria with 34 MiG-29 fighters.
Myanmar had taken Chinese military aircraft worth some $2 billion in the 1990s, the paper said. These were a mix of Chengdu F-7, Shenyang J-6 and Nanchang Q-5 fighters.

Russia to sell Myanmar 20 MiG fighters

MOSCOW (Reuters) - Russia has agreed to sell Myanmar 20 MiG-29 jets for 400 million euro ($572.2 million), the Vedomosti daily reported on Wednesday, citing unidentified sources in Russia's defence industry.

Myanmar's reclusive military government, which has ruled the country for almost 50 years, is shunned by the West because of its human rights record, though Russia, India and China have sold the country arms over recent years.

The Vedomosti daily cited sources in the defence industry as saying that Russia had beaten off competition from China to win the fighter contract. China had been trying to sell Myanmar J-10 and FS-1 fighters, the paper said.

Russia supplied Myanmar with 12 MiG-29 fighters in 2001, the paper said, adding that the contract with Myanmar was Russia's biggest fighter deal since Algeria scrapped an agreement to buy 34 MiG-29s.

A spokesman for Rosoboronexport, Russia's state arms exporter, declined to comment on the report.

According to preliminary official data, Russian arms exports rose to $8.5 billion in 2009 from $8.35 billion in 2008.

Myanmar, formerly known as Burma, has been riven by ethnic conflict since its independence from Britain in 1948. The military has in recent months stepped up its campaign against separatist rebels and some other minority groups.

Russia pledges to continue arms deliveries to Venezuela

Russia will continue deliveries of military equipment to Venezuela to help the Latin American country boost its national defense, Prime Minister Vladimir Putin said on Saturday.

"We will continue to support the development of the armed forces of Venezuela. As you know, Russia has already delivered the most efficient Su-30 heavy fighters and other military equipment to Venezuela," Putin said at a joint news conference after a meeting with Venezuelan President Hugo Chavez in Caracas.

The Russian prime minister arrived in Venezuela on Friday for talks on a range of issues including military-technical cooperation and joint business projects primarily in the energy sphere.

Putin said that Russia was ready to grant Venezuela a $2.2-bln loan, which Chavez had requested during his visit to Moscow last year.

At least part of this loan could be used for the purchase of over 90 T-72 tanks and an unspecified number of Smerch multiple rocket launchers, or even diesel-powered submarines and S-300 air defense systems.

Since 2005, Venezuela has bought $4 billion worth of Russian weapons, including warplanes, helicopters, and Kalashnikov assault rifles.

No new military-technical agreements were signed on Friday but Russia delivered the last four of 38 Mi-17 military transport helicopters earlier purchased by Venezuela.

Chavez, whose domestic and international policies have been lately criticized by the country's opposition, says Venezuela needs to boost its defenses to protect its oil riches from a possible U.S. attack.

Russia ships China 15 S-300 missile systems

MOSCOW--Russia has shipped China 15 advanced surface-to-air missile systems, the director of the Russian plant which produces the weapons was cited by news agencies as saying on Friday.

The truck-mounted air defence S-300 batteries, known by NATO as SA-20 Gargoyles, can target aircraft and ballistic missiles at a range of over 15 kilometres.

"We just fulfilled a large contract for the delivery to China of 15 batteries of the new S-300 missile defence systems," Igor Ashurbeili, director of the Almaz-Antei plant was quoted as saying.

The contract included the supply of a total of 15 batteries, each usually consisting of four S-300 missiles, he said. He did not disclose the value of the deal.

Russia has acknowledged making a contract with Iran for the supply of the same advance missiles, alarming Israel and its allies, who believe the Islamic state could use the systems to guard against a potential strike on its nuclear installations.

The United States and Israel worry that Iran's civilian nuclear energy programme, including a power plant Russia is helping build at Bushehr, is a cover for ambitions to build an atomic bomb. Tehran has long denied such plans.

First deployed by the USSR in 1979, the S-300, nicknamed "the favorite" by Russians, is still seen as one of the most powerful anti-aircraft missiles on the market. It can simultaneously track up to 100 targets and engage 12.

China has long been a major client for Russian weaponry but the trade has become sensitive due to Russian concerns about piracy of its technology by the Chinese as Beijing strives to develop a home-grown weapons complex.

Russia continues to hold talks on deliveries of S-300 surface-to-air missile systems to Iran, a Russian defense official said on Wednesday

"Contracts have been signed, and they are being implemented - they have not been torn up," head of the Federal Agency for Military Cooperation Mikhail Dmitriyev said.

He reiterated that Russia has not yet decided on the date for the delivery of the systems.

Russia signed a contract with Iran on the supply of at least five S-300 air defense systems to Tehran in December 2005. However, Moscow has not so far honored the contract, which many experts say is due to pressure from Washington and Tel Aviv.

Both the United States and Israel have not ruled out military action if diplomacy fails to resolve the dispute over Iran's nuclear program and have expressed concern over S-300 deliveries, which would significantly strengthen Iran's air defenses.

The advanced version of the S-300 missile system, called S-300PMU1 (SA-20 Gargoyle), has a range of over 150 kilometers (over 100 miles) and can intercept ballistic missiles and aircraft at low and high altitudes, making the system an effective tool for warding off possible airstrikes.

Russian defense industry officials have repeatedly said that Russia is interested in fulfilling the contract, which is worth hundreds of millions of dollars, but the future of the contract would largely depend on the current situation in international affairs and the Kremlin's position.

Iranian officials have said that Iran could sue Russia in an international court if Moscow refuses to fulfill its commitments on the delivery of the S-300 system to Tehran.

The long-disputed issue came into media spotlight again on the eve of the signing of a new nuclear arms reduction treaty between Moscow and Washington to be signed by presidents Dmitry Medvedev and Barack Obama on April 8 in Prague.

Peru Purchasing 8 Russian-built Military Helos
LIMA, Peru - Peru announced April 22 that it will buy eight new Russian-built helicopters to battle drug traffickers and the remnants of the Shining Path guerrilla group.

The helicopters are destined to support military operations "in the fight against narcoterrorism" in the Apurimac and Ene valley region, Defense Minister Rafael Rey said.

The mountainous coca-growing jungle region, located on the eastern slope of the Andes some 340 miles (550 kilometers) southeast of Lima, is better known by its acronym VRAE.

In August, the government of President Alan Garcia declared the area a war zone because of the presence of Shining Path rebels and drug traffickers.

Rey said that the aircraft - six Mi-17 military transport helicopters and two Mi-35 attack helicopters - will cost $250 million.

The Shining Path, a Maoist insurgent group, was a threat to the Peruvian government in the 1980s but was largely destroyed in the early 1990s.

A handful of its fighters fled to the remote region and have remained active over the years, serving as hired guns for drug lords.

Russia looks to break Western monopoly in Brunei

Defence officials from Brunei and Russia have begun a series of discussions aimed at exploring potential defence trade between the two countries: a move that could break the West's virtual monopoly over the Kingdom's defence market.

A report in the state-controlled Borneo Bulletin on 10 May quoted Victor Seleznev, Russian ambassador to Brunei, as saying that talks had been held between Brunei and Russian defence export agency Rosoboronexport over future arms purchases. Military training exercises were also a possibility, he said.

Brunei has yet to make a purchase of any consequence from Moscow, having previously looked to European countries, such as Germany, Switzerland, the United Kingdom and - locally - Indonesia to meet its military materiel requirements.

MOSCOW/JERUSALEM, May 14 (Reuters) - Russia has signed deals to sell Syria warplanes, anti-tank weapons and air defence systems, a senior Russian arms trader said on Friday, prompting an outcry from Syria's foe Israel.
Mikhail Dmitriyev, head of the Federal Service for Military-Technical Cooperation, said Russia would supply Syria with MiG-29 fighters, truck-mounted Pantsir short-range surface-to-air missiles and anti-aircraft artillery systems.
He said Russia would also supply Damascus with anti-tank weapons but did not specify their type.
Syria's regional foe Israel reacted angrily to the deal but called into question the solvency of Damascus.
"Syria at the present time cannot afford to pay for this sophisticated weaponry, indeed, it has hardly enough money to buy food for its citizens. One can only wonder what is the real reason behind this dubious deal," said an Israeli government official in Jerusalem who declined to be named.
Israel's close ally the United States imposed sanctions on Syria for its support of militant groups and corruption.
Earlier this week, Russian President Dmitry Medvedev visited Syria -- the first visit to Damascus by a Moscow ruler since the 1917 Bolshevik revolution -- and oversaw talks on Russia's possible assistance in building a nuclear power plant in Syria.
While in Syria, Medvedev unnerved Israel by paying a visit to Khaled Meshaal, the exiled leader of the Palestinian Islamist group Hamas.
"Russia's haste to win this contract has seen it even willing to meet with notorious Hamas leaders in Syria," the anonymous Israeli official said.

Russia, Brazil hold talks on delivery of air defense systems

Russia and Brazil are negotiating a deal for the delivery of unspecified air defense systems to the Latin American country, a Russian government official said on Friday.
"We are considering any system in general terms," said Mikhail Dmitriyev, head of the Federal Service for Military-Technical Cooperation.
"We don't mind what they agree to buy. It could be Tor systems," he added.
The Tor-M1, developed by the Russian company Almaz-Antei, is a low-to-medium-altitude, short-range surface-to-air missile system designed to intercept aircraft, cruise missiles, precision-guided munitions and unpiloted aerial vehicles.
The talks are being held in the framework of the Russian-Brazilian joint trade commission.
Russia recently delivered three out of 12 Mi-35M Hind E attack helicopters to Brazil under a 2008 contract, worth $150 million.

Russia signs $1.2 bln contract for jet fighter delivery to Algeria, Uganda

Russia's state arms exporter Rosoboronexport has signed two contracts worth $1.2 billion on the deliveries of 16 jet fighters to Algeria and another six fighters to Uganda, the Russian Vedomosti daily reported on Monday.

The two African nations will receive different models of the Su-30 Flanker fighters. Algiers will receive 16 Su-30-MKI(A)s and Kampala will receive six Su-30MK2s, the paper said.

In 2008, Algiers cancelled the delivery of 34 MiG-29 Fulcrum multi-role fighters because of flaws in design. The Russian military bought the rejects for its own use.

Su-30 Flankers in various models have also been sold to India. India has so far received 120 out of the 230 jets it has ordered. Malaysia has also received 18 fighters.

Rosoboronexport has closed some $7.5 billion worth of arms export deals since the beginning of the year. According to the company's head, Anatoly Isaikin, Russia signed $15 billion worth of contracts during 2009.

Russia may export 232 new fighter jets in next 3 years - report

Russia may export 232 new multi-role fighters worth over $10 billion in 2010-2013, a Russian think tank reported on Monday.

"A total of 821 fighter jets worth $53.3 billion will be sold on world markets in 2010-2013. The Russian share during this period will be 19% in revenues and 28.2% in quantity," Russian-based World Arms Markets Analysis Center said in a report.

The think tank estimates the exports of 175 Su-family fighter jets worth $7.7 bln and 57 MiG-family aircraft worth $2.4 bln under existing contracts, licensed production contracts or deals that are close to be concluded.

Russian arms sales were worth over $8.5 billion last year, including $7.4 billion via state arms exporter Rosobornexport, whose sales increased 10% y-o-y.

Sales of combat aircraft constitute the bulk of exported weaponry. Russia expects to boost arms sales by 12% in 2010 and continue the growth trend in the future.

Russia's main arms customers are India, Algeria, China, Venezuela, Malaysia and Syria. Vietnam also emerged as a key importer after it signed a deal to buy submarines, aircraft and other military hardware from Russia late last year.

"The new system has shown high efficiency. Algeria and Libya have shown interest. Syria has already bought these systems in the past," Dzirkalin said, adding that other potential customers were likely to appear.

Earlier in March the Russian press said Algeria was planning to buy 40 Pantsir-S1s for $500 million.

Several Russian papers also reported that Russia had signed a $734-million contract with the United Arab Emirates (UAE) in 2000 on purchasing 50 Pantsir-S1s.

Dzirkalin confirmed the reports and said Russia would finish delivering the Pantsir-S1's to the UAE this year.

Pantsir-S1 is a short-to-medium range combined surface-to-air missile and antiaircraft artillery system manufactured by the Tula-based Instrument Making Design Bureau (KPB).

It is designed to protect point and area targets and carries up to 12 two-stage solid-fuel surface-to-air missiles in sealed ready-to-launch containers.

The system also has two dual 30 mm automatic cannons that can engage targets at a range of up to 4 km.

Admiralty Shipyards in St. Petersburg will build the submarines with the rate of one vessel per year

Last year's contract on the delivery of six Kilo class diesel submarines to Vietnam, worth a total of $3.2 billion, is the largest deal in the history of Russian exports of naval equipment, a Russian magazine says.

The contract was signed in December 2009 during the visit of Vietnamese Prime Minister Nguyen Tan Dung to Russia.

"The construction cost is $2.1 billion, but the building of all necessary coastal infrastructure and the delivery of armaments and other equipment may bring the total to $3.2 bln, which makes this deal the largest in the history of Russian exports of naval equipment," the Export of Arms magazine says in an editorial published in its June issue.

Admiralty Shipyards in St. Petersburg will build the submarines with the rate of one vessel per year.

State-run arms exporter Rosoboronexport previously said Russia could sell up to 40 fourth-generation diesel-electric submarines to foreign customers by 2015.

Kilo class submarines, nicknamed "Black Holes" for their ability to avoid detection, are considered to be among the quietest diesel-electric submarines in the world.

The submarine is designed for anti-submarine warfare and anti-surface-ship warfare, and also for general reconnaissance and patrol missions.

The vessel has a displacement of 2,300 tons, a maximum depth of 350 meters (1,200 feet), a range of 6,000 miles, and a crew of 57. It is equipped with six 533-mm torpedo tubes.

At least 29 Kilo class subs have been exported to China, India, Iran, Poland, Romania and Algeria.

Export of Arms is a specialized Moscow-based technical and analytical magazine, published bimonthly by Russia's Centre for Strategic and Technological Analysis.

Russia and the United Arab Emirates are holding negotiations on modernizing a large number of BMP-3 infantry fighting vehicles, a defense industry official said on Wednesday.

Vyacheslav Dzirkaln, deputy head of the Federal Service for Military and Technical Cooperation, is heading the Russian delegation at a meeting of the Russia-UAE intergovernmental committee for military and technical cooperation.

The talks in Abu Dhabi are to focus on the "full modernization of a large number of BMP-3s in an effort to seriously increase their combat capability," the Russian official said.

"We have succeeded in this direction," Dzirkaln said.

The infantry fighting vehicles had been earlier supplied to the UAE by Kurganmashzavod, a Russian machine building company based in Kurgan, western Siberia.

The official said that the military officials in the United Arab Emirates have "a good attitude for cooperating with Russia." "Therefore I make the conclusion that our cooperation has a future."

Dzirkaln also confirmed that Russia will finish delivering Pantsir-S1 short-range air defense systems to the United Arab Emirates by late 2010.

"This year the delivery will be completed. Two more shipments of these vehicles will be delivered and the contract on the delivery will be fulfilled," he said.

Russian media reports said Moscow had signed a $734-million contract with the United Arab Emirates in 2000 on purchasing 50 Pantsir-S1s.

Russia is ready to participate in a tender to offer Turkey S-300 and S-400 surface-to-air missile systems, the state-controlled arms exporter said on Wednesday.

"The Turkish military has a great need for S-300 and S-400 long-range missile defense systems," Rosoboronexport CEO Anatoly Isaikin said. "Russia has expressed its readiness to participate in a tender for the delivery of such systems."

He said leading SAM manufacturers from Western countries would participate in the tender "on a par with Russia."

He gave no indication as to what specific SAM modifications would be offered or the timeframe for the tender.

Turkish military experts have said Ankara is interested in the Russian missiles, which could effectively protect the country's southern borders.

The advanced version of the S-300 missile system, called S-300PMU1, has a range of over 150 kilometers (over 100 miles) and can intercept ballistic missiles and aircraft at low and high altitudes, making it effective in warding off air strikes.

The S-300V/Antey 2500 (SA-12 Gladiator/Giant) consists of a new command vehicle, an array of advanced radars and up to six loader vehicles assigned to each launcher.

The S-400 (SA-21 Growler) is capable of simultaneously engaging six targets to a range of 400 km (250 miles) and an altitude up to 30 kilometers, including aircraft, cruise missiles, and ballistic missiles.

Russia plans to seal SSJ 100 deal at Farnborough Air Show

The Russian Sukhoi Aircraft Design Bureau plans to conclude a contract with a South-East Asian air company on the delivery of 30 Sukhoi Superjet 100s at the U.K. Farnborough Air Show (FIA), the bureau's press service said on Thursday.
Superjet-100 is a family of medium-haul passenger aircraft developed by Sukhoi in cooperation with U.S. and European aviation corporations, including Boeing, Snecma, Thales, Messier Dowty, Liebherr Aerospace and Honeywell.
Specific details of the potential deal have not been released.
FIA, one of the most preeminent global aviation events, will be held from July 19 - 25 this year near London. The first five days of the show will be dedicated to concluding deals and the exhibition will then be open to the public over the weekend.
Mikhail Pogosyan, head of the Sukhoi and MiG corporation, said the air show would reassure the global aviation community that the Russian airliners meet global requirements and show potential buyers that the company has the potential to implement the project successfully.
Russia will also showcase its Su-35 Flanker and MiG-35 Fulcrum-F multirole fighters, as well as the Su-32 fighter-bomber (an export version of the Su-34 Fullback aircraft in service with the Russian Air Force) and MiG-29 Fulcrum combat aircraft.

Russian Defense Ministry lukewarm on South Korean warship deal

The Russian Defense Ministry has effectively dismissed the idea of buying a South Korean warship in place of a French Mistral-class amphibious assault ship, a Russian business daily reported on Thursday.
According to Kommersant, the United Shipbuilding Corporation proposed the purchase of a $650 million Dokdo helicopter carrier from South Korea.
In a letter to Defense Minister Anatoly Serdyukov, USC CEO Roman Trotsenko said his corporation could buy a license to build a Dokdo-class ship at a Russian shipyard within three years.
The Defense Ministry is skeptical about the ability of Russian shipyards to build such ships in principle or their ability to build them on time, Kommersant wrote.
"The USC's proposal merits attention, but then you can declare just about anything," a ministry spokesman told the paper.
Commenting on the Kommersant report for RIA Novosti, an USC executive who insisted on anonymity confirmed that Trotsenko had indeed sent a letter to Serdyukov.
"I confirm that such letters were sent to Navy chief Vladimir Vysotsky and Defense Minister Anatoly Serdyukov a long time ago, but we have not as of yet received a reply," the executive said.
He said Dokdo-class ships (designed and built by Hanjin Heavy Industries) were a more cost effective proposition than the Mistral.
The USC has complained to the Federal Antitrust Service about the Defense Ministry's reluctance to allow Russian shipyards to compete with foreign shipbuilders on an equal footing, but the service has dismissed its complaints, saying state arms procurements did not fall within its purview.
ROKS Dokdo (LPH 6111) is the lead ship of the LPX class of amphibious landing ships of the Republic of Korea Navy, commissioned into the ROK Navy in July 2007, with specifications comparable to the French Mistral-class ship Russia is negotiating the purchase of.
The Mistral class ship is capable of transporting and deploying 16 helicopters, four landing barges, up to 70 armored vehicles including 13 battle tanks, and 450 personnel.
Many Russian military and industry experts have questioned the financial and military sense of the purchase, and some believe that Russia simply wants to gain access to advanced naval technology that could be used in the future in potential conflicts with NATO and its allies.

the superjet program has come through very well sukhoi is betting big on the project i hope they will come out a winner with this one , civilian aircraft market is going up alone russia might give big orders to sukhoi
