The cooperation of Russia and France in industrial defence can significantly increase the export potential of the two countries (the visit of Anatoly Serdyukov, in Paris)

TSAMTO, September 7. Russian Defense Minister Anatoly Serdyukov today to take part in the ninth meeting of the Russian-French Council for Security Cooperation in the 2 +2 heads of the foreign and defense ministers of Russia and France.

During the visit, scheduled to meet with Anatoly Serdyukov, the French Defence Minister Herve Morin. The ministers will discuss state and prospects of Russian-French relations in the field of military and military-technical cooperation.

According TSAMTO, closer cooperation between Russia and France in the field of military technical cooperation could significantly increase the export potential of the two countries in several areas and further strengthen its leading position among the world's biggest arms suppliers.

Along with the tough competition in the world arms market, France and Russia in some segments actively cooperating. In particular, for the UAE Pantsyr-S1 comes with French thermal imagers. The upgraded BMP-3 of UAE also installed the French thermal imagers.

At the exhibition of arms in Nizhny Tagil in July 2008 was signed by the second account a contract to supply thermal imaging cameras, "Catherine-FC» for the needs of the Russian Armed Forces. For the first time such a contract for the purchase of 100 thermal imagers for the Russian Army was signed in 2007. Until then, the company Thales has supplied more than a thousand thermal imagers "Catherine" to equip MBT T-80, T-90 and BMP-3, designed for foreign customers. In the period up to 2011 for installation on Russian Army equipment will be delivered more than 331 thermal imagers.

Catherina-FC »- one of the components of thermal imaging sights, produced for the Russian armor. These scopes made in the framework of cooperation: the French company Thales Optronics supplies camera "Catherine-FC», Belarus Company "Peleng" - a system of stabilization and control, Ryazan enterprise "Plasma" - video screen. Reassemble and warranty service thermal sights performs Vologda Optical and Mechanical Plant (VOMZ).

In November 2008, on the basis VOMZ opened the Russian-French Centre for the repair and servicing of thermal imaging cameras, "Catherine-FC». Service Center in Vologda is the first step in Thales' with Russia on development of state-the-art infrared technology. In the future we plan to transfer to Vologda French technologies. This will establish a joint venture., Whose task will build "Catherine-FC» of the French parts. It is planned that this joint venture could begin operations in 2010.

It should be noted that the products "Thales is equipped with both ground and aviation equipment of Russian military.

Military cooperation of Russia and France began in the mid 1990's. Until recently, it has focused mainly on joint projects in the supply of combat aircraft to third countries. In particular, purchased by India in the Russian Su-30MKI (volume of deliveries - about 5 billion dollars) and MiG-29K (0.7 billion dollars), put the French side of the system, valued at about 10% of the cost of production. In Russia set to Malaysia Su-30MKM (950 million dollars) the cost of the French system reaches 12%, and in the Algerian Su-30MKA - about 10% (volume of supply - 1.5 billion dollars).

As an example, and helmet display and sighting system (Helmet Mounted Sight and Display - HMDS) «Topsites-E" production "Thales", chosen in 2005, RAC "MiG" for use on deck MiG-29K aircraft ordered by India.

The latest on the chronology in the segment upgrade MiG-29 fighters from Russia has an export program contract RAC "MiG", signed in late March 2010 with Thales, for the supply of cryptographic systems and identification friend or foe. " This equipment will be installed on all 63 MiG-29, which commissioned the Indian Air Force will be upgraded by RSK MiG.

France has the potential to buy 5-7 amphibious aircraft Be-200. Consultations on this issue have been going for several years. An additional argument for the development of this project are large forest fires in Europe, which led to a high degree of wear of fire fighting equipment. The French side presents a challenge to improve the maneuverability of the Be-200 at low speeds.

France intends to work with Russia to produce super-type diesel-electric submarines "Piranha". In the salon "Evronaval-2004, negotiations were held on this issue with representatives of the company Rosoboronexport. It is assumed that, if approved by the French Government of this project, shipbuilding enterprises of the two countries will jointly build a midget submarines (CMSL) on the basis of scientific and technical reserve held by the St. Petersburg Marine Engineering Bureau (SPMBM) "Malachite" and move them to markets those countries with which France maintains a military-technical cooperation. Experts believe this could be the country's South East Asia and Pacific Region who are interested in monitoring and protecting their coastal waters.

The exhibition "Evronaval-2006" Rosoboronexport and DCN company signed a letter of intent, which aims to establish and develop bilateral cooperation in military shipbuilding. This opens up the possibility of cooperation between the DCN and Russian companies in research and design of military courts. In the future cooperation could be extended to the sphere of creation of naval combat systems. Signed a cooperation agreement concerns warships and submarines.

France is interested in modernization and production of heavy transport helicopters, together with Russia. A number of consultations held with representatives of the Ministry of Defense of France and the company Eurocopter for possible joint modernization and joint production of Mi-26.

To date, the most important and promising program is the purchase of Russia DVKD type "Mistral". The second major program with France, which has expressed interest in the Defense Ministry, is the possible purchase of individual soldier equipment FELIN. This program is very expensive and its cost may exceed the purchase program DVKD "Mistral".

Interesting that the value of French products in MKI = 10% of its value. In fact, most of Russia's fighter exports contain 10% French equipment. That is talking billions of dollars. 331 Catherine FC in Russia by next year.. also interesting. Cooperation with Russia is really paying off.
