Yes, it was on its own for a while, but mostly it was under one or other Burmese empire in most of its history.

Also, Arakan has clearly been part of Burma at least for last 60 years. It has brief period of indepedent status during 13th century AD, all other time it was part of one or the other empires, including British Burmese state, which later formed Myanmar. Don't start your history 1000 years ago and stop it 60 years ago, to conveniently fit your timeline. That is called manipulation and intellectual disfunctionality.
They will claim half of India as Bangladesh once enough Bangladeshis jump the fence to reach India!

Burmese buddhist monks are not "peaceful" at all. In addition to persecution of Rohingyas some of their organizations even called on voters to support the military sponsored ruling party in the election against Aung Sang whom they accused of being "soft" towards Rohingyas
