You are absoloutely wrong on that. Last year, while 10.1 million people left the country for work, emigration, les études, etc. 4.6 million people returned to the country for non-tourism purposes: re-settling, business, studying etc. That is a proportion of more than 40%. Much of it, of course, can be attributed to the global economic downturn and to India's relative insulation. But much of it is also due to cultural disonances, a booming work environment and high retail returns in India and an expanding middle class and work opportunities that leave tremendous scope for business.
Manufacturing, and the economy in general, is now picking up in Western countries. So you'll see less of that in future in the short run, until India's fundamentals become more obvious in the long run.
