Reliance Defence gets government nod to manufacture defence products

    MUMBAI: Reliance Defence, a subsidiary of Anil Ambani-controlled Reliance Infrastructure, on Wednesday said that it has received the required nod from the licensing committee of Department of Industrial Policy & Promotion (DIPP) of the central government for 12 industrial licenses to manufacture a range of products to be used by the country's defence forces. "DIPP has approved these licenses to the strategic business units (SBU) under Reliance Defence to address defence programs in India and overseas. The foray of Reliance into these areas will give added traction to the (government) initiative for Make in India and Skill India initiatives," a company release said.

    The 12 licenses are for manufacture of military aircraft including transport and combat aircraft, and helicopters, missiles, all terrain combat vehicles, naval systems like underwater systems, weapons, radars etc., unmanned aerial systems, night vision devices and surveillance devices.

    Thales ties up with Reliance Defense to Make Underwater Systems

    NEW DELHI: French defence company Thales, which has major business plans in the region besides a significant offsets obligation that will kick in after the signing of the Rafale fighter deal, has tied up with Reliance Defence to manufacture a range of underwater systems in India.

    Thales, which is a world leader in underwater systems and a close partner of DCNS, is looking at a range of systems with Reliance Defence, including sonar for surface ships and submarines, mine warfare and mine counter-measure equipment, three persons aware of the matter told ET.

    While both Thales and Reliance Defence refused to comment on the developments, sources said that the agreement in place would target a potential market of Rs 10,000 crore with several major programmes of the Indian Navy expected to get under way.

    There is also a possibility of a future 51:49 joint venture between Reliance Defence and Thales to bid for potential Indian contracts. The market being targeted includes a Rs 5,000 crore Integrated Anti-Submarine Defence Systems ( IADS) project and a Rs 3,000 crore Hull-Mounted Sonar project.

    Several Indian Navy requirements are coming up in the underwater arena, including Towed Array Sonar and Torpedo Decoy Systems and a dipping sonar for the Naval Utility Helicopter and Multi Role Helicopter Programs that are currently being processed.

    Reliance Defence, which earlier acquired Pipavav Offshore and Engineering Company (PDOC), has renamed it Reliance Defence and Engineering Ltd (RDEL) to target all maritime programs. Thales is a major partner in two high-value French programmes — the ongoing Scorpene submarine deal, which could have a follow on order for two more boats, and the Rafale fighter, for which it makes most of the avionics.

    Besides the naval market, Thales is looking at India as a potential export hub for military projects and has stated that its intention is to double business to 700 million euros in the next five years. The French company, which provides close to 25% of the Rafale fighter, already has a joint venture in India with Samtel for display systems for the Mirage 2000 fighters that are currently undergoing a $ 2.2 billion upgrade.

    Reliance Defence and Engineering Focusing on Integrated Solutions for Naval Ships

    Mumbai: Anil Ambani-led Reliance Defence and Engineering Ltd (RDEL), formerly Pipavav Defence and Engineering Ltd, is focusing on providing integrated solutions for naval ships.
    It has also diversified into design and development of naval weapons and sensors to provide combat suite which costs about 50 to 60% of the platform costs.
    According to two RDEL executives, the shipyard has created a new vertical called Reliance Naval Systems (RNS) to focus on providing combat suite solutions.
    As the majority of the systems are software intensive, RNS is developing mission critical software in compliance with government regulations.
    “RNS is aiming to imbibe capabilities to meet the critical requirements of the Indian Navy and Coast Guard as an integrated solution provider and its share of addressable market, will add Rs.20,000 crore to its top line in an open competition,” Cmde Naresh Kumar (retd), who is heading this initiative said.
    RDEL has entered into technology partnerships with some global firms and is finalizing partnerships for remaining verticals for its segments of C4I, Guided Weapons, Radars, Optronics and Underwater Systems.
    The company is also setting up manufacturing facilities at its naval park and establishing a comprehensive supply chain through local industry partnerships.
    At present, defence public sector shipyards have a back log of Rs.1.5 trillion. In addition, the Indian Navy plans to acquire new warships including aircraft carrier, frigates and destroyers, Landing Platform Dock (LPD) etc..
    Reliance Defence is committed to provide full spectrum solutions to the requirements of the Indian Navy and Coast Guard, bringing in the best technologies and industry practices, said Rajesh Dhingra, chief executive officer at Reliance Defence said.

    Reliance Defense exploring various business opportunities

    NEW DELHI: Reliance Defence and Engineering today said it is looking to exploit various opportunities in the defence industry, including in integrated solutions for naval ships.

    "As part of the ongoing business development efforts, we are exploring various business opportunities offered by defence industry...," Reliance Defence and Engineering Ltd said in a filing to the BSE.

    Reliance Defence was replying in response to the clarification sought by the exchange with regard to news item which said that the company was eyeing Rs 20,000 crore naval business.

    The company further said that "...these business opportunities are sensitive in nature and hence, it will not be appropriate for us to offer specific comments on the same at this juncture."

    It added that as and when specific proposals are received, considered and investment decisions are taken, culminating in execution of the necessary arrangements, resulting in reportable event, appropriate discloures will be made to the stock exchanges.

    RDEL through its naval vertical Reliance Naval Systems or RNS will focus on C4I, underwater systems, optronics, radars and guided weapons. RDEL is focusing to provide integrated solutions for Naval ships and has diversified into design and development of Naval weapons and sensors to provide combat suite which costs about 50 to 60% of the platform costs.

    Kumar, who is heading this initiative said, “RNS is aiming to imbibe capabilities to meet the critical requirements of the Indian Navy and coast guard as an integrated solution provider and its share of addressable market will add Rs 20,000 crore to its top line in an open competition.”

    He added that RDEL through its full spectrum solutions to the requirements of the Indian Navy and coast guard, will provide “cutting edge technology” at “competitive prices” under the Make in India & Skill India initiative of the government.

    “Warships during their long life spans of 30-40 years require systems upgrades during major refits and life extensions because of fast changing technologies.

    Retrofit and upgrades of weapons and combat systems during mid life upgrades therefore offers a large opportunity for the systems suppliers and system integrators,” he said.

    According to company officials, with increased use of COTS and MOTS technology in systems, the services are looking for long time product support through customer support services of such systems which offers additional revenue stream.

    With a back log of Rs 1.5 lakh crore, the defence public sector shipyards will be spending more than 50% of this amount on purchase of various systems from defence PSUs and imports from abroad.

    Reliance Defense Delivers Vessel Part of ₹ 7000 Crore Contract

    NEW DELHI: Anil Ambani's firm Reliance Defence and Engineering Ltd has delivered seventh offshore supply vessel (OSV) to state-owned Oil and Natural Gas Corp (ONGC).

    This is the first vessel to be delivered by Reliance Defence, formerly Pipavav Defence and Offshore Engineering Co Ltd, since takeover of the shipyard by Reliance Group on January 18, 2016.

    "Reliance Defence and Engineering Limited (RDEL) formerly Pipavav Defence and Offshore Engineering Company Ltd delivered its seventh OSV to ONGC from the series of 12 indigenously designed and built ships, valued at Rs 700 crore," the company said in a statement.

    The total value of the project for supply of 12 OSV to ONGC is over Rs 700 crore.

    "The vessel completed its sea-trials within a record time of two days to the satisfaction of ONGC and Indian Register of Shipping (IRS). The vessel will facilitate ONGC in substituting their older fleet and chartered vessels as well as bring in high level offshore operations," it said.

    The vessel has been designed as a new generation OSV with customized features for Indian waters and offshore fields. It can carry 1,800 tons of cargo at its deepest draught and is designed to carry varied cargo such as freshwater, cement, ballast/drill water and fuel oil.

    In addition to ONGC, the company has also served international clients like Transocean, Shelf Drilling, NPCC and Noble Energy.

    "There is a significant demand for new and replacement vessels for offshore oil and gas fields and RDEL is well positioned to benefit from these initiatives," it said.

    OSV measures 59.2 m in length, 15.0 m in width and 6.75 m in depth and is equipped with Dynamic Positioning-1 and Agni-1 Notation.

    RDEL operates India's largest integrated shipbuilding facility in Gujarat.

    Reliance )Mukesh group) has an unparallel money power. I want them to come in defense so that they can buy best brains and produce the defense stuff locally. We have a huge demand. Once they settle well and put their R & D facility in place, we can emerge as a major defense hub. They need to focus in rifles and guns also. If they can produce some good gun equivalent to some of best, we can save huge foreign exchange. We have a very big pool of DRDO retired scientist to whom they can employ in R & D.
