    In Pakistan's case I would counter such arguments by pointing out the $3 billion plus lost by the largest Public Sector Enterprises (PIA, Pakistan Steel, Pakistan Railways etc.) would be a better target for 'cuts in government funding' - any similar 'easy targets for cuts' in India?

    Just today we heard of a 550 crore bribe taken by maran. I mean bribes alone amour to a lot more. Some estimated put it above the defence budget itself.

    I have an idea, those who need to get their work done should not pay bribe, make toilets :D

    He should rather find investors to build toilets all across the nation than giving directions about how money should be utilized by central government. He is not the finance minister.

    Corruption is an obvious target, but it is not really a tangible target, and effective targeting of corruption requires long term institution building and reform.

    The losses suffered by the PSE's however (in large part due to corruption and inefficiency) are easier to target since they are on the books - solution - privatize or close the largest PSE's (barring Railways lets say, since there is no alternate to them at the moment) and save billions of dollars to be redirected towards basic infrastructure, education, health etc.

    That said, eventually the country will return to the issue of corruption, since the money saved through PSE or/and defence budget cuts will end up being a temporary fix so long as institutional reform does not take place to reduce corruption and improve government efficiency.

    Actually open defecation is not a problem in the villages. Walk half a kilo meter in the empty fields or woods and do your job and walk back to home. There are natural scavengers to clean this. This is also a good way to fertilise the soil. Where do the septic tank cleaners dump whole thing? mostly in the streams, woods, or empty fields and the whole area stinks for a month.
