Given that there are so many criminals in the Parliament, they have no incentive to change the existing system and make new rules for the game. Election commission gave its recommendations in 2004 to improve the system, but the Parliament is yet to take any decision on it.
The problem is not with the mp's but rather with the voters.
Majority of our society is exactly like our mp's in parliament.
It is like our MPs, no doubt about it. But 1/3rd of our parliamentarians are questionable and am sure 1/3 of our population has definitely not committed murders or kidnapping.
But the MPs are there to change this situation and not look as meek or helpless as the voters. It is not really the chicken and egg problem and this problem can be handled if we enact right laws for our legislators. Then no more crime would be a passport to our assemblies.
