    NEW DELHI: The heat on telecom minister A Raja is rising, with the Comptroller and Auditor General holding him personally responsible for the sale of 2G spectrum at dirt cheap rates in 2008, resulting in a loss of up to Rs 1.70 lakh crore to the national exchequer.

    The damning indictment stacks the odds even higher against Raja, who is already under intense scrutiny by the telecom watchdog, civil society and the Supreme Court.

    In its final report on the alleged scam in 2G spectrum allocation, CAG has said that the minister for IT and communications ignored advice from the PM and ministries of law and finance, and the recommendations of the Telecom Commission to allocate 2G spectrum to a select group of companies at throwaway prices.

    The CAG has backed up its stinging censure of Raja by attaching files which, it claims, establish the minister's personal culpability.

    The federal auditor has not spared the Telecom Regulatory Authority of India (TRAI) either, accusing it of standing by as a hapless spectator when its recommendations were either ignored or misused. But it is the minister who may feel most discomfited by the report.

    A copy of the CAG report was submitted to the PMO on Monday. However, with the Opposition on the offensive, there is speculation that the report may not be tabled till the fag end of the Parliament session.

    The CAG report could not have come at a worse time for Raja. A few days ago, the Supreme Court expressed its bafflement over his continuing in the government. Sonia Gandhi's twin strikes on Tuesday on the issue of corruption -- against Ashok Chavan and Suresh Kalmadi -- could whet the Opposition's appetite for more scalps from the ruling dispensation. In fact, the Opposition is already demanding that Congress should dump Raja in order to live up to its fresh anti-corruption credentials.

    As many as 85 licences to 12 companies out of the 122 new licences issued in the controversial January 2008 decision were granted to entities which did not meet the prescribed DoT eligibility conditions, the CAG said.

    CAG has adopted three different methodologies to assess the loss to the exchequer. One was the offer made by S Tel Ltd, through its communication to the PM and later to the minister in 2007. If it was to be taken, then 6.2 MHz of 2G spectrum for the 122 licences work out to Rs 65,725 crore against the Rs 9,013 crore collected by DoT. The dual technology rate offered by S Tel was Rs 24,591 crore. Thus the total valuation was at Rs 90,316 crore.

    The second methodology is a comparative pricing based on the 3G spectrum auction. Pointing out that TRAI itself has said that the present day 2G services are offering 2.75G services, and considering scarcity, the auditor has calculated that the 2G spectrum allocated to UAS licensees was worth Rs 111,511 crore against the Rs 9,013 crore that DoT got. For spectrum allotted under dual technology, the value would have been Rs 40,526 crore, as against the meager Rs 3,372 crore that the government got. Thus the total loss to the public exchequer on just these two counts is Rs 139,652 crore.

    Considering that more than 6.2 MHz of spectrum was allocated, the total loss comes to Rs 176,379 crore.
    Based on the FDI attracted by companies that have won the licences, the auditor has said that the cost of a pan-India licence could be anywhere between Rs 7,442 crore and Rs 47,918 crore. However, Raja issued a pan-India licence for just Rs 1,658 crore.

    The CAG has also severely indicted the DoT for the procedure adopted in selecting the telecom providers for allocation of licences, pointing out how Raja manipulated the process to ensure that select companies qualified under the First Come First Served basis.

    The CAG has pointed out that "given its scarcity value and increasing demand", a comprehensive evaluation of available spectrum was required which was not done. The report said Prime Minister Manmohan Singh wrote to Raja in November 2007 to consider auction of spectrum and revision of entry fee through a transparent manner. Raja replied to PM saying that sufficient 2G spectrum was available to cater to new operators, and increased tele-density would bring down the tariff.

    The CAG has heavily come down on DoT, saying the "UAS (Unified Access Service) policy and its subsequent amendments" were implemented in a "weak and indeterminate manner" and with reluctance. "The entire process of spectrum allocation was undertaken in an arbitrary manner," report said.

    The report said the ministry did not make several modifications mid-course based on the "collective wisdom" of the government nor by following TRAI recommendations, resulting in a "transitory phase" of the licensing regime continuing for years together.

    "UAS licences, along with access to 2G spectrum, were given out in an arbitrary manner in 2008, at a price discovered in 2001, while 3G spectrum, a similar resource, was allocated at market price discovered through auction, generating revenues of Rs 67, 718.95 crore," the report says.

    Wow! Just wow, wow, wow! How is this guy allowed to continue in Parliament, despite all his shams and shods?

    The DMK will not do it. A Raja is their poster boy in New Delhi. So the Congress will have to. If it wants to keep up its anti-corruption mojo, that is.

    The CBI, if it did its job equitably, will go after the family, who reports allege have control of the money.

    Btw, Raja alleges that there was a huge BJP hand in the scam way back in 1996-98 too:

    The Raja man, Karunanidhi and the DMK are brazenly shameless and have rhinoceroses' skin in lieu of human skin.

    They are a serious embarrassment to the Congress and the Congress can unfortunately do nothing because the UPA govt depends on the DMK to stay in power.

    Catch 22!

    If there is a BJP hand in the scam, then that should also be investigated with a fine comb as also all the scams that ever took place.

    There should be investigating agencies, who do not have to answer to the govt, if probity in civil affair is to be maintained.

    BJP-led opposition on Wednesday created uproar in the Lok Sabha and Rajya Sabha over their demand for a Joint Parliamentary Committee probe into the 2G Spectrum allocation, Adarsh Housing Society and CWG scams, leading to adjournment of the Houses till Thursday. BJP members were on
    their feet demanding JPC probe into the three alleged scams with Murli Manohar Joshi and Ananth Kumar leading their party members in protesting against the government on the three issues.

    Leader of the Opposition Arun Jaitley in Rajya Sbha said since the last session of Parliament, there have been "unprecedented rise in cases of corruption in high places that have come to notice."

    He mentioned the alleged scam in allocation of second generation or 2G spectrum to new telecom companies, reports of corruption in the CWG 2010 and irregularities in Adarsh Housing society. While, AIADMK leader V Maitreyan displayed what he claimed was a copy of the CAG report that went into alleged irregularities in the 2G spectrum allocation.

    As he questioned the role of Telecom Minister A Raja in the scam, Opposition benches shouted slogans.

    In Lok Sabha, some BJP members, led by Ganesh Singh rushed into to Well of the House and raised slogans demanding a JPC probe. "This government is useless, it has to be removed," was their refrain.

    As the din continued, Speaker Meira Kumar adjourned the House.

    Chairman Hamid Ansari asked Rajya Sabha members not to raise slogans and said some of the subjects raised by the Leader of the Opposition have been included by the Business Advisory Committee (BAC) for discussion during the current session.

    "We would have structured discussion (on the issues) so that some work gets done," he said asking members to resume their places.

    He reminded Maitreyan that he was party to the BAC's decision.

    The opposition members were, however, unrelenting and forced Ansari to adjourn the House.

    Opposition today paralysed both Houses of Parliament demanding JPC probe into alleged “large scale corruption and scams” in the Commonwealth Games, telecom 2—G Spectrum and Adarsh Housing Society.

    As soon as the Lok Sabha and the Rajya Sabha met, Opposition members led by BJP did not allow the Question Hour by trooping into the well raising slogans, leading to adjournment till noon.

    When the two Houses reassembled, Opposition members again raised the issue leading to their adjournment for the day.

    They were demanding removal of Telecom Minister A. Raja and an enquiry by a Joint Parliamentary Committee into the CWG scam.

    In the Upper House, Leader of the Opposition Arun Jaitley said during Question Hour that there has been “unprecedented rise in cases of corruption in high places.”

    He also referred to the alleged scam in allocation of second generation or 2G spectrum to new telecom companies, reports of corruption in the CWG 2010 and irregularities in Adarsh Housing society in Mumbai.

    “The Government instead of dealing with the issue has belittled them as inner party issues,” he said.

    Questioning the role of Mr. Raja in the telecom scam, AIADMK leader V. Maitreyan said he had a copy of the CAG report on the 2G spectrum allocation and displayed it.

    As Opposition benches shouted slogans, Chairman Hamid Ansari adjourned the House till noon. Similar scenes followed when it reassembled at 1200 hours, forcing its adjournment for the day.

    The Opposition parties adopted the same strategy in the Lok Sabha and stalled proceedings by storming the well.

    The AIADMK members demanded removal of Mr. Raja as Telecom Minister, while BJP leaders Murli Manohar Joshi and Ananth Kumar led their party members in castigating the government on the alleged scams.

    After the Question Hour was disrupted, the House was adjourned till noon and later for the day.

    The protests were joined by members of the Shiv Sena, JD(U) and SP who rushed into the well.

    The removal of Ashok Chavan as Maharashtra Chief Minister and resignation of Suresh Kalmadi as Secretary of the Congress Parliamentary Party in the wake of reports of the CWG scam did not seem to have any impact on the protests by an unrelenting Opposition.

    Charging Telecom Minister A Raja of being the "emperor of scams", AIADMK on Wednesday said it was for the Congress to choose between its ally DMK and its image and survival. "Telecom Minsiter A Raja is emperor of scams and he should be dismissed immediately. The CAG report submitted yesterday has clearly shown the loot of Rs 1,76,000 crore in the 2G spectrum allocation," AIADMK leader V Maitreyan told reporters.
    "Whatever may be the coalition compulsions, Congress has to choose which is more crucial, the survival of their government and image or the ally. Now the onus is on the Prime Minister to chose whether he is going to put an ally before the survival of his own government."

    Senior JD(U) leader and MP NK Singh said after the CAG report and the Supreme Court observations, the Government must come out to dispel doubts on the matter where the Government had to suffer a very big loss of revenue.

    "This could turn out to be the biggest scandals in post-independence India," he added.

    1.70 Lakh Crore Scam!!!!!!...this is Bigger than CWG scam by UPA which was executed in open day light......Man these congrasees are back to age old eat it all up mode with utter shamelessness. (lol) Its hilarious DMK is blaming BJP, which has been out of power for almost 10yrs and the final decision to sell 2G was taken by Raja and UPA in 2007-2008! Have some shame DMK and UPA, atleast don't blame others for money you Shameless anti-nationals have stuffed in Swiss Banks.

    I think when majority of the populous lacks know-how of basic analysis, illiterates vote in hordes rather than educated, Caste plays a major role in small town and villages, people lack basic habit of reading instead they watch India TV and Aaj Tak, believe what media feeds them......So, we will keep on getting such people as rulers in a Democracy who will loot public money and stand tall in next elections, as our biased media will forget their wrong doings after a while, and above all citizens are dumber than anyone else.

    I still remember the representative of Food Mafia at the Center, refused to feed the hungry and allowed food grains procured by the Govt. to rot in rains. Shame on India and its population!!

    GOI does not serve people, instead they serve corrupt, anti-national and wretched gangsters called politicians!!

    Blame lies on the citizens as a whole because they choose such notorious people with dubious history and past (in ruling India) time and again.

    NEW DELHI/CHENNAI: With the Opposition set to shut down Parliament to force the ouster of telecom minister A Raja in light of the CAG's indictment of his role in the 2G spectrum scam, his term in office looks precarious.

    As the Opposition paralysed both Houses and made plain its intent to continue doing so till the DMK minister remained in government, there were indications that Congress was planning to take up the matter with the telecom minister's political boss, M Karunanidhi.

    Sources in the government acknowledged that the CAG's ``pinpointed'' indictment of Raja in the Rs 1.7 lakh crore 2G spectrum scam may have rendered his stay untenable, and indicated that Prime Minister Manmohan Singh may be constrained to speak with the TN chief minister after his return from the G20 summit in Seoul on Friday.

    Pranab Mukherjee, finance minister and government's chief troubleshooter, had a meeting with the telecom minister who has resolutely proclaimed his innocence but has lately been looking beleaguered in view of the CAG report and adverse remarks by the Supreme Court on a petition alleging inaction in investigating the spectrum scam.

    Karunanidhi has so far stonewalled discreet suggestions from Congress that Raja be asked to step down to dispel the darkening cloud of corruption over UPA-2. The DMK chief argued that the telecom minister needed to stay in view of the asssembly elections scheduled for next year.

    But with the CAG report adding to the opposition's already formidable armoury, Congress feels the need for swift action.

    Before the censure from CAG, Supreme Court had expressed its annoyance with his continuation in government in the face of allegations of a scam on his watch.

    BJP-led opposition forced both Houses to adjourn by raising slogans against corruption in spectrum allocation, hosting of Commonwealth Games and the Adarsh housing society scam. They demanded Raja's resignation and a parliamentary probe into the allocation of spectrum.

    Protests resumed as soon as the Houses reconvened, with the opposition again targeting Raja. Sources in the opposition said they would carry on the agitation till their demand for Raja's ouster was met.

    In Chennai, opposition AIADMK ramped up its demand for Raja's scalp even as top DMK leaders rushed to defend him.

    "Why should he (Raja) resign? How can you compare him with Kalmadi and Chavan, as inquiry committees confirmed the two leaders' role in the respective irregularities? Whatever Raja did was based on Trai norms. The CBI investigation is on, let it end first," said DMK MP TKS Elangovan.

    However, there was a sense of unease in the lower rungs and apprehensions that the albatross of corruption may prove expensive during the elections. "Raja issue is a cancer. If our leader doesn't take action against Raja immediately, the party will definitely lose the upcoming election. The issue has also become a weapon for the opposition to attack us," said Srinivas Perumal, a party worker from Nagercoil.

    I really feel like I have wasted my entire life and lakhs of money on Education. I should have concentrated on becoming a politician . I worship you Raja and you are my role model . Even if I achieve 10 % of what you have achieved I will be able to justify my birth . I should start thinking of quitting my Job and start my political career.

    NEW DELHI: Notwithstanding strident Opposition attack on Telecom Minister A Raja over 2G spectrum allocation, government today dropped enough hints that no action against him was likely soon even as his party DMK strongly stood behind him.

    In an apparent effort to forestall any action against Raja, DMK leader and party chief M Karunanidhi's daughter Kanimozhi met Finance Minister and Congress trouble-shooter Pranab Mukherjee here and is understood to have told him that he should not be removed from the Union Cabinet.

    While Parliament was paralysed for the second consecutive day over alleged corruption in 2-G allocation and charges against Raja, Home Minister P Chidambaram and Parliamentary Affairs Minister Pawan Bansal dismissed demands for a Joint Parliamentary Committee probe into the allegations and said any action could take place after Parliament discusses the CAG report.

    "The CAG has already given its report. The PAC, which is a mini JPC, will go into the issue and report to Parliament. It will again be debated. Why there is a demand for JPC? It is un-understandable," Chidambaram told reporters outside Parliament House.

    Echoing similar views, Bansal said "Corruption is a serious issue...CAG (report) is yet to be finalised. Now the matter would rest with the Public Accounts Committee. The PAC has to look into it."

    He told reporters that after the PAC presents its report to Parliament, "it is the right of Parliament to go for a structured discussion. That is what Parliament is meant for."

    He said while Raja has been "indited by one organisation (CAG), that is not the end of the matter...the matter is before the Supreme Court...we should not make a final decision on anything only after listening to one point and then inflate the issue.

    "We then consider it to be our right to take a decision. We should reach to the bottom of the matter."

    The Union minister said anybody found guilty should be punished.

    Meanwhile, DMK strongly stood behind Raja saying there was no reason for his removal from the Union Cabinet.

    "Why should he (Raja) resign," asked DMK spokesperson and Lok Sabha MP T K S Elangovan and added that a CBI probe into the spectrum scam is on and everyone should wait for it to end.

    "Whatever the Minister did was based on the norms set by the Telecom Regulatory Authority of India. Let the CBI inquiry into the issue end first," he said.

    "No way," asserted a senior DMK leader when asked whether Raja will go in wake of allegations against him.

    Taking a swipe at BJP, Bansal said that by demanding a JPC probe, the party was demonstrating lack of confidence in its leader Murli Manohar Joshi who heads the PAC.

    "The PAC is headed by a leader of the opposition party. The BJP has no confidence in M M Joshi (who heads the PAC) as it is demanding a JPC probe (into 2-G spectrum allocation)," he said.

    Bansal suggested that PAC was as powerful as JPC to handle the issue.

    "Moreover, the JPC would be headed by a member of the ruling party (Congress)...instead of demanding a JPC, the Opposition should demand that the process of CAG report being looked by PAC is fast-tracked," he said.

    Samajwadi Party supremo Mulayam Singh Yadav said Raja should resign on moral grounds.

    NEW DELHI: Facing an uncertain future, A Raja-headed telecom ministry has filed an affidavit on 2G spectrum scam in the Supreme Court saying that the minister had done nothing wrong.

    The telecom minister followed the policy laid down by NDA government's then telecom minister Pramod Mahajan, the ministry said.

    The Supreme Court will hear a Public Interest Litigation (PIL) on this issue on November 15.

    How is it that he is following NDA policies, if indeed, he is!

    Is he brain dead that he cannot realise what is right from what is wrong or what is good for the nation in the environment he took the decision, if indeed he was following the NDA policies.
