    The Congress, the dominant constituent of the ruling United Progressive Alliance (UPA) government, is putting in place a plan that it believes will give the administration a much-required makeover and revive sagging morale in the party ahead of state elections this year and next, and in the 2014 general elections.

    Not surprisingly, Rahul Gandhi holds the key.

    Son of party president Sonia Gandhi, and widely seen as a prime-minister-in-waiting, Gandhi, 41, will not join the government, but instead, “focus on revamping and re-energizing the party” ahead of the next general elections, said a Congress general secretary who did not want to be identified.

    Gandhi is currently general secretary of the party.

    Meanwhile, the Union Cabinet is also expected to see significant changes following the exit of former finance minister Pranab Mukherjee, UPA’s candidate in the presidential election.

    “Pranab Mukherjee’s exit from the government to contest in the presidential election itself would lead to major changes in the government,” said a Congress minister on condition of anonymity.

    Another general secretary of the Congress, who did not want to be identified, added that Gandhi has taken a keen interest in the coming cabinet shuffle. Sonia Gandhi has already met several senior leaders and ministers to discuss possible changes in the government and the organization. Although there is no talk of replacing Prime Minister Manmohan Singh, who has come under fire from several quarters—including his own partymen during a recent Congress Working Committee meeting—for the government’s failure to manage the economy and the country, Delhi’s power circles have been abuzz with talk of a radical rehaul of portfolios with several new ministers being inducted.

    Several Congress leaders believe the image makover the government will receive from the shuffling of portfolios and the induction of fresh faces, and Gandhi’s greater involvement in the party’s workings, will help turn the tide.

    Since 2009, when it returned to power with a surprisingly good performance, UPA has been mired in several corruption-related controversies, and allowed the country and the economy to drift.

    Gandhi has a mixed political record. While he suffered his worst reverse in the just-concluded elections to the state assembly of Uttar Pradesh, he is also credited with spearheading the return of the Congress to power in 2009. The party leader cited in the first instance said he is now involved in several aspects of the party’s functioning and no longer confines himself to the activities of youth and student wings of the party.

    For instance, Gandhi is midway through meetings with the party’s members of Parliament and senior legislators across the country for inputs to overhaul strategy. He has also been trying to get the youth and student wings of the party work to more closely and better with the rest of the party.

    The party needs to get its act together, according to the general secretary cited in the first instance.

    “It has to focus on states like Uttar Pradesh, Andhra Pradesh, Madhya Pradesh, Punjab and Karnataka, where party units are still in disarray,” this person said. “Only a fresh team in the party can make some impact as the older set of leaders have become non-effective.”

    The real revival of the party’s fortunes, said an analyst, would be dependent on the government’s ability to manage critical issues related to the economy.

    “It is true that the Congress has to bring in changes because its popularity will be at stake in the state elections coming up, especially in those states (in which) it has to fight the BJP directly. But the changes will have the desired impact only if it can correlate this with an overall improvement in the economic situation, investment atmosphere and inflation,” said Balveer Arora, former head of the department of political science, Jawaharlal Nehru University.

    Gujarat and Himachal Pradesh go to the polls later this year and Karnataka, Madhya Pradesh and Rajasthan next year.

    Good news for BJP. He is the best thing to have happened to BJP in last few years. :rofl:

    I think, Congress is misreading Indians. 2014 elections should confirm it. BJP needs to do nothing. Sometime no action is the best action.

    Saeed Naqvi, who said all this, has been a close friend of Rahul Gandhi’s father and presently is famous columnist and political insider. Naqvi had this leaked conversation with Poloff.

    Naqvi also claimed that his Congress contacts tell him that Rahul has failed as an MP representing the Gandhi pocket borough in Amethi, Uttar Pradesh.

    Congress purportedly hoped to create a revival campaign in UP based around Rahul and his appeal as a member of the Gandhi dynasty, but has now given up, as he “”is causing more harm than good”" and operates at cross-purposes to the state Congress leadership.

    It is difficult to understand what Rahul Gandhi stands for, be in politics, economy, foreign affair, defence or anything.

    His statements, the few that he makes, is all based on populism and nothing concrete.

    Therefore, he is hardly has the stature to be a PM.

    Populism alone will not carry him as the Head of the Congress Party.

    Congress, following its miserable performance in UPA II requires a resolute leader with stature and maybe with some charisma.

    Rahul Gandhi to be appointed as defence minister?

    Congress leader Rahul Gandhi has decided to jump in the active politics, as the time is running out for him and his party.

    Rediff.com has reliably learnt that 'Rahul is likely to be appointed as defence minister'.

    He is also most likely to take up the responsibility of Leader of the House.

    To become the Leader of the House, Rahul first has to be a Cabinet minister.


    Last week, top office bearers of the party ruled out any change of prime minister or party president. Dr Manmohan Singh and Sonia Gandhi will continue doing their job till 2014.

    It is assessed that Rahul cannot be Home minister, as it is a thankless job where result-oriented success is almost impossible in view of the ground realities of the country.

    He also cannot assume the role of finance minister, as he simply does not have the knack for it.

    If Rahul is made the rural development minister he may be able to uplift his pro-poor image but it will not make him fit to join the elite powerful groups within the government like the Cabinet Committee on Security and Cabinet Committee on Political Affairs.

    Hence, the best possible portfolio for Rahul is defence affairs where the success and failures are a collective affair during peace time.

    Rasheed Kidwai, author of 24, Akbar Road and a senior journalist, says: "The bigger role for Rahul in the Congress party is unlikely because he is already general secretary. It is more likely that he will become Raksha Mantri."

    Let's see if he can do something for Defence of this country. Antony has certainly failed. It wont make much difference if he have one more failure in this position.

    Noise of Rahul as Defence Minister picking up. The million dollar question is, was defence procurement delayed all this years for this moment? UPA government deliberately delayed all projects so that RG can read ready-made contracts and take all decision? Thus, All credits to RG? Pathetic, if yes

    Rahul Gandhi should be nowhere the office of the Defence Ministry.

    He will suffer the fate of his father!

    Now that with Bikram Singh in the chair, the Ministry has opened up the floodgates to defence acquisitions!

    There is a way......he may follow it, just to show that, he is still clean.

    Keep buying stuff from Russia, France without any tenders and by FMS with US.

    First very little quantity, later on keep buying more and more.

    Bjp has lots of capable powerful regional leaders. Modi's popularity/notoriety trumps them all though. I am not sure if BJP's national leaders are upto task.
