(Reuters) - Russian Prime Minister Vladimir Putin accused the United States Monday of living beyond its means "like a parasite" on the global economy and said dollar dominance was a threat to the financial markets.

"They are living beyond their means and shifting a part of the weight of their problems to the world economy," Putin told the pro-Kremlin youth group Nashi while touring its lakeside summer camp some five hours drive north of Moscow.

"They are living like parasites off the global economy and their monopoly of the dollar," Putin said at the open-air meeting with admiring young Russians in what looked like early campaigning before parliamentary and presidential polls.

US President Barack Obama earlier announced a last-ditch deal to cut about $2.4 trillion from the U.S. deficit over a decade, avoid a crushing debt default and stave off the risk that the nation's AAA credit rating would be downgraded.

The deal initially soothed anxieties and led Russian stocks to jump to three-month highs, but jitters remained over the possibility of a credit downgrade.

"Thank god," Putin said, "that they had enough common sense and responsibility to make a balanced decision."

But Putin, who has often criticized the United States' foreign exchange policy, noted that Russia holds a large amount of U.S. bonds and treasuries.

"If over there (in America) there is a systemic malfunction,

this will affect everyone," Putin told the young Russians.

"Countries like Russia and China hold a significant part of their reserves in American securities ... There should be other reserve currencies."

U.S.-Russian ties soured during Putin's 2000-2008 presidency but have warmed significantly since his protégé and successor President Dmitry Medvedev responded to Obama's stated desire for a "reset" in bilateral relations.

EARLY CAMPAIGNING?

Casually dressed in khaki trousers and a striped white shirt, Putin flew by helicopter to the tented camp as part of a string of appearances that are being closely watched in the run-up to the elections.

He did not say whether he plans a return to the Kremlin or will stand aside for Medvedev, his partner in Russia's leadership tandem, to run for a second term.

But young people crowding round Putin, caught up in the campaigning spirit created by huge portraits of Putin hung from trees, were not shy about saying who they wanted as president.

"Russia's next president will be small, bald and look like Putin," 17-year-old Ilya Mzokov joked with reporters. Asked why Medvedev was not paying a visit to the summer camp, he said: "Only serious people come here."

Youngsters chanted Putin's name and applauded his remarks as he strolled round the camp, where US-style business seminars, extreme sports and political mudslinging were among the topics on offer.

Putin, whose macho image appeals to many Russians, briefly swung himself up the first half of a climbing wall, filmed by a gaggle of state television cameras.

Nashi, which means "Our People," was created by the Kremlin to counter popular dissent after youth activism helped topple a pro-Moscow government in Ukraine's 2005 Orange revolution.

The group has worked to spread a personality cult around Putin and regularly campaigns against Kremlin critics.

Opinion polls show Putin, still widely viewed as the country's paramount leader, retains near 70 percent approval.

But his United Russia party is trying to reverse a slide in popularity before December parliamentary polls, hoping to use a strong showing there to help Putin in the March 2012 presidential vote.

He does speak the truth in a way. US is needlessly continuing heavy expenditure and taking the world down with it. The problem is because everyone has such monstrous reserves of US dollars as the global reserve that anyone having any serious amounts of it will be going down bad. China is one fine example who is now funding all US wars knowing jolly well that their money is not going to come back. And if US defaults, CCP would be sitting on a pile of worthless paper.

As usual, Putin is absolutely correct.
I would second that !! Its something very obvious, but most countries turn a blind eye to it fearing negative perception of them by the almighty US of A !

Not surprising statement from a South Asian. You're all too self-assured and full of misconceptions against the Americans, especially on the weakness department. You're statement is often posted in Pakistani forums... Weak Americans, yeah dream on.

This statement is not surprising coming from a South Asian.. so self-assured about Americans' weakness. Although I often read this kind of posts in Pakistani forums...

Putin is an ex-KGB agent and highly skilled martial artist. He should have no problem dealing with cowboy wannabes like Bush and Reagan.

You're God may send you a thousand Putins but you're old Empire and the glory that comes with it is gone. Puff... You're petro economy (the reason Russia is still not totally imploding) is about to end. So Putin better savour whatever residual fame is attached to the anme "Russia" while it last. In 50 years Russia will be totally run by gangs (if it the whole country is not bought by China).

The American cowboys will be dead before they even get a chance to duck.

Think of that one Indiana Jones movie where the Arab guy with the fancy scimitars who thinks he's all cool before he gets his head blown off by a revolver, and replace him with Bush and Indiana Jones with Putin. Of course, this comparison is partial blasphemy as Putin makes Indiana Jones look like a five year old pussy.

what putin is saying is correct, but what he is not saying is also important, which needs to be highlighted. what if america stops doing all that it is already doing? will that then not severely dent the global economy? what will be the impact of a US economy which then comes to a standstill, will that then not impact the world?

we are caught in a vicious cycle here, we are damned if they continue like this and not come up with sensible corrective measures, and we are damned had they declared bankruptcy, the fear of which will continue to dodge the global economy from time to time.

yes countries need to invest in alternate currencies, though a currency is no more than a piece of paper when the bad times hit the scene and in commodities, but then there is a limit to either.

its the way india is doing. we are spending way more than our means, and we, if we dont take various corrective measures will one fine day meet the same fate, but if we over do with the corrective measures, the economy will come to a standstill or slow down significantly, with crippling effects within.

the difference, india's impact will be felt within, in case of the US, the impact will be global and many-many times more.

its like a rubber band, you keep stretching and try and balance it out when the going gets good (ie lessen the stretch), but in those good times dont come up with excuses otherwise the rubber band is bound to break at one point or the other as happened with satyam, you bet raju of satyam was doing nothing wrong, but then the stretch went beyond the control.

Putin is a smart and strong guy, but may be not absolute politics material. Many don't know perhaps but at an interview during his visit to India (much before Cameron), Putin was lot more vocal than Cameron against the Pak sponsored terror. He doesn't talk in riddles.
He may not bring Russia back to old days (probably no one can), however with his overwhelming control on the agencies and beuraucrats, he has enough grip on the Russian nerves. Overall, Russia has improved in his reign. I couldn't see any major downslides.
I'd love to see his martial moves in a movie someday :D

Do you yourself not know the priorities of India ? or others in this forum ?

More than one person knows the priorities of India and none is in politics atm.
