There was also news that he had called up the Pakistani leadership and had out rightly threatened Pakistan with a war, and the Pakistani leadership that night was busy calling up the Americans all late into night, which later on came out to be a hoax call.
Wasn't there reports that Indian Armed forced were ill-prepared and so India decided not to take a plunge, but later on the news came Pakistani Armed forces were in a much worse shape.
Well, you can take your pick really, what to believe and what not to.
They were talking about the insurgency, even for that to reach the levels of the 90's is not possible because of the fencing at the border and the advances in surveillance.
The Pak army tried at Kargil, some of their bodies are still frozen up there. No one will ever recover them.

Foreign forces entering Kashmir does not mean Pakistan! Since when has the Pakistani army been referred to as "foreign forces"? His statement could well be implying the UN, or Western nations, entering in as a party to the Kashmir conflict. India's main diplomatic thrust has been to keep Kashmir a bilateral issue between India and Pakistan, and a possible nuclear war would give an excuse for foreign powers to involve themselves and mediate on Kashmir.
Pranab Mukherjee is a diplomat, and not a defence man, so clearly his statement, if so, was in regards to the geopolitics.
Any army man would tell you that in a looming full scale conflict, Pakistan army is well dug in into their holes, and hiding behind a series of defensive canals and pre-positioned kill zones, and they would not even in their wildest dreams launch an attack to attempt to take Indian territory. Nothing would make our men sitting at the border happier than Pakistani soldiers coming out of their entrenched holes to fight. It would make our job much easier!
