The requirement is clearly for medium-class aircraft. We already have the Su-30MKI in the heavy category (which is what Su-35 is) - and by 2020, our MKIs will be upgraded to a comparable, if not superior, standard (atleast wrt electronics).

Invest that amount in production lines of lca. If quality in power projection is not met . Fill it with quantity... lots en lots of lca's varients.... no need to waste money, energy. It will save time delay in negotiations and cancellation of deals.

Am going with Su-35.. more capable than most fighters there, second option.. MiG-35 or F/A-18,
EFT. Rafale and Gripen are the losing three

Why should Tejas be an option? It is already inducted - nothing left to decide or choose in that program.

Plus, it's an entirely different category.

Maybe no more aircraft is needed? Lol.
A combination of 50 more MKIs + 36 Rafales + 120 Tejas = 206 aircrafts replaces all the Mig21s/Mig27s by 2024.
Inductions from 2025 onwards..i.e Tejas mk2 and FGFA partially adds to the squadron strength and replaces some of the Jaguars and IAF reaches its 42 Squadron strength by around 2030.

And you feel that Rafale has the speed, the range and the war load to strike targets in China? Maybe on the chinese border yes, but when it comes to cities like Guangzhou, Rafale ha short legs
Thus when you talk of War load + high range, the only options as per me are
Su-35 and F/A-18 Advance Super hornet, Rafale and F/A-18 can carry war load but the range is shorter as compared to Su-35, maybe these are only good against Pakistan. But fr Pakistan we have most planes that are capable to take down the best pakistan has yet. So Rafale is a mistake for this option

I prefer the F18 or the Rafale over other aircrafts. I need a bomb truck that can take care of itself.
