HEMANT KARKARE:-

screengrab
The chief of Anti terrorist squad of Mumbai Police in 2008 when Country's economic capital was under siege. He laid his life fighting with the terrorists who entered the country in view of mass killing. Except this part he was very efficient as a police officer. He led the investigation team which investigated the Malegaon Bombings, solved serial bombing cases of Thane, Vashi and panvel. He was awarded the Highest Peace time Gallantry Award of The Country "Ashok Chakra" Posthumously.

Karkare came from a Maharashtrian family. Karkare obtained a Bachelor of Engineering degree in Mechanical Engineering from Visvesvaraya National Institute of Technology, Nagpur in 1975. After graduation he worked for National productivity council, Government of India and then Hindustan Lever Limited now Hindustan Unilever Ltd., India's largest FMCG company.
He joined the Indian Police Service (IPS) as a member of the 1982 batch. Before becoming ATS Chief of Maharashtra State in January 2008, he was Joint Commissioner of Police (Administration) of Mumbai Police.[7] He served seven years in Austria in the Research and Analysis Wing (RAW), India's external intelligence agency. According to former senior Mumbai Police officer Y.C. Pawar, Mr. Karkare was regarded as very influential officer in police circles.(Times of India Nov.28 2008).

At 9.45 p.m. while having his dinner at his Dadar residence, he received a call about a terrorist attack at C.S.T. station. He switched on the TV for news and left at once with his driver and bodyguards for C.S.T. There he donned a bullet-proof vest and helmet (shown on news channels live), and went to Platform No.1, but found it deserted. He was then informed that the terrorists had moved to the Cama and Albless Hospital ("Cama") next to the Azad Maidan police station.
The operation was difficult as it was dark and the terrorists were well prepared and virtually on a fidayeen mission. The officers, with a few constables, went into Cama from the back and Kamte fired at the terrorist. A couple of constables were left stationed at the back entrance of Cama, while the rest boarded a Qualis jeep. Salaskar asked the driver to let him take over at the wheel. About that time, they heard on the wireless that the terrorists were hiding behind a red car.
As they turned from the Crime Branch office towards Rang Bhavan looking for the red car, near the Corporation Bank ATM, they saw a terrorist running. Kamte or Salaskar - or both - fired, the bullet hitting the terrorist on his arm, his AK-47 fell down. He was Kasab, the lone terrorist captured alive later. As they were thinking of getting down, a second terrorist, Ismail Khan appeared and fired a volley of bullets at them. All but one Assistant Police Inspector Jadhav died.
Hemant Karkare, Ashok Kamte, Salaskar and others died in fighting the Mumbai attacks, on 27 November 2008 in a narrow lane between St. Xavier's College and Rang Bhavan, just a stone throw away from the Crime Branch office.
Indian Express quotes statements by Constable Arun Jadhav, who was with the officers Hemant Karkare, Vijay Salaskar and Ashok Kamte when they died. The three officers and four constables had received information that Sadanand Date had been injured in the gunfire at the Cama and Albless Hospital for women and children. Located at Chhatrapati Shivaji Terminus (CST), a ten-minute drive from the hospital, they took a Toyota Qualis and proceeded in that direction. Salaskar was driving, Kamte in the passenger seat, Karkare in the second row, and the four constables, including Jadhav, were in the back row of seating. According to Jadhav, five minutes later, two terrorists stepped out from behind a tree and opened fire with AK-47 automatic rifles. The six policemen, other than Jadhav, were all killed quickly in the gunfire. Kamte was the sole officer who managed to retaliate, wounding terrorist Ajmal in the arm. The wounded Jadhav had no opportunity to render assistance. The two terrorists approached the vehicle, dumped the bodies of the three officers on the road and, leaving the constables for dead, proceeded to Metro Cinema. Upon arrival, they aimed three bursts of automatic fire at the police and press vehicles drawn up at that location, then drove off towards the government offices (Vidhan Bhawan) in South Mumbai. Here again they fired several times. While attempting to leave the area, one of the tires of the vehicle burst, so the terrorists departed to obtain another. At this point, Jadhav was able to contact headquarters. The bodies of the dead were recovered and taken to St George Hospital.
In an investigation, Headline Today, an Indian news agency, found that a substandard bulletproof jacket had been issued to Mr. Karkare. Though, according to the post mortem report, the quality of the vest was not a factor in his death concerns in the media about the quality of the vest continue because the vest itself was, according to Indian authorities, misplaced in the hospital.

Citation of Ashok Chakra:-
Hemant Kamlakar Karkare (Joint Commissioner Of Police, Maharashtra - posthumous): On 26th November 2008 at 9:40 PM, Shri Hemant Kamlakar Karkare, Joint Commissioner of Police and Chief of the Anti-Terrorist Squad, received information about a terrorist attack at Chhatrapati Sivaji Terminus Railway Station, Mumbai.

Acting swiftly, Shri Karkare dispatched teams to plug the possible escape routes and himself along with a small team rushed to Cama Hospital where the terrorists had moved by then. A firefight ensued between the terrorists and the police team. As a result, the terrorists were forced to change their position. Shri Karkare pursued the terrorists but in the process his jeep got ambushed and he was critically injured. He however, continued to lead the operation and succeeded in injuring one of the terrorists.

Shri Hemant Kamlakar Karkare displayed courage and leadership of the highest order in fighting the terrorists and made the supreme sacrifice for the nation.

I also heard the same. But everything has gone under the carpet.
The 26/11 terror attacks threw up many controversies. Most died on their own; some were forgotten with the passing of time.

The 26/11 terror attacks threw up many controversies. Most died on their own; some were forgotten with the passing of time. But even after a year, the death of anti-terrorism squad (ATS) chief Hemant Karkare continues to raise questions.

Karkare, additional commissioner of police Ashok Kamte, and encounter specialist Vijay Salaskar were killed on the night of 26/11 when two of the terrorists, Abu Ismail and Ajmal Amir Kasab, opened fire on the vehicle in which they were travelling.

"I still do not have the answers to several of my questions," said Kavita Karkare, the ATS chief's widow. "I would like to know why it took 40 minutes for help to reach the injured officers in Rang Bhavan Lane despite it being so close to the police headquarters."

More questions follow. Why was Karkare the only senior police officer to go to the spot? Why were 'substandard' bullet-proof jackets supplied to the police? Why was no investigation ordered to find out who was responsible for this? How did the jacket worn by Karkare go missing? "The questions are endless, but there have been no answers," Kavita said.

A few days after the attack, AR Antulay, who was then the Union minority affairs minister, said in Parliament: "He [Karkare] was making an independent investigation in which he found non-Muslim terrorists involved. Whether he was just a victim of terror or something [else], I do not know. I knew him personally. I salute him."

Antulay's statement triggered a row because just before 26/11, Karkare and his team had busted a Hindu fundamentalist group for allegedly planning and executing the Malegaon bomb blast of September 29, 2008.

The Mumbai police have maintained that there was nothing sinister about the delay in help reaching the injured officers. They said the police control room learnt of the shootout in Rang Bhavan Lane almost 30 minutes after it took place.

The Ram Pradhan committee, which was set up to look into the lapses by the authorities in dealing with the terrorist attack, reportedly gave the police a clean chit. About a week ago, the bullet-proof jacket worn by Karkare on the fateful night was found missing.

"This definitely is a major lapse on the part of the police," a senior home department official said. "An inquiry has been ordered to find out how such a crucial piece of evidence was lost."

Recently, former IPS officer SM Mushrif opened a can of worms by blaming the Research and Analysis Wing and the Intelligence Bureau for Karkare's death in his book, Who Killed Karkare?

"It is definitely a conspiracy hatched at the behest of R&AW and IB," Mushrif said. "I have done my own investigation and learnt that Karkare had opened the sensational Malegaon blast case and people were out to kill him.

"On November 18, specific intelligence was received from the US that an LeT vessel had left for Mumbai with terrorists. R&AW and IB officers had the information, but they did not pass on the information to the Mumbai police."

Whose bullets killed the Maharashtra ATS chief and Inspector Vijay Salaskar, if they were not that of Kasab and Ismail? Was there some other sinister force out to eliminate Karkare and stop him at all costs? And how come Karkare's line of investigations has finally opened up the terrorist can of Hindutva outfits that triggered bomb blasts across the country?

Hardnews Bureau Delhi

ML Tahaliyani is one old-fashioned judge. Refusing to get swayed by endless rants on hysterical news channels to hang all the accused in the 26/11 Mumbai terror atrocities, Tahaliyani not only confined himself to the evidence presented by the Mumbai Police during the trial of Ajmal Kasab, the lone survivor of the attack, but also revived the unsolved mystery of the killings of Hemant Karkare - and, also, ACP Ashok Kamte.

So who killed the Anti-Terror Squad (ATS) chief of Maharashtra, Hemant Karkare, on that bloody night of carnage unleashed by Pakistani terrorists in Mumbai, November26, 2008?

Indeed, two others accused of complicity and for being local handlers behind the Mumbai attacks were acquitted by the judge for lack of evidence against them. The evidence against Faheem Ansari and Sabahuddin Ahmed seemed planted - especially the maps found on them did not look 'soiled' despite their alleged overuse.

The judge's queries and certain incomplete answers lead to a complex and uncanny zone of mysteries: Ballistic experts could not clarify the most crucial dimension of these killings: whose bullets killed Karkare and others?

There is absence of authentic information. Why could no reliable police explanation be provided on whether Ansari handed over a map to Sabahuddin in Nepal?

Why was the police unable to produce even one of their witnesses to depose against Faheem and Sabahuddin?

How did a hand-drawn map on a paper remain unsoiled and unstained even though it was recovered from the bloodstained pocket of dead terrorist Abu Ismail, where it was supposed to have been for four days?

The outcome of Tahaliyani's informed scepticism has revived all the conspiracy theories about the motive behind the ATS chief's killing. Karkare, who exposed the involvement of Hindu terror organisations in the Malegaon blasts in 2008, was threatened with death via anonymous phone calls if he did not relent in his tireless efforts to unearth the vast network of Hindu terror cells that were involved in similar incidents of blasts and killings all over the country. Intriguingly, he had got a call two days before he was killed. Karkare had to be stopped - at all costs.

Many of Karkare's leads have now been decisively corroborated from investigations undertaken by police in different states. So if there is merit in what Karkare and his team ferreted out during the Malegaon blast probe and if he was not killed by the terrorist's bullet - then it is possible to surmise (or speculate) that there were others who took advantage of the chaos of that neurotic terror-filled night to stalk him and stop him in his heels.

Hardnews understands that these are extremely serious allegations that could give a different spin to 26/11, but there have been a series of unfortunate events like the disappearance of his bullet-proof jacket and the initial reluctance of the police to give his autopsy report that further deepens this mystery. The autopsy report suggests that Karkare was shot from shoulder down by someone who was inside the vehicle. If it had not been for the perseverance of Karkare's wife, Kavita, and Kamte's wife, Vinita, who doggedly used every possible means to get to the bottom of the happenings on that night, far less would have been known. (Kamte was killed along with Karkare and Inspector Vijay Salaskar).

Home Minister P Chidambaram's detailed reply in Parliament in response to the doubts raised by the former minority affairs minister, AR Antulay, would need more investigations now. Antulay had raised a storm by asking for an inquiry into the killings of the ATS chief and other officers. He had said, "There must have been some reason why Karkare went to Cama Hospital instead of Taj and Oberoi hotels." Also, he had raised doubts over why three officers were travelling in the same car, which is against the norms.

Antulay was reported to have said that "someone" could have told Karkare and other officers with him to go to Cama Hospital, suggesting that the ATS chief fell victim to a 'set-up' as he was probing cases which involved fanatic Hindu terrorists in the Malegaon bomb blast case, with strong and powerful linkages.

The comments were showcased on television. It created an uproar in the Lok Sabha where BJP and Shiv Sena MPs were up in arms, castigating Antulay, who insisted that directions issued to the officer must be probed. BJP leader Arun Jaitley said that Pakistan could now quote Antulay to contest the account of the lone surviving Mumbai terrorist, Ajmal Kasab. "Having made such a preposterous statement, Antulay cannot be allowed to remain in government even for a day," he had said.

But the uncanny questions remained, even while there have been efforts to connect the dots between the various bomb blasts and Hindutva terror links. Indeed, Rajasthan Chief Minister Ashok Gehlot was recently on record alleging that the previous BJP-led state government in Jaipur had tried to go slow and fudge the investigations linking the Hindutva terror outfits. That some of those involved had old fraternal links with RSS has also been established.

Kamte was an excellent negotiator in crisis situations, a quality for which he was summoned late night on 26 November 2008 to deal with Pakistani terrorists holed up in Mumbai buildings. During his police career, Kamte had earned a substantial following of ordinary citizens[3] as he took on hardened criminals and politicians with criminal backgrounds. Shortly after taking over the Sangli police department, the notorious criminal Raju Pujari was killed in a police encounter.
Kamte came into media limelight after an August 2007 incident in Solapur when he arrested Ravikant Patil, a three-time Member of the Legislative Assembly from Indi in neighboring Karnataka. Patil and his supporters were celebrating at the residence of Patil's brother Ratikant a Shiv Sena leader. They scuffled when police tried to enforce the law against bursting of crackers late in the night. Kamte sustained hand injuries in the process of arresting Patil. Patil suffered multiple wounds.[4] The incident created an uproar in political circles but the people of Solapur supported Kamte. Kamte told the Times of India: "Law is equal for all and nobody has the right to violate it".
During Mumbai's occasional communal violence between Hindus and Muslims, the areas under his supervision remained largely free of riots. He was known to be a secular officer and equally loved and respected by both communities.
"He was a daredevil officer who had gained popularity matching [that of] a Bollywood hero. He himself was on the roads maintaining peace after the Khairlanji massacre. While other cities in the state witnessed violence, Solapur remained calm", said Anand Salunkhe, former member of Solapur Municipal Transport.
Nearly 3000 people turned up to pay their respects to Additional Commissioner of Police Ashok Kamte who was cremated in Pune with full state honours. Kamte was one of the most respected and admired officers of the Mumbai Police force. News of his death sent shock waves not just across Maharashtra but across South India, where he had served in Belgaum for a period.
He was specially summoned on Wednesday night to deal with the terrorists who had laid siege to Mumbai. Kamte was part of the 1989 batch of the IPS of the Maharashtra cadre.[5]
Kamte was shot along with Vijay Salaskar,Hemant Karkare and constables in a narrow lane between St. Xaviers College and Rang Bhavan by the terrorists.
"A cop that turned Solapur from a wrong city to the right one. The person who every responsible Solapurkar liked and loved. This community has been created to pay the respect and gratitude that he deserves," Survived by his wife and two children, Kamte is remembered by his friends at the IPS Academy as well as journalists that interacted with him as one of the bravest officers, ready to face any challenge in the line of duty".[5]
Kamte was one of the 14 men from the police force who lost their lives in Mumbai's latest and biggest fight against terror.
Ashok Kamte was killed in action by terrorists during the Mumbai attacks, on 26 November 2008 in a narrow lane between St. Xavier's College and the Rang Bhavan opposite Corporation Bank ATM just a stone away from Crime Branch office.
Mr. Kamte was well known for his cool temperament and negotiation skills; during the attacks he offered his assistance due to being Additional Commissioner of the East zone; an area not under attack. When he reached CST area, upon arriving at Azad Maidan Police Station (AMPS) he met with ATS Chief Hemant Karkare and other police officers; they took a Police Toyota Qualis in pursuit of the reported terrorists with Kamte armed with an AK47. When they reached rear entrance of the Cama and Albless Hospital (A women and children's hospital) which is next to AMPS, Kamte spotted and fired at terrorists with the terrorists retaliating by throwing hand grenades; with the this situation Kamte suggested that they should take on the terrorists from the front entrance of the Cama. At this point the terrorists had left the Cama area before the Kamte's plan could be implemented; during pursuit the police received a report that the terrorists were hiding behind a red car in the same lane. At around the same time a terrorist was spotted running from the area which Kamte fired at, injuring him. The terrorist Ajmal Kasab was the only terrorist to be captured alive during the attacks. As they were about to get down another Pakistani terrorist, Ibrahim Khan fired a volley of bullets killing all but Asst. Police Inspector Arun Jadhav. Kamte was hit in the head; although he was wearing helmet with no ballistic vest. (Times of India 19 December 2008)
India Express quotes statements by API Arun Jadhav, who was with the officers Ashok Kamte, Vijay Salaskar and Hemant Karkare when they died.[6] The three officers and four constables had received information that Sadanand Date had been injured in the gunfire at the Cama and Albless Hospital for women and children. Currently located at Chhatrapati Shivaji Terminus (CST), a ten-minute drive from the hospital,[6] they took a Toyota Qualis and proceeded in that direction. The two terrorists approached the vehicle, dumped the bodies of the three officers on the road and, leaving the constables for dead, proceeded to Metro Junction.[6] Upon arrival, they aimed three bursts of automatic fire at police and journalist vehicles drawn up at that location, then drove off towards the government offices (Vidhan Bhawan) in South Mumbai. Here again they fired several times. While attempting to leave the area, one of the tyres of the vehicle burst, so the terrorists departed to obtain another. At this point, Jadhav was able to contact headquarters. The bodies of the dead were promptly recovered and taken to St George Hospital.
The body of Additional Police Commissioner Ashok Kamte, was cremated with State honours at the Vaikunth cremotorium on 27 November 2008. A large number of high-ranking police officers participated in the funeral procession, including: Police Commissioner Satyapal Singh, Joint Commissioner of Police Rajendra Sonawane and district collector Chandrakant Dalvi. Around 3,000 people were present.

Vyas I P S A legendary Police Officer

Grey hounds founder KS Vyas remembered
It was around 16 years back that the sensational police officer KS Vyas was killed in the LB stadium in Hyderabad. KS Vyas was sensational for several things. It was he who was instrumental in forming the "Grey Hounds", the name which sends jitters down the spine of the Naxalites.

Another incident which made him a star is to reduce the Rowdy menace in Vijayawada in 1980's. Till then no police officer dared to touch the goons belonging to Devineni Nehru and Vangaveeti Ranga. He was the first police officer to arrest the rowdys and in one incident he arrested Vangaveeti Ranga and instead of taking him to the police station by police van, he made Ranga walk the entire two kilometers. This incident was a sensation at that time and instantly made him a hero.

Years ago, it used to be utter chaos with rickshaws parked haphazardly near the Vijayawada railway station and the rickshaw pullers mobbing passengers. After being posted as SP there, Mr. Vyas convened a meeting of the rickshaw puller associations and convinced them to keep rickshaws in a row so that every rickshaw puller would get passengers on first come first serve basis. This ended the pandemonium at the station. With his honesty and uprightness, Mr. Vyas also became a cult figure among youths in the State wanting to join the police force.

His friend Krishna Rao revealed that Vyas not only believed in sincerity and honesty but also in not being arrogant with the public.

Note :Grey Hounds are an elite police commando unit trained to hunt down Naxalites in Andhra Pradesh. They are very affective force with out them Naxalite troubled areas would have been out of AP govt. reach.

Umesh Chandra IPS - A hero's life

Umesh Chandra was undoubtedly the most reputed police officer in the history of Andhra Pradesh police. He was loved by the people and the police where ever he worked. He was severe on antisocial elements and was very affectionate to the people. He created tremors in the backbones of the naxalites and factionists by showing them, what police are capable of. In his tenure as SP of Cuddapah district, which was considered as second most troublesome district in India, he restored normal conditions within no time, with his extraordinary abilities. He was called cuddapah tiger by the people of Cuddapah.

High notes of a short, but, illustrious career:

1) Umesh Chandra raised the standards of policing and administration for his fellow officers to emulate. He provided a strict, yet fair administration. He turned around the negative image the police had in the peoples minds.
2) Umesh Chandra was bold and daring in dealing with the naxalites. He relentlessly pursued the apprehension of extremists, naxalites and other anti-social elements. He planned and led all counter-terrorist operations himself.
3) Umesh Chandra was a exemplary police officer who maintained a very high degree of honesty, integrity and professionalism. Umesh Chandra set a very high standard for himself and encouraged his fellow police officers to attain and excel these standards. The Vedic scriptures say that a saint's words follow his actions. This was very true of Umesh Chandra.
4) Umesh Chandra raised the morale of the police force where ever he went. He instilled a sense of pride and confidence in the police.
5) Umesh Chandra truly cared about the fellow human being. His humane nature made him an instant favorite of the common man. He did not limit himself to police work alone. He immersed himself in truly solving the real problems faced by the people.
Umesh Chandra was adored like God by both the common man and the police in all the districts he worked. Umesh Chandra evoked a great sense of loyalty and admiration of the police force as well as the common man.
6) Umesh Chandra looked after the well-being of all police officials working with him. He helped police families in times of need and supported them when police personnel were injured.
Election time usually is marked by violence leading to murder and mayhem. In all the districts Umesh Chandra served, election time violence became a thing of the past.

Vinod Mehta
A quarter century has passed but Vinod K. Mehta, DC, Port Division, is still remembered in the rank and file of Kolkata Police for the enormous courage that made him face this villains and also for the tragic end to this courage that would have probably won him a place in the pages of history.

It was one black morning on 18.03.1984 at around 11.45 A.M. some miscreants attacked V. K. Mehta, DC, Port Division, his guard, Constable Moktar Ali and others on Ramanajan Lane with bombs / brickbats and other lethal weapons. Mehta with Constable Moktar Ali, close on heels, faced these criminals who were equipped with lethal weapons. Faced with an attack, the duo along with other Policemen took shelter in side a mosque at Ramanajan Zone when the miscreants launched attack at the said mosque and demanded explanation from the Police Force. They were soon overpowered as the criminals took the mosque on seize and started hurling bombs. A Constable was injured. Mehta tried to escape through Battikal towards Garden Reach Road. Mehta took refuge in a house at 228/3, Battikal, but the killers follow him there. Moktar tried to save his superior's life, but was dragged out and assaulted. His eyes were dug out, his revolver was snatched away and his limbs were chopped off. Moktar bled to death but the killers handn't had enough with him. They set his body on fire.

By this time Mehta had managed to run off to another house in the neighbourhood at G 222, Battikal, but was soon spotted by the killer gang. They attacked him with sharp weapons and he died instantly. Stripping him of his uniform and shoes, the killers threw Meheta's body into a canal. The IPS Officer's body was recovered later from the Kutcha drain near premises No.F59, Attabag.

A specific case was started in connection with this incident and was presented before the Ld.Court of Shri N. K. Bhattacharjee, 9th Court, Additional Session Judge, Alipore.

Posthumous Ashok Chakra to Andhra's anti-Naxal unit cop

NEW DELHI: A sub-inspector of the Andhra Pradesh's counter-Maoist force was posthumously awarded Ashok Chakra, the highest peacetime gallantry award of the country, as India celebrated its 65th Republic Day on Sunday.

Sub-inspector K Prasad Babu was honoured for an anti-Naxal operation during which he had led an assault unit of Greyhounds (anti-Naxal force of Andhra Pradesh) near Andhra-Chhattisgarh border on April 16 last year.

The award was received by Babu's father from President Pranab Mukherjee before the commencement of the Republic Day Parade.

"Shri Prasad Babu exhibited most conspicuous gallantry, exceptional devotion to duty and exemplary leadership in fighting the Maoists and made the supreme sacrifice," a government statement said.

Babu played a key role in killing nine Maoists and injuring several others.

On April 16 last year, about 70 Maoists carried out IED blasts near Andhra-Chhattisgarh border and fired indiscriminately on the Greyhounds unit led by Babu. Babu and his unit charged towards the Maoists, killing nine of them.

The next day, the commandos were being evacuated by helicopters. When, 19 commandos were to be picked up for the last sortie of evacuation, about 60-70 Maoists attacked the helicopter. While 14 commandos boarded the helicopter, 4 commandos along with Babu began retaliatory firing, according to the statement.

After the helicopter left, the Maoists began encircling the commandos. Babu then urged the 4 other commandos to retreat to a direction while holding the nearly 200 Maoists single-handedly until the others reached a safe spot. He died in the process, it said.

Accepting the award, Babu's emotionally overwhelmed father acknowledged the crowd with folded hands.

After stepping down the dais, he greeted distinguished military officers present in the seating area.

These grey hound guys are one of the toughest police commandos, They go into the jungles for hunting naxals and generally they have to spend 2 to 4 weeaks in jungles depending on the situation.

During the stay they have to deal with jungle environment which is very tough.

They have to set up sentries on four sides who will inform if they see any naxal activities during sleep.

The success rate of these guys is very high, one of the reasons AP is now a naxal free zone.

During 1990's AP administration lost the grip of lot of rural and tribal areas and there used to be lots of violence and bloodshed .

All thanks to these guys !!!!
