There is no doubt that this a step in the right direction.

However, the report would have been more educative and all encompassing, if it also included the apprehensions of the majority community and the interse flash points and how to ensure that the same is doused. if this was not addressed then there would still be loopholes where the situation could still be explosive.

The angle of political abetment and even encouragement to create law and order issues amongst communities and how to rectify this should have been also analysed.

But then, as we all know, the Police is but a Political Animal domesticated to respond to the political requirement of the political heads.

More demands for them to "integrate and maintain social harmony"
The hyper sensitive nature can be seen when he talks about tiles and cracker papers with arabic scripts. There really can be nothing done for such cases.
Usage of dogs is again deemed offensive.

Person wearing a Tilak, says that police is communal....so basically they feel that it is impossible for a Hindu person to be fair to them, If they feel they cannot live/trust the majority there are two whole countries that.

People looking to be offended will easily be offended, no matter how much you try and please them.

Attacks on students from the Northeast in various parts of the country, allegedly in retaliation for attacks on Muslims in Myanmar and Assam, are examples, the report says.

Are the attacks on North Easterners in Delhi and elsewhere mostly done by Muslims?

I have a theory (probably not original) that the Police are the same people under any poilitical system.
