ISLAMABAD: Pakistan’s water crisis is now at par with terrorism in terms of being an existential threat to the country’s security.

This was the major concern raised by respondents, interviewed for Islamabad based think tank Jinnah Institute (JI)’s latest research report “Pakistan’s Water Discourse: Attitudes on Water Management Practices”, launched on Friday.

The Jinnah Institute report collated perceptions of a wide range of policy stakeholders on the political economy of water management practices in Pakistan.

According to the report, insufficient water storage capacity has greatly impacted the availability of water, while public debate on developing new infrastructure has stalemated in recent years.

The limits of state capacity in addressing water-related challenges, underpinned by inadequate social infrastructure, lack of political consensus and financial constraints have been cited as the major roadblocks by a majority of respondents.

On the subject of climate change and disaster management, the report found that while government bodies had learned critical lessons in recent years, early warning systems were still not in place.

Some water experts warn that Pakistan should prepare for an "environmental disaster", with the country’s seasonal monsoons shifting away from traditional catchment areas toward Afghanistan.

This trend has multiplied the potential for flash floods and erratic rainfall.

Annual water availability per capita has fallen drastically since Partition, from approximately 5000 cubic metres to nearly 1500 cubic metres, impacting marginalised communities and women the most.

In the absence of progressive water pricing systems, domestic water wastage in cities is rampant.

On the subject of trans-boundary water sharing, a majority of interviewees felt that the Indus Waters Treaty (IWT) had stood the test of time and largely served to protect Pakistan’s interests.

However, they also expressed a dire need for a framework or treaty with Afghanistan to prevent future conflict between the two countries on the Kabul River.

Former Amb. Shafqat Kakakhel spoke at the event and said the report supplements and aids a rich body of documentation.

Environmental lawyer Ahmad Rafay Alam presented the findings of the report.

Former WAPDA Chairman Shamsul Mulk also spoke at the event and suggested that all objections on river flow data between provinces should be taken up in the Council of Common Interests (CCI).

They can live off Grass but without water they would die.

And they would blame their "water" issue on India again.

Strange but true that "India" has not figured in the report even once ??

How is it possible. However the key areas have been correctly identifies :
    Those are :

    # Political economy of water management practices in Pakistan.
    # insufficient water storage capacity
    # inadequate social infrastructure,
    # lack of political consensus
    # financial constraints
    # climate change
    # disaster management
    # seasonal monsoons shifting away from traditional catchment areas toward Afghanistan.
    # domestic water wastage in cities

So Kabul is also emerging as "Water Enemy"... good show !!

Terrorist = "Its all RAW's fault"

Sectarian clashes = Almost all minorities are already dead, soon they would start killing themselves. (they are doing it right now anyways)

Mosque bombing = "Kill the Hindus who are bombing our mosques".

Journalist attacked or killed = "Those who all are being killed are Indian agents"

No electricity = Since when did they even have decent electricity in Pakistan, so they are used to it

No water = "India is blocking the water supply, Pakistan has to gain its rights by sending more insurgents towards Indian border"

Non functional railway = Nothing, I've got nothing for this one..

    Question:- How that country works?
Answer:- Excuses, Their whole system is a big bunch of excuses. (And don't forget the Foreign aids)

There is zero chance of a water treaty with Pakistan as long as they support terrorism. This is like killing the father and then asking for the daughter's hand.

I guess Indians are doing less pee in the rivers which goes to Pakistan.

Let's be kind enough to our peaceful terrorist neighbors and pee more in the river so the water crisis of Pakistan is solved in a peaceful manner.

Pakistan will find one more excuse to get at India – water. They’d accuse the RAW of melting off all glaciers. But they can look at the advantage. There would be no need to fight on top of glaciers. They can fight on a meadow that would form once the glaciers melt away. Trust me, if Pakistan still exists after 50 years, it will still be at loggerheads with India. Pakistan can probably send its navy to sail on the melted streams to fight the Indians. There will be plenty of grass for the Mujahideen to eat.

Basically the existence of Pakis depend on the fabricated hatred for Indians.

If this hatred is gone there would be no Pakistan so they would invent reasons to fight India.

Pakis also know the creation of Pakistan was a big mistake.

Also Pakistan is a fake Islamic Republic and as a fact the foundation was laid by a drinker and pork eater aka Jinnah.
