Ahead of UNSC team’s visit, Hafiz Saeed moves HC seeking protection from arrest

Islamabad: Mumbai attack mastermind Hafiz Saeed on Tuesday requested the United Nations to send its officials to Jamaat-ud Dawa’s offices to check whether he was involved in terrorist or humanitarian activities.

Saeed’s request comes two days ahead of the visit of the UNSC’s sanctions monitoring team to Pakistan on a two-day trip to assess the country’s compliance with the world body’s sanctions regime. The UNSC special team will arrive here on Thursday.

Saeed also filed a petition in the Lahore HC seeking protection from arrest ahead of the UNSC team’s arrival. He filed the petition through his counsel A K Dogar seeking the court’s direction to the PML-N government restraining it from arresting him and taking action against JuD and Falah-i-Insaniat Foundation, which is included in the UNSC sanctions list.

“Everyone can observe our humanitarian work and activities,” Saeed said. (Oh Yeah!! Like killing 164 innocents in Mumbai. Bloody douchebag!)

‘Pak will take control of Hafiz-run charities’

Retracting from his earlier statement that no action can be taken against Mumbai attacks mastermind Hafiz Saeed since no case was registered against him in Pakistan, PM Shahid Khaqan Abbasi has now said his government will push ahead with its plans to seize control of charities run by the Lashkar-e-Taiba (LeT) chief. The timing of UNSC special team’s visit is coupled with increased pressure on Pakistan from the US and India, accusing it of inadequate implementation of the sanctions on Saeed and the militant outfits linked to him.

Pakistan condemns 'unilateral' US drone strike in Kurram Agency

Pakistan on Wednesday condemned United States (US) drone strikes in Kurram Agency, admonishing Washington for taking "unilateral actions... [that] are detrimental to the spirit of cooperation between the two countries in the fight against terrorism."

Earlier today, Haqqani Network Commander Ehsan alias Khawari and two of his companions were allegedly killed during a drone strike in Kurram Agency, DawnNews reported.

Sources within the political administration of Orakzai Agency's Speen Thal Dapa Mamozai area said that the drone strikes had targeted a house belonging to Afghan refugees, while local sources in Orakzai Agency said the strike was carried out on a Haqqani network hideout.

Station House Officer Thal Ameer Zaman confirmed the death of a man named Nasir Mehmood alias Khawari.

The Foreign Office (FO) issued a statement condemning the strike "carried out by the Resolute Support Mission (RSM) this morning, which targeted an Afghan refugee camp".

"Pakistan has continued to emphasise to the US the importance of sharing actionable intelligence so that appropriate action is taken against terrorists by our forces within our territory," the FO said.

"Pakistan has also been stressing the need for early repatriation of Afghan refugees as their presence in Pakistan helps Afghan terrorists to melt and morph among them," the statement added.

On January 17, in the first drone strike of the year, one man was severely injured in Kurram Agency's Badshah Kot area near the Pak-Afghan border.

Two people were killed on December 26, 2017 in a drone strike which targeted a vehicle. The strike occurred in the Mata Sangar area of Kurram.

In the same month, last year, a US drone had fired a missile at a compound in the same area. The missile had been fired at the compound at around 9pm, but no casualty was reported.

In November 2017, three suspected militants were killed in another drone strike targeting a militant compound in Afghanistan's Paktia province near the Pak-Afghan border.

Drone strikes have surged in Kurram in the wake of US President Donald Trump’s announcement of a new Afghan policy in August, in which Pakistan was also accused of offering “safe havens to agents of chaos”.

Commanders authorised to deal with ‘safe havens’ in Afghanistan, Pakistan: US

ASHINGTON: The Trump administration’s South Asia strategy gives US commanders in the region the authority and resources they need to deal with “terrorist safe havens in both Afghanistan and Pakistan”, says the White House.

The strategy that President Donald Trump announced in August last year underlines the US determination to defeat the Taliban in the battlefield in order to force them to accept the current administrative set-up in Kabul.

As part of this strategy, the Trump administration recently increased drone strikes at alleged terrorist safe havens in the Federally Administered Tribal Areas (Fata) and reports from the region suggest that several ‘commanders’ of the dreaded Haqqani network were also killed in those attacks. But so far, the US administration never spoke of authorising its field commanders to deal with the alleged safe havens inside Pakistan.


But the document the White House released on Tuesday night went a step ahead, indicating that American commanders in the region also had the authority to deal with alleged terrorist safe havens inside Pakistan.

“President Trump’s conditions-based South Asia strategy provides commanders with the authority and resources needed to deny terrorists the safe haven they seek in Afghanistan and Pakistan,” it stated. “President Trump is making clear to our allies that they cannot be America’s friend while supporting or condoning terror.”

The White House also mentioned an executive order, issued earlier this month, to suspend security aid to Pakistan, saying: “The president has suspended security assistance to Pakistan, sending a long overdue message to aid recipients that we expect them to fully join us in combating terrorism.”

The document, released while the president was finishing his first State of the Union speech, focuses on issues that Mr Trump either missed in his speech or just mentioned them without elaborating his position, such as Afghanistan and Pakistan.

He mentioned Afghanistan once but did not refer to Pakistan. However, political observers in Washington interpreted his appeal to Congress to make a law, ensuring that US aid goes only to friends, not to enemies of America, as a veiled reference to Pakistan.

“Tonight, I am asking Congress to pass legislation to help ensure American foreign-assistance dollars always serve American interests, and only go to friends of America, not enemies of America,” said the president, earning a warm applause from his supporters.

Mr Trump said he had authorised his commanders in Afghanistan to directly engage the militants who attack US and Afghan forces, but he did not mention Pakistan.

“As of a few months ago, our warriors in Afghanistan have new rules of engagement,” he said. “Along with their heroic Afghan partners, our military is no longer undermined by artificial timelines, and we no longer tell our enemies our plans.”

On Tuesday, US Deputy Secretary of State John J. Sullivan also explained the Trump administration’s South Asia strategy, indicating that Washington had stayed engaged with Pakistan to solicit its support in implementing this policy.

“Our fight is with the Taliban and with extremist elements, terrorist groups here in Afghanistan,” said Mr Sullivan while talking to a group of journalists in Kabul.

He said that the South Asia strategy was a regional policy, focused on improving the situation in Afghanistan, but it’s a broader regional approach that includes a relationship with Pakistan, India and other countries in the region.

“We will continue our dialogue with Pakistan. Our position, the president’s position has been made clear about our expectations for Pakistan under the South Asia strategy. We also encourage the government of Afghanistan to continue its bilateral discussions with Pakistan,” Mr Sullivan said. “Pakistan needs to be part of the solution, and that is the focus of our South Asia strategy.”

Defence Minister Khurram Dastgir Khan has expressed concern over a White House statement saying the US military has been given authority to eliminate militant safe havens in both Pakistan and Afghanistan.

In an interview with the Urdu service of Voice of America (VOA), the defence minister said he takes the statement “very seriously.”

The White House statement was released in an e-mail late Tuesday that listed President Donald Trump’s foreign policy accomplishments during his first year in office.

“President Trump’s conditions-based South Asia Strategy provides commanders with the authority and resources needed to deny terrorists the safe haven they seek in Afghanistan and Pakistan,” the White House statement read. Reacting to the statement, Khurram Dastgir Khan told VOA, “We want to make it clear to the US that Pakistan is a sovereign country and its sovereignty must be respected.” He added.

“Instead of using these words, which can be interpreted in any way, Pakistan should be consulted,” he said. “Statements like this are taking us away from peace in Afghanistan,” he added.

At a Thursday Pentagon press briefing, Joint Staff Director Marine Corps Lt. Gen. Kenneth McKenzie said the US military doesn’t “contemplate military operations inside Pakistan.”

“Through a variety of measures, we look to gain Pakistani cooperation and assistance as we pursue operations in Afghanistan, but no, we’re not planning to conduct military operations inside Pakistan,” McKenzie said. Pakistan-US relations have deteriorated rapidly.

Last month the Trump administration cut nearly all security aid to Islamabad until the country takes stronger steps to deal with terrorist networks allegedly operating in its territory.

The US has long accused Pakistan of providing safe havens. Pakistan denies the accusation. According to media reports, US officials are also discussing expanded drone strikes in Pakistan.

Since 2004, the US has carried out hundreds of such drone attacks, mostly along the Afghan border in northwest Pakistan. Those attacks had fallen off in recent years.

In his State of the Union address, Trump did not mention Pakistan directly. But he did say he asked Congress to pass legislation to help ensure that US assistance dollars “always serve American interests, and only go to America’s friends.”
