ISI official gunned down in Multan.


MULTAN: An intelligence agency personnel was gunned down by unidentified gunmen in Cantonment Bazaar here on Tuesday morning.
Mahar Muhammad Yasir Manzoor was riding a motorcycle in Cantonment bazaar when the gunmen on a vehicle shot at and killed him in a drive-by shooting with pistols at 8:37am.
The deceased official was the resident of Maisli, Vehari district, and was associated with the Inter-Services Intelligence.
Police sources said it appeared to be a case of target killing.
The body was shifted to the Nishtar Hospital for a postmortem examination.
No case was registered by the time of filing of this news story at 8pm.
The duty officer of the Cantonment police station said the process to lodge the first information report was under way.
The shooting is the second incident of the killing of an official associated with the premier intelligence agency in the last five months.
On March 4, the bullet-riddled body of Inspector Umer Mubeen Jilani was found on Old Shujabad Road.
Jilani was kidnapped by gunmen on June 16, 2014, when he left his house in Garden Town for his office at around 8.30am.
The body was wrapped in an orange jumpsuit, similar to the ones worn by prisoners at US military’s Guantanamo Bay detention camp.
He was the nephew of former chief justice Tassaduq Husain Jilani.

5 Killed, 25 Injured in Bajaur IED Blast

Khar (Aug 11, 2017): At least five people were killed and 25 injured as a result of an IED explosion in Bajaur Agency’s Chaharmang area on Friday.

Initial reports said that the blast occurred in Nawagai tehsil of Chaharmang area.


The blast’s apparent target were labourers.

Soon after the blast FC ad other security forces personnel rushed to the spot and cordoned off the area.

The injured have been moved to District Headquarter Hospital Khar.

The blast comes as the army is busy in Operation Khyber-4 in Rajgal Valley, which also borders the Pak-Afghan border.

The Pakistani military said an officer and three soldiers were killed in the attack, which drew immediate condemnation from Abbasi. “Each drop of blood of our heroes is a testament to the fact that we all are united as a nation to cleanse our beloved motherland from terrorist elements,” the prime minister’s office said in a statement.
Really? Lol! Terrorist Hafiz Saeed, a UN designated terrorist has joined politics and will probably become the next PM of the Land of The Pure and have the nuke button firmly in his hand, and this Abbasi moron says they want to "cleanse our beloved motherland from terrorist elements"!! :laugh:

Pakistan prepares ‘toughest diplomatic policy’ for US

KARACHI: Pakistan has decided to adopt toughest diplomatic policy with the US, if any sanctions are imposed on it or its ally status is lowered.

In this regard, the federal government has prepared a three-option ‘toughest diplomatic policy’.

According to federal sources on Sunday, the policy includes gradually limiting diplomatic relations with the US, reducing mutual cooperation on terrorism-related issues and non-cooperation in US strategy for Afghanistan.

The last option may include a ban on using Pakistani land for Nato supplies to Afghanistan.

However, the policy will be implemented in view of the Trump’s diplomatic policy for Pakistan and with the approval of the National Security Committee.

US Ambassador David Hale has met Pakistani authorities recently amid Pakistan mulling its options in the wake of antagonistic actions by the world power.

He has been told that Pakistan’s reservation can be removed only when Trump administration contacts federation informally and holds dialogue. However, according to sources, Pakistan will continue its actions under the Afghan reconciliation process policy. It will also maintain its policy of trying to solve issues with US through dialogue.

12 injured in blast at Pak-Afghan border in Balochistan's Chaman area

At least 12 people have been injured in an explosion near the Pak-Afghan border in Chaman, Balochistan, on Monday, Levies sources told DawnNews.

"The injured have been taken to Civil Hospital Chaman for medical treatment and one of them is in critical condition," Abdul Hayee Baloch, the district police officer Chaman told DawnNews.

The blast appears to be a suicide attack targeting security forces, a senior administration official DawnNews.

He said body parts of a suspected suicide attacker were collected by law enforcement agencies during an initial sweep of the area following the blast.

Trump’s N Korean challenge: can Pakistan be next?

It appears that the Trump administration is not willing to learn any lessons from the vast riches of US diplomatic history. The one thing that stands out in the administration’s dealing with North Korea’s nuclear conundrum is its unwillingness to understand Pyongyang’s security concerns, and in turn South Korea and Japan’s security dilemma. There are two issues here. One, since North Korea has developed and successfully tested its ICBM, will the US still be ready to risk, eg, San Francisco for Seoul? It appears as if the US extended deterrence theory has left the books and is now out to play. Second, can South Korea and Japan really afford to continue to bank on the US to provide them security from N Korea? They might not have time on their side to look into other options but there are no easy answers here.

Trump has rebuked both South Korea and China for appeasement after the North Korean ICBM test. He has threatened China with sanctions for continuing trade with North Korea. Trump and his military advisers have threatened the use of massive military force like the world has never seen. This begs the question: will Trump break the nuclear taboo? Perhaps. But it does not matter whether North Korea or the US would be the first to attack. Once the nuclear taboo is broken, which has been in place for the last 72 years, it will legitimise the use of nuclear weapons for teaching an adversary a lesson or to ensure its compliance. Thus, it will make annihilation acceptable as a possible concept.

Looking at the Trumpian approach, one can posit a question — what will Trump consider as the next challenge. Can it be Pakistan? Perhaps if the US sees North Korea and Pakistan as China’s proxies.

Pakistan and North Korea are of course two completely different cases. In contrast to Pyongyang, Islamabad does not have ICBMs, thermonuclear weapons or whatsoever that can deter the US. Nevertheless, is it unthinkable that one day Pakistan could be on the list? No. Can Pakistan’s nuclear weapons save it from a US conventional or nuclear attack? No. So should Pakistan be worried? Yes. For Trump and his national security community, nuclear war is both thinkable and winnable. Trigger-happy Trump might use post-North Korea scenario as a benchmark to signal the rest of the world that under his leadership, the US can go to any extent to ensure compliance and the presence of nuclear weapons in a country will not stop him. Dangerous? Certainly. Would it have consequences? Surely. Still thinkable? Possibly.

After President Trump unveiled his South Asia strategy, the US Ambassador to Pakistan, David Hale met Pakistan’s Chief of the Army Staff, General Gen Qamar Bajwa. During the meeting, Gen Bajwa stated that Pakistan did not need aid but an acknowledgement of its sacrifices and critical role in the war on terror. This is not the first time someone from Pakistan has told the US that they do not need its financial assistance. General Zia in 1980 while rejecting Carter’s initial $400m aid offer told the then assistant to President Carter for national security affairs, Zbigniew Brzezinski, and the deputy secretary of state, Warren Christopher, that Pakistan did not need US military and economic assistance if the US could not provide security guarantees to it against these three contingencies: a) Soviet attack on Pakistan b) Soviet-Indian collusion in an attack on Pakistan and c) situation in which the Soviets encouraged an Indian attack on Pakistan. Zbigniew and Christopher were puzzled for they could not understand Pakistan’s insecurity and obsession with India. They were surprised that Zia was willing to let go of military and economic assistance in lieu of a simpler security guarantee against India in addition to the Soviets. In the decades that it took Pakistan to develop nuclear weapons, several US administrations ridiculed the notion that India posed a threat to Pakistan (existential or otherwise) thereby undermining the rationale for Pakistan’s need for nuclear weapons. But look what happened. Pakistan became a nuclear weapon state under a sanctions regime in the absence of security guarantees from the US.

Today, one is reminded of Kissinger’s dictum, “a nation’s security is more important to that country than it is to the United States.” But despite that Kissinger was approached during the run-up to Trump’s presidency, it seems that now no one in the current US administration is listening. By inviting India to play a role in Afghanistan’s development, the US has once again repeated the grave mistake of misunderstanding Pakistan’s security concerns with regard to India. If and when Indian boots hit the ground in Afghanistan, even if in token representation to join the coalition, Pakistan will have to be prepared for dual attack contingencies. We need to strategise against the possibilities of any misadventures in any territory in Pakistani control. This, points at the need to retaliate and defend ourselves against any raid, cross-border sweeps or search-and-destroy missions by any adversary. The need to modernise Pakistan’s conventional forces and strengthen non-nuclear deterrence is relevant more than ever before. We must also now think of ways to deter the Trump-led US. Tactful diplomacy should be an obvious start but we must think and prepare for the unthinkable.

US cannot attain objectives in Afghanistan, without change of behaviour by Pakistan: Gen Dunford

WASHINGTON: A top US military officer on Tuesday said US would not be able to “attain our objectives” in Afghanistan, where American forces have been deployed since 2001, without a change of behaviour by neighbouring Pakistan.

“It is unacceptable that Pakistan provides sanctuary, and we ought to bring the full weight of the US government and our coalition partners on Pakistan to ensure that they do not provide the sanctuary that they have provided historically to groups like Haqqani and the Taliban,” claimed Marine Corps General Joseph Dunford, Chairman of the Joint Chiefs of Staff.

US officials remain frustrated by what they term Pakistan’s unwillingness to act against militant groups, including the Afghan Taliban and the Haqqani network. The Trump administration is exploring whether to harden its approach toward Pakistan to crack down on militants launching strikes in Afghanistan.

Pakistan argues that it has done a great deal to help the US in tracking down militants, and has suffered hundreds of deaths in attacks in response to its crackdowns.

About the Iran nuclear pact, Dunford said exiting the deal would make future deals tough.

The top US military officer said Iran was complying with the pact curbing its nuclear programme and warned that any American decision to walk away from it would make other nations less likely to enter into agreements with the US.

US President Donald Trump is considering whether to withdraw from the 2015 nuclear deal between Iran and six world powers including the US, calling the accord an “embarrassment.”

Dunford told the Senate Armed Services Committee that Iran was complying with its obligations under the nuclear deal, but had increased its activity in other areas. “Iran is projecting malign influence across the Middle East, threatening freedom of navigation, while supporting terrorist organizations in Syria, Iraq and Yemen,” Dunford said.

The committee’s top Democrat, Senator Jack Reed, asked Dunford whether walking away from the Iran nuclear pact would affect the US ability to negotiate with North Korea or devise a non-military solution toward Pyongyang.

“It makes sense to me that our holding up agreements that we have signed, unless there is a material breech, would have an impact on others’ willingness to sign agreements,” Dunford said during his reappointment hearing.

Trump this year also announced he would withdraw the United States from the international Paris climate agreement and the Trans-Pacific Partnership trade agreement.

US officials, including senior military leaders, have said that the first option to deal with the threat posed by North Korea’s nuclear and ballistic missile programme is through diplomacy.

The ambassadors to the US from Britain, France, Germany and the European Union all strongly backed the nuclear agreement with Iran on Monday as long as Tehran continues to comply with the pact.

If Trump does not recertify by October 16 that Iran is in compliance with the agreement, Congress would have 60 days to decide whether to reimpose sanctions on Tehran suspended under the accord.

That would let Congress, controlled by Trump’s fellow Republicans, effectively decide whether to kill the deal. Although congressional leaders have declined to say whether they would seek to reimpose sanctions, Republican lawmakers were united in their opposition to the deal reached by Democratic former President Barack Obama.

A collapse of the deal could trigger a regional arms race and worsen Middle East tensions.

Threat posed by Russia

Dunford said that while North Korea currently poses the most urgent threat, Russia presents the biggest threat in terms of overall military capability.

Asked if he supported US lethal aid to Russia’s neighbour Ukraine, Dunford said he does and has “made that recommendation” within the administration. He said discussion of the issue has reached the White House, but did not say when a decision would be made.

Ukraine has sought US support against Russia since a pro-Western government took power following street protests in 2014, when the Kremlin-backed president fled the country. Russia seized Crimea from Ukraine the same year.

PESHAWAR: At least 20 people were injured in an explosion outside a private hospital on Peshawar’s Ring Road near Shinwari Town, within the jurisdiction of Paharipura police station on Friday.

Talking to The Express Tribune, police said the hospital owner was the target of the attack as he was already receiving threatening calls from extortionists.

“The blast occurred just outside the hospital, injuring many people including one of the owners, Osman Maqsood, who was on his way back from Friday prayers,” an official said, adding that according to bomb disposal squad officials the device used in the attack was probably homemade.

While Rescue 1122 spokesperson Bilal Faizi said 20 people sustained minor injuries, and were treated on the spot; SSP Operations Sajjad Khan said only three people were seriously injured. They were shifted to the Lady Reading Hospital where their condition is said to be stable.

A woman and a teenage boy were killed and another person was injured in an explosion near the Line of Control (LoC) in Azad Jammu and Kashmir (AJK) on Friday, officials said.

The explosion was reported to have occurred after 6pm in the Keirni Galli village, 150 yards away from the heavily militarised LoC in Haveli district, Deputy Commissioner Chaudhry Kashif Hussain told Dawn.com.
