Pakistan High Commission staffer declared persona non grata for spying; 2 Indians held

New Delhi: India on Thursday declared a Pakistani High Commission staffer in New Delhi persona non grata for his alleged involvement in espionage activities.

According to Bhishm Singh, deputy commissioner of Delhi Police’s crime branch, the staffer, identified as Mehmood Akhtar, was apprehended in the Delhi zoo on 25 October while he was meeting two alleged Indian spies, Ramzan Khan alias Hazrat and Subhash Jangir. “Both Jangir and Khan are residents of Rajasthan and the three would meet once or twice a month, when Akhtar would pass on information to the other two,” said Singh.

Singh said that the spy module was active for more than a year and the police had been working on the case for almost six months after they got inputs that Khan and Jangir were acting as spies and passing on information across the border about the deployment of Border Security Force and Indian Army along the India-Pakistan border.

Akhtar, however, was released after questioning as he enjoys diplomatic immunity.

The police, the officer said, suspect the involvement of more people in the racket and are investigations are on and more arrests are likely to follow soon.

The development comes amid tense relations between the two countries over Pakistan’s support to cross-border terrorism and Pakistan’s accusations against India on its alleged human rights violations in Kashmir.

Foreign secretary S. Jaishankar summoned the Pakistani High Commissioner Abdul Basit to the foreign office on Thursday morning after news reports that the Pakistani staffer had been detained by the Delhi police crime branch with defence related documents in his possession.

Ministry of external affairs spokesman Vikas Swarup said Basit was told about the staffer’s espionage activities.

Declaring a staffer persona non grata means the official would have to leave his post in New Delhi.

Accusations of spying and espionage activities are routinely levelled by India and Pakistan against diplomats and staffers of the other country stationed in New Delhi and Islamabad. Expulsions of staffers and sometimes even diplomats are also routine though the frequency had come down in recent years, thanks to de-escalation of tension between the two sides.

In 2010, an Indian High Commission staffer Madhuri Gupta, stationed in Islamabad was recalled home and arrested for allegedly passing on information to an Inter Services Intelligence (ISI) official.

Gupta was working in the press section of the Indian High Commission when she came under the scanner of Indian intelligence officials for her alleged close interactions with the Pakistani official.

New Delhi: India on Thursday declared a Pakistan High Commission staffer, detained earlier in the day for espionage activities, as persona non grata.

Acting on inputs, the Delhi Police's Crime Branch detained the staffer, identified as Mehmood Akhtar, after he was found in possession of certain defence documents. Akhtar was released after questioning as he enjoys diplomatic immunity, police said.

The crime branch has also arrested two persons, residents of Rajasthan, for allegedly passing on sensitive information to Akhtar, they said.

Meanwhile, Foreign Secretary S Jaishankar told Pakistan High Commissioner to India Abdul Basit, who was summoned by the Ministry of External Affairs, that Akhtar has been declared persona non grata for espionage activities. It means Akhtar has been given 48 hours to leave the country.

Pakistan`s High Commissioner Abdul Basit lodged a "strong protest" with the Indian Foreign Ministry and said the detention contravened diplomatic conventions, news agency AFP quoted a source as saying.

"Pakistan never engages in activity that is incompatible with its diplomatic status," he said.

The other two persons arrested on espionage charges are from Rajasthan.

"The spies are residents of Rajasthan working for Pakistan's ISI (Inter-Services Intelligence). The spies were in touch with the staff here at Pakistan High Commission and were providing sensitive information," said a senior police officer.

Those arrested have been identified as Maulana Ramzan and Subhash Jangir, he said.

The arrests were reportedly made following a tip-off from the Intelligence Bureau.

According to a report, crime branch officials have briefed Home Minister Rajnath Singh and Lieutenant Governor Najeeb Jung on the matter.

This is not the first time that employees of the Pakistan High Commission have come under the radar over alleged espionage in India.

Last years, police claimed to have busted an ISI spy ring in the high commission and five persons were arrested.

Sure subtle espionage do take place for information sake but Pakistanis are proactively engaged in attacking India's strategic assets and killing our men. They need to be kicked out.
Proper Bugging And Monitoring Should be conducted Of Pakistan Embassy

Though Seems Like IB monitoring this ring for 6 months

These things go on all the time. Our agencies must have known about this for a while. There must be a reason to break this now. I suspect another attack was on the cards.

Basit is WELL KNOWN as a hardliner asshole from pakistan and thats why he was chosen for this job by pak.
He didnt care about a lot of protocols while working in INdia.

GoI should take this and whoop the ass of bassit back to pakistan. Such people who rely on diplomatic immunity to skirt rules should be immediately put in straight jackets.

India should be very careful and have a tight control over pak embassy now that we have Balochistan and poK on the cards .

Theres protocols for such.
Espionage and kicking out are "normal" for embassies around the world. Everyone does that..
but pakis are extra stupid everywhere.

WTF, something that always rattles me is that Pakistan has got the guts to compare itself with us. That piece of shit 8th world country, which is good for nothing lays claims on our land. I have been a strict non-supporter of war, but now I think its time to send 20 crore dharti ka bojha people to hell.

We've Nipped ISI Espionage In The Bud: MEA


External Affairs Ministry (MEA) spokesperson Vikas Swarup on Thursday expressed happiness over the arrest of two Indian spies who were working for the ISI and asserted that the Pakistani official, who was let off due to diplomatic immunity, must leave the country within 48 hours.

“I am happy to say that we've nipped this ISI ring in the bud,” Swarup said as he briefed the media on expelling of the Pakistan High Commission staffer, Mehmood Akhtar held for espionage.

The Crime Branch of the Delhi Police detained the Pak official along with two Rajasthani residents – Maulana Ramzan and Subhash Jangir on Wednesday for passing on sensitive defense information to Pakistan’s ISI.

While Ramzan and Jangir were arrested and sent to 12 days' custody, Akhtar was declared “persona non-grata” and asked to leave the country along with his family.

However, Swarup said more arrests were possible in the case.

“If we uncover evidence of the involvement of more people, they will be arrested,” he said.

He also slammed Pakistan for denying the espionage charges and alleging that the official was harassed by Indian authorities.

“Pakistan’s denial is something that has become quite characteristic
. :pound:There’s no question of harassment instead it was Mehmood Akhtar who resorted to subterfuge by concealing his identity,” Swarup said.

The spy ring was unearthed after the Delhi Police received a tip-off about the meeting of the Pak official and the two Indian spies in the national capital.

The three were arrested on Wednesday and sustained interrogation revealed that Akhtar worked in the Visa office of the Pakistan High Commission in New Delhi and was the kingpin of the racket.

He used to recruit Indians as spies for Pakistan and the module was active for the last one and a half years.

“The Pak official’s job was to target possible recruits from those applying for a visa. He looked out for people from economically weaker sections. These spies would then pass on vital information like deployment of army personnel at border areas to the official,” Ravindra Yadav, Joint CP, Delhi Police, said.

“He (Akhtar) used to meet the spies once a month,” he added.

The police said that Akhtar used to be a hawaladar in the Baloch regiment of the Pakistan Army.
