You see, rape falls under the Hudood ordinance.

A woman accused under the Hudood ordinance must first admit that intercourse has occurred and then must provide four adult male witnesses to the rape who will testify to her story. But if intercourse has occurred and the woman admits it - she is guilty of adultery of the rapist is not her husband.
Now 30 sheep means all 30 have to be interviewed. Will they admit to rape? If they admit to rape they will have to produce four adult male witnesses. Non Muslim witnesses will not do. The sheep owner may be one of the witnesses, so only 3 more to be found. But after having watched one of his sheep being raped. One wonders what he was doing while the other 29 got raped? The mind boggles. Maybe he blinked? That would weaken the case..
The other thing is that if rape is proved then the rapist can get away by showing that he was married to the sheep. But marriage to 30 sheep may not be allowed - but this may be a controversial point. According to the law in Pakistan the testimony of a woman is half that of a man and a kafir is half that of a woman. And we all know that an Indian is 1/10th of a Pakistani. Maybe a sheep is 1/30 of a woman so that one could be married to 30 sheep. (If I am not mistaken this should mean that one Indian = 60 sheep, but I digress) Then comes the question of the
nikaahnama (marriage contract) for 30 sheep which must be produced.
Finally the question is if a raped sheep is slaughtered, would its meat be halal or not. Would it be fit for human consumption?
In the meantime, maybe the sheep will not admit to rape? The possibility exists. I recommend buying beer and popcorn. watch this space
