Pak 'terrorism accountability' bill introduced in US Congress

A far-reaching legislation has been introduced in the US Congress that would deduct $50 million from the aid to Islamabad for every American killed by terrorists operating from the safe havens in Pakistan with the "support" of ISI.:laugh:

"Pakistan has for decades leveraged radical terrorist groups to carry out attacks in India and Afghanistan," Congressman Dana Rohrabacher said introducing the 'Pakistan Terrorism Accountability Act of 2012'.

The legislation would require the Department of Defence to list all Americans killed by terrorist groups operating with impunity inside Pakistan and Afghanistan and supported by elements of Pakistani government.

For each person killed, $50 million would be subtracted from US foreign assistance to Pakistan -- a requested $2.2 billion -- and given to the victim's family.:taunt:

"For too long America has funded the Pakistani government, giving it free money, while elements of the ISI and Pakistan's military operate radical Islamic groups that are actively murdering Americans. Americans will not accept this," Rohrabacher, Chairman of the House Foreign Affairs Oversight and Investigations Subcommittee, said.

"Pakistan helped to create the Taliban and Pakistan's intelligence service hid Osama bin Laden from the US for years. Today, one of the most dangerous and sophisticated groups killing American troops in Afghanistan is the Haqqani Network, which is closely operated by the Pakistani government," Rohrabacher said.

The legislation says Pakistan, through ISI, maintains control and influence in Afghanistan through militant groups like Haqqani network, to secure its strategic position and expand its sphere of influence, not only in Afghanistan, but also in Kashmir and against India.

Asserting that ISI has strong links with the Haqqani network, the legislation said that it shall be the policy of the US to limit the United States foreign assistance to Islamabad if Pakistan's military or intelligence services continue to support or provide assistance to organisations that target American citizens.

"Of the amounts made available for assistance to Pakistan for fiscal year 2013 or any subsequent fiscal year, the President shall withhold $50 million for each United States citizen who is killed as a result of actions of Pakistan's Inter-Services Intelligence (ISI) or support provided by the ISI to other organisations or individuals, including the Haqqani Network," it said.

Former Chairman of the Joint Chiefs of Staff, Admiral Mike Mullen, had earlier said the ISI directed the Haqqani network to plan and conduct "the assault on our embassy (in Kabul in September 2011) ... We also have credible evidence that they were behind the June 28th attack against the Inter-Continental Hotel in Kabul."

Congressman Dana Rohrabacher introduced the "Pakistan Terrorism Accountability Act of 2012" yesterday in Congress.

The legislation would require the Department of Defense to list all Americans killed by terrorist groups operating with impunity inside Pakistan and Afghanistan and supported by elements of the Pakistani government.

For each person killed, USD 50 million would be subtracted from US foreign assistance to Pakistan, a requested USD 2.2 billion, and given to the victim's family. Rohrabacher is Chairman of the House Foreign Affairs Oversight and Investigations Subcommittee.

It's actually the Pakis who's punishing US, by being a false ally, embezzling billions in aid, while at the same time nurturing terrorist groups who kill NATO and ISAF troops.

Sorry I took you wrong, yes it is pakis who are punishing US, and increasing there conventional fire power. US only creates loud squeal and gives the money

It took 10+ years to get something like this. After giving Pakistan 35+ billion
dollars I glad to see Obama making sure of accountbility for 2.2 billion, right before
USA leaves afghanistan and aid stops/decreases? anyway Good job Obummer.
Ploy for elections to get Indian votes and funding and it will work.

And hence it will not be passed, or it will be passed in such a manner that it will be come a practical joke. US has no power to do such thing

This is one of the few wars you will ever see in history where a 40
nation NATO coalition achieves nothing and the enemy comes back
stronger than before.Historically this is a first.

Does it mean Pakistanis wont have to do anything until ISI kills 44 Americans in a year? An American killed... no worries... stop cribbing and just cut 50 million $ from your alms! If more than 44 get killed, you might find Pakistanis haggling to include those extra ones in the next year's account!

I think this is sick. The Americans ought to be saying that if we find ISI behind even a single citizen's death, forget aid, we will bomb the hell out of your organisations.

Its not Indians alone who need some 'counselling' from the Israelis!

No worries mate. :)

If you look at it this way - US of late has been making all harsh noises about China and Pakistan, while taking forward the relationship with India a new feet, everyday.

I guess this explains Pakistan's recent peace overtures. Pakis want to obtain peace with India, while they might get hammered by the US in the near future. Securing the illegal occupation of Kashmir is on their mind.

This all looks good on paper but I doubt one penny will be subtracted.
USA is going to investigate a killing and prove ISI is behind it doubtful.
Taliban will be blamed for any deaths by pakistan end of story.

if it works we should also say that if one of our citizen dies we will kill one of PA or ISI officer in return.
