I have little different view, may be China will go ahead with some bases, which can provide basic logistical support (like food, medicine, fuel) for long duration patrols, but not with permanent basing, as it invites ire of not only India, but lot of other powers.

Even that is a huge step for China. China has no intention to have a permanent military presence in Indian ocean immediately, but China does have the intention to achieve that goal gradually.

For that, the ideal way to go ahead will be to have logistics support agreement with some nations, and using there facilities for quick top up, and then pay for facility used. Don't know why Chinese are so adamant on setting up bases

Chinese culture, build bases rather than rent, buy houses rather than rent, CCP rather than buy.
