Pakistan can be explained by a balance of power: India was China's enemy and Pakistan was India's enemy. The Chinese did a massive training of Pakistani scientists, (just like the Russians had done for them) brought them to China for lectures, even gave them the design of the CHIC-4 device, which was a weapon that was easy to build a model for export. There is evidence that A.Q. Khan used Chinese designs in his nuclear designs. Notes from those lectures later turned up in Libya, for instance. And the Chinese did similar things for the Saudis, North Koreans, and the Algerians.

The source of the documents is AQ Khan, who confessed in 2004 to selling parts and instructions for the use of high-speed centrifuges in enriching uranium to Libya, Iran and North Korea. Extracts were published by the Washington Post, including a letter in English purportedly from a senior North Korean official to Khan in 1998 detailing payment of $3m to Pakistan's former army chief, General Jehangir Karamat, and another half-million to Lieutenant General Zulfiqar Khan, who was involved in Pakistan's nuclear bomb tests.

North Korea's Pakistan Connection
After secretly building its nuclear weapons during the 1980s, in the
1990s an elaborate global proliferation network came up in Pakistan centered on the figure of Dr Abdul Qadeer Khan. This network sold "nuclear secrets to any rogue state that came calling." North Korea was one of the many countries that benefitted from this largesse.
"As many as two planes a month arrived in Pakistan from Pyongyang during the late 1990s, bringing the missile technology in exchange for AQ Khan's secrets, such as how to use centrifuges to enrich enough uranium for a weapon."

Pakistan’s nuclear-bomb maker says North Korea paid bribes for know-how
The founder of Pakistan’s nuclear bomb program asserts that the government of North Korea bribed top military officials in Islamabad to obtain access to sensitive nuclear technology in the late 1990s.
Abdul Qadeer Khan has made available documents that he says support his claim that he personally transferred more than $3 million in payments by North Korea to senior officers in the Pakistani military, which he says subsequently approved his sharing of technical know-how and equipment with North Korean scientists.
