Defence budget set at Rs920.2bn for FY2017-18


Pakistan's defence expenditure in the next financial year will be around 7 per cent higher than it was in the outgoing year to Rs920.2 billion, the government announced in Friday's Budget 2017-18 speech.

The PML-N government's total budget outlay for 2017-18, possibly its last year in power, was Rs4.75tr, out of which 19.36pc has been kept aside under the Defence Affairs and Services head.

The operating expenses for the armed forces have been allocated Rs225.5bn, while almost Rs322bn will be sent on salaries and renumeration. The armed forces will get Rs244bn for 'physical assets' and Rs128.35bn for 'civil works'.

The government will separately pay nearly Rs180bn in pensions to retired military officials and jawans. This does not count in the budget allocated to defence services.

Finance Minister Ishaq Dar, who presented the budget in Parliament, also announced a 10pc increase in the pay of all armed forced personnel as a 'special allowance' in recognition for their sacrifices in the ongoing conflicts across the country.

"I announce today that a 10pc will be given on the pay of all officers and jawans as special allowance. This allowance will be in addition to the increase in pay that will be announced," Dar said as he presented the Federal Budget 2017-18.

The Frontier Constabulary's jawans will also be given a fixed allowance of Rs8,000 per month, the government said. The special allowance and the fixed allowance are both separate from the defence budget.

The 'special allowance' was also topped up with a 10pc ad hoc increase in salaries for army personnel, along with other government employees.

Dar additionally said during his budget speech said the National Security Committee had recommended that 3pc of the provinces' Gross Divisible Pool should also be allocated to defence expenditures; however, the provinces have yet to get on board with this proposal.

"Large operations like Zarb-i-Azb require vast sums. This is our national duty against terrorism for which provision of resources is the responsibility of the entire nation," Dar urged during his Friday budget speech.

The government will also be launching a new scheme through the Central Directorate of National Savings (CDNS) for the welfare of families of martyrs.

Under this scheme, a guaranteed and enhanced profit will be given as a means of support for martyrs' families.

Pakistani defence budget - 22.4%of overall budget.

Indian defence budget - 10% of overall budget.

Pakistani Capital expenditure - $2.34 billion.

Indian Capital expenditure - $13.4 billion.

So despite spending more than twice (as percentage), Pakis get only 17.46% as capital expenditure. And yet some clowns were dreaming about 150 attack choppers.

any military aid mentioned in the budget?
Kerry luger aid is around 300 million and paki army must be charging KSA something for deployment of troops Vs yemen.

Don't know their budgetary deficit but their FD is 4.2 %

Sorry Bro I don't know but I don't think they would mention that.

With this defense budget

1. Their next service rifle almost finalized

2. Shitload of various Snipers/ AMR already inducted and with troops at LoC apart from GPMG and other small arms mostly US origin procured as aid

3. Surveillance equipments from China for LoC already inducted (mostly reserve engineering copies ) but cheap to procure and replace

4. Good NVG and optics available at personal level of troops

5. Can't comment about their Armour most probably they are evaluating a foreign one or a JV with Turkey or China no Al Khalid 2

They already have better Anti Tank including Depleted uranium Nazia 2

6. As for Aviation and Air force I think US will provide them AH 1Z otherwise there is already a deal with Turkey for T 129 and MI 35 with Russia.

@Bornubus I think you drank Paki coolaid. Yes, Pakis are perfectly ready to fight a 20th century war. Since Pakis are broke, they have a tendency to hype mundane things. Their supposed "well equipped" army is in tatters and has a salad bowl of weapon systems, most of them are seriously outdated. The very thing Indian military is criticized for and this despite the fact that PA decides it's own budget.

Pakis received $1 billion in 1965 in military aid. Now adjust it for inflation and compare it with the budget Pakis came up on their own and you'll get your answer.

But I'll give you that they are far better at managing their affairs as well as narrative than we ever will be.

Just a thought...

lack of information in the outside world regarding paki army is not the same as "better at managing their affairs".

even the ICJ lawyer seems to have been appointed by paki army, but couldn't withstand real world scrutiny.

Basically what i am saying is that it is the nature of a "security state".
this story has been repeated across many countries in last 50 years. Idi amin in uganda, gaddafi in libya, saddam in iraq etc.

Paki army is the most successful of the lot, because an institution is in control rather than a person.

7% increase doesn't mean much as inflation is 5%. So effective increase is about 2% which is peanuts.

Pakistani pullback in last minute from Abrams deal , use 3rd hand Mirage for 20+ years , as per as Bornubus prediction ,it's sound good , just like saying we going to induct 12 scorpion , 50 ,K2 ,464 T-90 etc , but a army which involve in judiciary and bureaucracy along with "chalta hei" Indian blood , I don't think rapid modernization gonna happen , but if happens it's GOOD for us , India only run for T-90 tank after there was rumors that Paki got Ukrainian T-80 . so let see what happens.

Mockery aside, they've actually managed to induct some good stuff (tank, artillery, night fighting capabilities).
And Air defense.

Notably 35 mm Oerlikon GDF, LY 80 (both for aircraft and cruise missile) and Italian Aspide.

Russians double crossed us on T 90 deal and Smerch. We are still using older 3BM 42 ammo which is almost junk against modern Armour.

Three types of ammo was ordered from Russia only two years back on a Rush basis for T-90 tanks. That was the most modern.

Three types of ammo was ordered from Russia only two years back on a Rush basis for T-90 tanks. That was the most modern.

Go and check the specs and penetrating value of various Tank ammunition including the Russians. There is a dedicated page for this with sufficient information.
