    ISLAMABAD: Top military commanders from Pakistan and Russia discussed here the post-2014 scenario in Afghanistan on Monday, as the two sides are wary of US roadmap to bring long-term stability to the war-torn country.

    The meeting between army chief General Ashfaq Parvez Kayani and his Russian counterpart Col General Vladimir V Chirkin at the General Headquarters in Rawalpindi came in the backdrop of uncertainty over the future of Afghanistan.

    Although both Pakistan and Russia had remained bitter cold war rivals during the former Soviet Union’s invasion of Afghanistan, relations between the two countries have shown significant improvement in recent years.

    If Afghanistan was the source of tensions between the two countries in the 1980s, it has now become the point of convergence.
    Official sources familiar with the meeting of top generals told The Express Tribune that Islamabad and Moscow had unanimity of views on the future of Afghanistan.


    According to sources, General Kayani and General Chirkin agreed that the US should come up with a clear roadmap for its pullout plan from Afghanistan.
    Both Pakistan and Russia appear not to be in favour of the stationing of US forces in Afghanistan on a permanent basis.
    “Their presence can be a source of confrontation and friction in the region,” said a diplomatic source.

    According to the source, Russia fears that Afghanistan may slip into the civil war in the absence of a clear roadmap for peace and stability.
    The peace process, meant to bring the Afghan Taliban on the negotiating table, is currently deadlocked over differences between the insurgent group and the government of President Hamid Karzai.
    A statement issued by the Inter-Services Public Relations (ISPR) confirmed that the two generals discussed the ‘overall security situation in the region’.

    “The two discussed matters of mutual interest with emphasis on improving defence cooperation between Russia and Pakistan especially army-to-army relations,” it added.

    General Chirkin also attended a wreath laying ceremony at ‘Shuhada Monument’ and was presented a guard of honour by a smartly turned out contingent of Pakistan Army. The Russian general also called on Chairman Joint Chiefs of Saff General Khalid Shameem Wynne.

    The visit of Russian Army Chief is part of efforts by the two countries to redefine their relations in view of the new regional and global challenges.
    Last year, General Kayani undertook a historic trip to Moscow marking the beginning of new phase in their otherwise troubled ties.

    Pakistan should even offer some Military bases to Russia once the NATO leave Afghanistan.

    Why doesn't pakistan surrender itself to UN, why let only US,chinese, Nato & Russians to enjoy pakistan. Let every country in this world enjoy pakistan i

    First they invited NATO & US forces & got themselves a NEW NATIONAL BIRD called Drone. Now they are inviting Russia to set up military bases inside pakistan( May be this time they will get a new NATIONAL ANIMAL).

    Some how somewhere pakistan wants to be with someone for free sex.

    I don't think Pakistan would offer any base to Russia nor does Russia need any.
    Afghanistan does bring erstwhile foes together. I recall somewhere I read that Shevardnadze then Soviet Foreign Minister flied to Islamabad in an attempt to broker a peace deal / coalition government after Soviet pull-out from Afghanistan, but was rejected upfront. Years later Taliban captured Kabul...

    anyway i was searching and got that if we hand over deosai plains to russia to make an airbase.it would be helpful for them as it would be the world highest airbase altitude wise

    ISLAMABAD: With the trough in Pakistan-US ties experiencing an extended run this year, Islamabad and Moscow have quietly been busy in trying to reinvent their relations. The two are currently readying to hold the second session of their inter-governmental commission, constituted to promote bilateral cooperation.

    The minister-level commission is expected to meet in November in Islamabad for the second consecutive year, indicating that the two countries are attaching considerable importance to the initiative.

    The focus of the meeting will be on economic cooperation, but both sides also want to forge a strategic partnership.

    Recent regional developments have forced Pakistan and Russia to cosy up to each other. Russia wants to get more involved in regional affairs as it is wary of the growing influence of the US and Nato in the region. It also knows that Pakistan can play a key role in the Afghan endgame.

    Better relations with Moscow suit Islamabad’s long-term strategic interests as it seeks to diversify resources needed for meeting its economic, energy and defence requirements, particularly in view of continuing problems with Washington that has hitherto been its biggest supplier.

    “Both Pakistan and Russia want to seize the window of opportunity and make a new beginning in their relations,” a senior Pakistani diplomat told Dawn.

    Russia has offered Pakistan a wide range of counter-terrorism equipment. The package on offer includes 10 MI-17 helicopters of unarmed configuration.

    Mindful of reluctance in Moscow to sell arms to it, Pakistan is said to be considering the offer for helicopters even though it is not too interested in the unarmed transport version.

    When Russian military chief Col-Gen Alexander Postnikov visited Pakistan in May he discussed with Army Chief Gen Ashfaq Parvez Kayani the possibility of expanding defence ties by holding joint military exercises, exchanging trainees and trainers and selling and buying weapons. The Russians have also offered to sell Sukhoi Superjet 100, a modern aircraft with a capacity of up to 95 passengers. Pakistan, which has traditionally been purchasing Boeing and Airbus aircraft, may purchase a couple of the Russian jets on an experimental basis.

    Moscow has shown special interest in energy projects. A working group of both countries met last month to explore cooperation in this sector.

    A source privy to the discussions said Russia had agreed to invest $500 million in CASA-1,000 (Central Asia-South Asia) electricity transmission project.

    At the same time, details for upgradation of Pakistan Steel Mills in two phases by Russia are being finalised. The upgradation would increase PSM’s production capacity from 1.1 million tons to 3 million tons per year. Pakistan has also sought import concessions for 200 tariff lines.

    I'm trying to use plain English. What can be better than hug or friendship to express that affection?

    Now that even former foes like Russia (USSR) and Pakistan can reconcile for mutual interest SCO offers an effective platform for stakeholders to tackle Afghanistan plight.
