It's a file picture from Wiki. Not at all related to the parents of the Tsarnayev brothers, except that this photo was taken in Dagestan, where Tsarnayevs' parents live. Also in that KGB emblem, why are the letters Vcheka written before KGB. Wasn't Cheka the predecessor organisation of the KGB ?
I think this is the first time that the FSB is overtly co-operating with the FBI with publicity and all.
