    I think this report is basically for civil helipads.

    Unless 'proved', helicopters are not allowed to land, except in emergencies.

    Tom Dullat, was grounded, because he flew at night to evacuate some Siachen casualties disregarding flying rules. I think he flew at night, if I am not mistaken. Landing by day is tough and he flew at night on his own decision just because if the casualties were not evacuated, they would have died.

    He went against the rules and suffered, but even today he is hero amongst those who served out there.
