WASHINGTON: US president Barack Obama has signed into law a massive $662-billion defence spending bill that also seeks to suspend a big chunk of $1.1 billion military aid to Pakistan, despite his "serious reservations" about provisions regulating detention and prosecution of suspected terrorists.

"I have signed this bill despite having serious reservations with certain provisions that regulate the detention, interrogation and prosecution of suspected terrorists ," Obama said in a statement after signing the bill in Hawaii, where the First Family is currently on the year-end vacation.

The $662-billion defence authorization bill for the year 2012, among other things, seeks to suspend 60% of $1.1 billion military aid to Pakistan - under the category Pakistan Counter-insurgency Fund - till secretaries of state and defence report to the Congress that Islamabad is making progress in the war on terror, particularly progress in strategies to counter manufacturing IEDs.

IEDs, which are mostly manufactured in Pakistan in its illicit factories, are one of the largest factors responsible for the death of American troops in Afghanistan. However , Obama in in his signing statement made no reference to this provision of the bill, which had drawn widespread condemnation in Pakistan and put another strain in US-Pakistan ties.

The Obama administration has maintained that the bill under no circumstances results in suspension of US military aid to Pakistan; as being interpreted by the Pakistani media.

Now this is what I call balancing the budget, take away 1 billion from Pakistan and give it to UAE.

However, a 60% cut is a good start.

I am quiet sure Obama will achieve more through these cuts and hope Saudi Arabia also joins the club by cutting off the aid. These free loaders should be made to work for welfare.

Pakistan shut the routes, which NATO uses to ship about 40 percent of the supplies for its forces in landlocked Afghanistan, after alliance airstrikes killed 24 Pakistani border troops in November.The U.S. expressed regret over the deaths. The incident drove U.S.-Pakistani relations further into a tailspin, adding to Pakistani outrage over the U.S. raid that killed al-Qaida founder Osama bin Laden in May and drone strikes that have killed civilians, all without informing Pakistan in advance.

Pakistan is a key ally in the fight against Islamic militants in neighboring Afghanistan.

Elections can be such a spoiler!

Political chaos & policy paralysis is ruining India, while Pakistan gets a slap on the butt. This is a good start though, however more can be achieved if US stops arms sale/aid to Pakistan, breaks the PA-ISI nexus and forces them to do more. And for a change maybe Obama can take the one step and declare Pakistan a terrorist state, which Bush stopped one step short of.

Ideally being a country, it shouldn't pinch Pakistan much. But then the saying goes like "Pakistan is the only example where an Army is conversely owning the country itself". So now what will PA do?
Either scramble some plans together to milk US money or hope that the Chinese appear sooner and stronger.
Problem for them is, one of the major groups remaining to go after is Haqqanis. Who will they turkey shoot?

Jeeze, the US fund like 1/6th of the Pakistani military budget...

and who knows how much tacit support is offered by the Chinese.

Cutting that alone will be a huge step to bring the terror state crashing down.

The problem with us is that we do not see state-sponsored terrorism for what it is - an act of war.

The new development is that Musharraf will join Imran Khan.

Will the restore the US money flow to Pakistan?

Or has the US realised that Musharraf is the biggest crook this side of the Suez!
