India seeks Anup Chetia's deportation from B'desh

Updated on Sunday, August 23, 2009, 11:18 IST Tags:ULFA leader Anup Chetia, India, Bangladesh

New Delhi: India has asked Bangladesh to deport outlawed ULFA leader Anup Chetia, whose jail term is going to end soon, and hopes the Sheikh Hasina government would accede to the request in view of its tough resolve against terrorism.

Chetia, whose real name is Golap Baruah, has been in jail since his arrest in Dhaka in January 1998 from Shyamoli area under the Foreigners Act and the Passports Act.

"His (Chetia's) jail term is coming to an end shortly and India has asked Bangladesh to send him here after that," a source said.

Bangladesh has so far not given any response but India is hopeful that it would accede to the request considering the new government's resolve to root out terrorism and the new impetus being imparted to bilateral ties.

Chetia has been seeking political asylum in Bangladesh or deportation to any country other than India but those petitions are pending.

New Delhi is of the view that deportation of Chetia would be a major confidence-building measure at a time when the two countries are working to give a push to their ties.

As part of efforts to give fillip to bilateral ties, Hasina is expected to undertake a visit here later this year. Prior to that, Bangladesh Foreign Minister Dipu Moni will be here in the first week of next month to lay the ground for Hasina's visit.

Ghost of 'secret killings' haunts AGP

Updated on Wednesday, August 26, 2009, 11:25 IST Tags:prafulla Kumar Mahanta, Assam, Secret Killings, AGP, ULFA

Guwahati: Assam's main Opposition Asom Gana Parishad (AGP) is in the middle of a blazing controversy with the ghost of the infamous secret killings episode of the late 1990s haunting the beleaguered party.

The AGP is accused of being involved in the infamous extra judicial killings (popularly referred in Assam as the secret killings) during the tenure of chief minister Prafulla Kumar Mahanta between 1996 and 2001.

About a dozen close relatives of United Liberation Front of Asom (ULFA) guerrillas were killed across the state during the period when Mahanta was heading an AGP government.

The latest wave of protests and angry reactions comes after AGP president Chandra Mohan Patowary last week gave a clean chit to Mahanta saying there were no 'secret killings' during the AGP's tenure between 1996 to 2001. Mahanta was also present at the press conference addressed by the AGP president.

"Patowary is a liar and Mahanta is a betrayer. The entire state knows about the secret killings and if the AGP and Mahanta was not involved then who killed so many innocent people...the state at that point in time was ruled by the AGP," Samujjal Bhattacharya, advisor of the influential All Assam Students' Union (AASU), said.

"We want justice and those involved in the secret killings should be punished at any cost," the AASU leader said.

The Assam government has also decided to reopen some of the cases of the 'secret killings' to enable families of the victims to get justice.

"Already the process is on and investigations have begun into some cases," Assam government spokesperson and health minister Himanta Biswa Sarma said.

The secret killings, as they came to be known, became a major issue during the assembly polls in 2001 and 2006, and again during the last parliamentary elections, in which the Congress led by Tarun Gogoi defeated the AGP hands down.

A probe headed by Justice (Retd) KN Saikia indicted Mahanta of involvement in the killings -- blaming the security establishment during his tenure.

Lay down arms before Sep 15: Centre to DHD

New Delhi, Sept 1 (PTI) The Centre today gave an ultimatum to Assam-based militant group Dima Halam Daogah (DHD) to lay down arms before September 15, saying it will consider holding talks only after the surrender.

This was decided at a high-level meeting attended among others by Union Home Minister P Chidambaram, Assam Chief Minister Tarun Gogoi, National Security Adviser M K Narayanan, Army Chief Deepak Kapoor and IB director Rajiv Mathur.

"It was decided in the meeting that we will consider holding talks with the group if they surrender before September 15 with all their arms, stay in their designated camps, stop extortion of money and come for talks with their top leaders," Gogoi told reporters after the meeting.

He said government will not respond to the ceasefire call by the group and the operation against it will continue unless all its cadres surrender with their arms and ammunition.
