North Eastern Electric Power Corporation Limited will commission 600 MW Kameng Hydro Electric Project

GUWAHATI: Public sector unit, North Eastern Electric Power Corporation Limited (NEEPCO) has informed Arunachal Pradesh Chief minister, Pema Khandu that 600 MW Kameng Hydro Electric Project and the 110 MW Pare Hydro Electric Project are in the verge of completion.

According to NEEPCO due to floods and landslides triggered by heavy rainfall this monsoon, commissioning of the projects have been delayed by about a couple of months. The Pare Hydro Project is set to be commissioned by February end next year, while the Kameng project would take another two months”.

Chief Minister stressed on timely completion and commissioning of the projects. He said the Prime Minister had personally enquired about the status of the projects during meetings at New Delhi.

NEEPCO is running 405 MW Ranganadi hydroelectric project in Lower Subansiri district, which was commissioned way back in 2002.

From the first three project of KHEP, DHEP & RHEP to KaHEP and PaHEP along with other Thermal, Solar and Gas based projects now, NEEPCO really came a long way. But the biggest achievement of NEEPCO would be in realization of two Upper Siang HEP with a combine output of 9750MW. Hope these two bear fruit soon enough along with Lower Subansiri project by NHPC with 2000MW output.

Meanwhile, LIZARD had again got a wriggling shed tail.

NHAD and other projects As of now, the budget line of Viable Gap Funding for Air Services in the North Eastern Region has been transferred from Ministry of DoNER to Ministry of Civil Aviation.

In principle, approval for an amount of Rs.90 crore has been granted by Department of Expenditure, Ministry of Finance to the proposed ‘Hill Area Development Programme’ (HADP).

The Ministry of Development of North Eastern Region has been assigned the function of coordinating the efforts of the Government for development of the North Eastern Region. The measures taken by the Ministry supplement the efforts of concerned Ministries and State Governments and, inter alia, includes coordinating with Central Ministries/Departments for ensuring enhanced and efficient utilization of their respective annual earmarked allocation for the Region, providing gap funding for infrastructure projects, skill development and capacity building and livelihood programmes. As the regional planning body for the region, North Eastern Council (NEC) has been taking up several infrastructure and social sector projects deemed to be of critical importance for socio-economic development of the region. Non-Lapsable Central Pool of Resources (NLCPR) scheme, supported by 10% Gross Budgetary Support (GBS) of non-exempted Ministries/Departments, is also in place to ensure speedy development of social and economic infrastructure in the NER.

Traditional Skills

The Ministry of Development of North Eastern Region has supported the North Eastern Handicrafts and Handlooms Development Corporation Limited (NEHHDC) in organizing skilling programmes at selected Handicrafts and Handloom clusters under the guidance of master crafts persons/trainers for a duration of 15 days. The NEHHDC undertakes awareness and training programmes amongst the artisans and weavers of the North Eastern Region in preservation of traditional skills in the wood carving, bell metal works, loin and loom weaving, fly shuttle and throw shuttle looms and in vegetables dying of natural fibres. It also undertakes design development workshops for artisans and weavers at cluster level by engaging qualified designers.

Skill Development is one of the components of the World Bank aided project, North East Rural Livelihood Project (NERLP).

Under this project, various types of skilling traditional skills for weavers, craftsmen and artisans is imparted to youths and members of Self Help Groups in the area of project implementation.

Gadkari to visit Majuli Island in Assam on December 29, 2017

Union Minister for Water Resources, River Development and Ganga Rejuvenation, Road Transport & Highways and Shipping Shri Nitin Gadkari will visit Assam on December 29, 2017 to lay the foundation stone of protection work of Majuli Island from floods and erosion and construction of Brahamputra Board Complex. Shri Sarbananda Sonowal, Chief Minister of Assam will also grace the occasion.

Brahmaputra Board under Ministry of Water Resources, River Development and Ganga Rejuvenation was entrusted the work of protection of Majuli Island from floods and erosion in 2004. Since then, the Board has completed execution of Immediate Measures, Phase-I and Emergent Works. About 22.08 sq.km of land has been reclaimed and secured by Brahmaputra Board during the period 2004 to 2016. Phase - II & III are on the verge of completion during 2017-18

To address the issues of erosion in vulnerable reaches and reclaim more land by pro-siltation and other measures in the east-west reach length of about 80 km on south bank, a DPR was formulated for “Protection of Majuli Island from flood and erosion of river Brahmaputra” as per the recommendations of the Standing Committee of Experts for Majuli Island and Technical Advisory Committee of Brahmaputra Board (TAC- BB). An SFC of Rs. 233.57 core for the above work has been approved by Government of India. Out of Rs. 233.57 crore, the Ministry of DoNER will fund an amount of Rs. 207.00 crore under NLCPR mode. The work is under implementation for which the work order has been issued.

On the request of Government of Assam, Brahmaputra Board has approved the establishment of office-cum-residential complex at Majuli. The complex will also include a godown and a skill development centre. The Brahmaputra Board in its meeting decided that this work should be executed by NPCC Ltd., a PSU, under this Ministry. Consequently, the work of construction of Brahmaputra Board office-cum-residential complex at Majuli has been assigned to NPCC Ltd. The work will be executed in a period of 24 months.

The word Majuli is claimed to be derived from the word ‘MAJULI’ meaning an area surrounded by water. Majuli Island is the nerve centre of Vaishnavite culture developed during the unique Vaishnava Satra system founded by the great saint Srimanta Sankardeva in the 15th century. It is the cultural heritage centre of Vaishnavite culture of Assam. There are at present 22 Satras in Majuli. Hordes of tourists and devotees throng Majuli every year for its uniqueness and Vaishnavite culture making it an important spot in the tourist circuit of Assam. Also, Majuli Island is a serious contender for inclusion in the list of World Heritage Site. During 2016, Majuli has been upgraded from a Civil Sub-Division to the status of a District. Protection of Majuli Island from the menace of floods and erosion by Brahmaputra River is thus one of the prime objectives of the State Government, with support from the Centre.

The average elevation of the Island is 87 m (at Bessamara) above mean sea level as against the High Flood Level of 88.32 m. The present area of Main Island is about 524 sq-km with a population of 1.68 lakh as per 2011 Census. Majuli Island has been under severe threat of bank erosion by the flow of river Brahmaputra since formation of the Island and particularly after the Assam earthquake of August 15, 1950.

2017 a watershed year for Northeast:

Dr Jitendra Singh The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has said 2017 has been a watershed year for the North-Eastern Region (NER), for it not only witnessed some of the landmark developmental initiatives, but will also go down in the history as a year when the Union Government took some such decisions which had been pending for decades together.

Briefing the media after releasing the North Eastern Council (NEC) wall - Calendar and table - Calendar for the year 2018, Dr Jitendra Singh said the 90-year-old "Indian Forest Act of 1927", which was a legacy of the British Raj, was amended through a decision of the Union Cabinet chaired by the Prime Minister Shri Narendra Modi, as a result of which "Bamboo", which was defined as a "Tree" under the Indian Forest Act of 1927, was changed, thereby doing away with the requirement of obtaining a permit for felling of bamboo for economic use. This, he said, is going to be a game-changer for generations to come, by opening new avenues of job generation and entrepreneurship by allowing bamboo cultivation and bamboo use by non-farmers on non-forest land.

Another historic decision, which is the first of its kind in independent India, relates to 100% funding by Central Government for projects in the NER, which were earlier being undertaken on the basis of Centre-State sharing in the ratio of 90:10, he added.

It was again in 2017, Dr Jitendra Singh said, that Shri Narendra Modi undertook a trip to Mizoram, the first visit to the State by a Prime Minister in the last over 20 years. During this visit, the Prime Minister dedicated to the nation a 60 Mega-watt Hydro-Power Project, thus making Mizoram a power-surplus State of India.

In 2017 itself, Dr Jitendra Singh recalled, the North-Eastern Region set an example for the rest of India by being the first to introduce "Venture Capital Fund" from the Ministry of Development of North-Eastern Region (DoNER) for young Start-ups and entrepreneurs who choose to invest in the region. The first lot of the cheques for young Start-ups with Venture Fund from Ministry of DoNER was handed over by the Prime Minister himself.

Among the other "firsts" introduced in the North-East during this year, Dr Jitendra Singh mentioned India's first-ever experiment to have a helicopter-based "Air Dispensary" to carry out OPD health services in remote and inaccessible parts of the region. Similarly, the work on new rail link to Bangladesh also began with the rail track being laid from Agartala and being funded up to Akhaura by the Ministry of DoNER.

For the convenience of Northeast students studying in other parts of the country, construction of an exclusive hostel in Jawaharlal Nehru University (JNU) campus at New Delhi began on July 24, 2017, while a piece of land measuring 5341.75 sq. meters (1.32 acre) was obtained from Delhi Development Authority at the prime location of Dwarka, New Delhi for the purpose of constructing a Northeast International Cultural and Information Centre.

Union Home Minister chairs meeting on development issues regarding LWE affected States, J&K, North-East States and UTs

Overall security situation has improved, time to move forward on development: Shri Rajnath Singh
The Union Home Minister Shri Rajnath Singh chaired a meeting here today to discuss development issues regarding the Left Wing Extremism (LWE) affected States, Jammu & Kashmir, North-East States and the Union Territories. The Minister for Science & Technology, Earth Sciences and Environment, Forest & Climate Change, Dr. Harsh Vardhan, Minister for Human Resource Development, Shri Prakash Javadekar, Minister of State for Communications (I/C) and Railways, Shri Manoj Sinha and MoS (Home) Shri Hansraj Gangaram Ahir, along with Secretaries and other Senior Officers of the Ministries were present at the meeting.

The Home Minister said that the overall security situation in the country has shown considerable improvement. Shri Rajnath Singh said the LWE situation is well under control and this has been possible due to the efforts of the Security Forces and the development initiatives undertaken by both the Centre and the States. It is time to move forward with speed on the development front, he added.

The following issues pertaining to the LWE affected States were discussed:-

· Increase of limit of general approval, under the Forest Conservation Act, 1980, from 05 hectares to 40 hectares for all linear projects.


· Upgradation of 2187 mobile towers installed in Phase-I and installation of 4072 mobile towers in Phase-11.


· Operationalisation of approved 1789 post offices, approval for additional 4173 post offices in the 106 LWE affected districts and provision of core banking services in these post offices.


· Improvement of education infrastructure by opening additional Jawahar Navodaya Vidyalayas and Kendriya Vidyalayas, opening of additional girls hostels and upgradation of schools in Rashtriya Madhyamik Shiksha Abhiyan and extension of Sarva Shiksha Abhiyan to all affected districts.

· Provision of solar pumps, lamps and street lights in LWE affected districts.

Improvement of communication infrastructure in the North-East, Jammu & Kashmir (particularly Ladakh Region) and Lakshadweep was discussed. Strengthening of education infrastructure in J&K was also discussed at length.
