so does banning alcohol or tobacco prevent "young" from not having it ? Those who want to do it, will find a way.
Hell, anyone in Delhi knows how to place bets on anything from cricket to politics.

You are going with it, the old fashioned moral police way.

What is more attractive to youth ? something which is banned/dangerous or something which is legal ? Its stuff that is illegal.

How do you force people to make responsible choices ? You impose penalties. For eg. drunk driving, banning licenses of establishments selling alcohol to underage youth.

How do you make these things less popular ? Ban advertising, ban them from public places.

How do you profit from it ? impose huge taxes.

With legalized betting, you are doing the following

1. Better odds, and safety.
2. Opt-outs, and help for people addicted to gambling. Or keep it online, and only via Electronic transfers. You enter Pan Card and Credit Card number.
3. Keeping check off money inflow and prevent it from flowing abroad.
4. Taxing profits, income for the Govt.
