Nepal's PM an Indian Spy?

November 9, 2011

Is Nepal's premier an Indian spy? The suggestion may sound scandalous, even libelous. But it's an implication that has reportedly been leveled by a Nepali politician against Prime Minister Baburam Bhattarai.

Rishi Raj Baral, a literary expert in the Communist Party and until July the editor of Samaybadda, claims that Bhattarai, who is also a senior Maoist leader, is an agent for India's external intelligence agency, the Research and Analysis Wing (RAW).

Baral initially made the allegation in an article in the Annaporna Post in September. And Baral would, on the surface, appear to have some idea what he's talking about. After all, he once worked for the Nepal Intelligence Department.

Baral says that Bhattarai has been propped up by India, arguing that this is why he formed a government that included all pro-India parties. He also warns of the "Sikkimization" of Nepal, and believes Maoist chief Prachanda is also a part of the Indian "plot."

These are strong allegations, but nothing new for some Nepali politicians, who have at times used the India card to thwart Nepal's ongoing peace process.

Meanwhile, according to an op-ed posted in News Blaze, former Prime Minister Madhav Nepal's press advisor, Bishnu Rijal, wrote on the same day in Annapurna Post: "India's good intention towards Dr. Baburam Bhattarai is not secret, it is manifest. Indian ambassador Jayant Prasad's statement that India would support the PM whom the Nepali people favor is not a coincidence. Maoist Party Politburo member C. P Gajurel stated that the keys of the weapon containers were handed over under Indian direction, which further emphasizes on the issue."

Yet Bhattarai's own party colleagues have criticized him for his recent India trip and the signing of the Bilateral Investment Promotion and Protection Agreement (the premier threatened to resign if his party didn't back the agreement).

The present political turmoil in Nepal stems from an internal struggle, with leaders of the Unified Communist Party of Nepal (Maoist) trying to run each other down to secure control. Baral is just one of those involved in throwing barbs at perceived rivals.

Further evidence of the ongoing strife comes from an article in the weekly newspaper Ghatana ra Bichar. According to a report there, "Prachanda secretly visited India and stayed at the Indian intelligence agency RAW guest house at Siliguri, in West Bengal, and held talks with Indian officials." The report also took aim at the reputation of another prominent Nepali politician, Krishna Sitaula, who is general secretary of the Nepali Congress, alleging that Sitaula orchestrated the secret meeting.

Indian officials, for their part, say the real reason Prachanda and his wife visited Siliguri in September was to tend to some marital issues facing their youngest daughter, who is married to Narayan Vikram Pradhan, son of Indian communist leader and former Indian MP Badri Narayan Pradhan.

India's Nepal watchers are somewhat amused by the outrageousness of the allegations by Nepali politicians when it comes to special relations between India and Nepal. But with the two countries sharing a 1,700 kilometer border, it's also an issue that can't be ignored.

Baburam is not in good term with Prachanda who is nothing but a Chinese stoog. Naturally there is the blame game. Prachanda is being included as a part of Indian plot..that is something new.

it is how they do even stevens in the indian sub continent, whip up anti-india sentiments, call the other as an indian agent and there you have it.

good to hear prachanda getting a taste of his own medicine.

let us see, one of the theory also has it, baburam was allowed to have a chance at the top position so that india doesnt interfere in prachanda being the PM when his turn comes, but now he himself is being termed a raw agent, well, it wont be all that an easy walk for him, if he so thinks.

over all an absolutely loud and clear message has been put across to prachanda, it is india which calls the shots in nepal, and he seems to have understood it well. its a definite giver, had it not been a yes from india, no way were maoists returning to power in nepal, all their efforts to install a government had met with obstacles till the time india was convinced with the choice of PM and alliance partners.

I presume that Baral having been in the Nepal Intelligence, would actually be a spy for the disgraced King of Nepal and so he is sowing discontent, to include stating that Prachanda is a 'part of the plot' and discredit Nepal's politics.

Or is he (Baral) a Chinese spy?

Sir,

chinese spy, i doubt. prachanda was seen close to them, so why mess with him? or may be, yes. could be, if he has turned his back on them, and so the attempt to discredit him.

the article does talk about rift with in the maoists, and possibly the hard-liners, who dont have a liking for india, might be pushing for this to take to leadership role, possibly propped up by the chinese.

You mean to say like Bengali and Assamese "Tantra" historically rubed of Nepal !

Historically and culturally there have been strong cross currents including of population.

So far communism is concerned, blame it on JNU and its Maoist Naxalites likes of Yatchuries, Karats etc.

Does one know that the second largest party of India (CPI) lost all its sheen after 1962 and never gained the previous position ever ! That much for communist comradrei.

Rishi Raj might be a chinese spy , and a plot to create anti-indian sentiments, China objecting to Free Tibet campaign in Nepal, and nepal acting accordingly which shows china's influence with nepal.

Erratic Nepali politics is getting more compounded.

What adds more to the already confused politics is the enmasse exit of the movers and shakers of politics from Nepal to foreign countries. In effect, the leaders who were now in a luxury trip abroad unfortunately count much in providing a clear and the desired shape to the country's politics. Their absence from in many more ways than one will further slow down peace and constitutional processes.

Thus a section of sharp brains have copious reasons to believe that those who were not in the country have done so deliberately to further halt the unaccomplished tasks.

This may be taken as the height of irresponsible behavior.

The useless Nepal's Constituent Assembly has less than three more weeks to die a natural death yet what is being expected that political buffoons will manage its one more extension under some "structured" pretexts. The idea is to keep the nation in the lurch for an indefinite period. Couldn't be a Nepali brain.

While our leaders are enjoying foreign trips, some high level dignitaries from the neighborhood have intensified their trips to Nepal.

The Chinese have their own reasons to come here which perhaps is to receive determined assurances from Nepali authorities that this territory in no way be allowed to be used against their soil-more so against Tibet. Hoping against hope!

Nepal though assures China but the assurances, as per the Beijing reading, were all flimsy ones. Words and deeds differ, is what they presume and perhaps conclude.

The Chinese remain undeterred and have made it a point to come to Nepal in a regular basis at least to keep the Nepali authorities reminding of their prime security concerns.

High placed sources maintain that if Beijing concludes that Nepal no longer remains a safe place for its overall security then it is all prepared to deploy its RED Army along Nepal-China border of which some have already been deployed.

Whatever the case may be such heading shouldn't be allowed at DFI. We do not know the credentials of the source or Author of this news article; which might be like low life rupee news and its ISI gang. DFI moderators can Change the heading like Nepali opposition blamed etc. and rest of the discussion can move as it is to debunk or agree to the accusation made against him. Just my thought
