Ahmedabad, Thursday: Gujarat Chief Minister Narendra Modi today called for framing a holistic policy to make India self-reliant in defence production for the security forces alongside training skilled human resources. In fact, he said, India is capable of fulfilling the defence needs of smaller and developing nations, too.Delivering the valedictory address at an International Conference on 'Defence Offsets' organized as part of 6th Vibrant Gujarat Global Investors' Summit (VGGIS) here, he said that India spends a huge amount of foreign exchange in importing arms which required to be curtailed. Research in developing and manufacturing latest sophisticated defence equipment is the crying need of the day.

While seminars are being held on as many as 123 topics at VGGIS this year, he said he deemed it fit to devote a full day's brain storming session dedicated to country's defence needs.Mr. Modi invited entrepreneurs with engineering background to set up their defence equipment units in Gujarat. He said the state has already large manufacturing base of small and medium scale units which could be gainfully deployed in defence production in cluster form as well.

Prominent among those present at the conference were FICCI Chairman Ashok Kanodia, FICCI Defence Sub-Committee Chairman Jayant Patil and delegates.Earlier, FICCI Defence Committee Co-Chairman Rahul Choudhry welcomed the guests and FICCI Director General Arbind Prasad proposed a vote of thanks.The conference concluded with the Chief Minister's interactive session with chief executives

atleast one politician who understand defence needs if not PM atleast defence minister Modi ji.

Im not big fan of NDA or BJP , but i wish Narendra modi or Arvind kejriwal become PM in 2014 polls both are agressive in their own rights

If UPA 3 happens then India will become somalia even god cannot stop, reason because the War on terror would have come to Indo Pak border by that time since NATO & US troops would have started withdrawing

And non of UPA leaders are courage enough to take on their vote bank dynasty politics stategy no one is like Indira gandhi who in 1971 backed Army & made pak to bend their knees , but now ? first it was 2008 mumbai attack & today its two soldiers have been beheaded tomorrow more incident will occur we can't just peg back & bank on vote bank policy for god sake:mad::mad:

Chief Minister Narendra ModiThursday announced that Gujarat was keen on forming a policy to create a platform to manufacture defence and homeland security equipment.
Presiding over the concludingpart of the International Conference on Defence Offset, the CM said, "We still largely depend on import for equipment used in defene machineries. We must try to become independent. This is not just commerce but also service to the nation."
He said Gujarat has infrastructure, skills and small-scale engineering unitsthat can be used to manufacture defence equipment. "We are exploring where to start and how to start. What should be the roadmap and model. For the same, my state is keen on forming a policy after consultation with experts," he said.
Modi said Gujarat is the first state which has called and is talking to experts and manufactures related to this industry. "I am open to discussions and form roadmap in this regard. Experts can submit documents right now and even later. I will take personal interest and study them," he said.

My respect for this person's foresight just grew tenfold.

This is the need of the hour to get more Private sector participation. We have seen how the Government owned OFBs have messed up big time. We need to build a strong industrial base for defence equipment. Our country cannot afford to import each and every thing.

What type of platform?

Unless the manufacturers are sure that there is a good possibility of their weapons/ platforms will be bought, I wonder if anyone will sink their money, defence equipment being expensive to produce and R&D exorbitant.

Foreign collaboration with require GoI sanction and that will not be forthcoming since the UPA would not like Modi to appear favourably in the eyes of the people, when the Congress is not surfacing above troubled waters that are taking place almost daily!

What about Tata-Sikorsky kind of JVs ? It did launch a product, doesn't matter where and doesn't matter how puny TATA's contribution was.

What about Mahendra Defense Systems, TATA Advaced Systems, startups like Aurora Integrated Systems and many more.... ?

I think right now it's like a chicken and egg paradox, Army/AF/Navy blaming there is not enough home grown quality defense products to procure from and local industries blaming Army/AF/Navy that they will never be interested at all in the local products.... Some one has to break the ice and I think this is one of the steps... There's nothing wrong in trying it out IMO.

Defence is a Central subject.

GoI is pretty keen on making India a import only nation.They deferred 6 FDI proposals and 3 of them were defence related X(

I think Narendra Modi might be trying to position Gujarat as the best possible destination for defence related projects in the country for the industry.

The clearance of the project without a doubt will be by the central government just the way it is for any FDI that comes into the country, but the choice of location by and large rests with the investor, this is what Modi must be trying to catch, the interest of the investor.

Let us not forget, a state government policy on defence manufacturing is a virgin territory in India, and Gujarat is bound to have serious "first movers" advantage. Very intelligent of the man and his team!

You have a point there that Modi might be attracting Gujarat as a place to invest in for a firm which gets the licence to manufacture.

I missed this aspect.
