    Why is the centre so desperate to infringe upon the rights of the states?

    In the past 6 months this is one of the many proposed anti federal laws by this govt that have run into trouble with opposition run state CMs.

    I think some people in the Congress Govt and in the Congress party are bent on embarrassing Manmohan Singh and make him look a fool and an incompetent chap.

    Is it that they are organising a passive coup that MMS, in sheer disgust, quits and the heir apparent is 'reluctantly' throned?

    Or is it to make the Govt look totally incompetent so that anything the heir apparent does, on assuming the Chair, appears a breath of fresh air?

    And to believe Chidambaram, who is responsible for Terrorist nabbing, is a person who is supposed to be intelligent not to make himself appear a fool and at loggerheads with the States!

    I cannot believe that a triumphant UPA I emerge winners hands down in the last election go down the tube in such a disgracefully incompetent and confused manner day by day and appear to be a Govt that is seized with political masochism!

    we need very strong anti terror law, since the problem is that terrorists now are working in more then one state, plus dealing with them need good co-ordination with different state govts, which somethings is not possible.

    Another simple way to deal with this is to put Terrorism in center list of Constitution, thereafter they can easily make all the laws and policy decision on it.

    BTW if another terrorist attack happen with loss of life(s) then all these CMs are to be blame.

    typical Indian mindset, if centre doesn't take steps, then they blame centre for a terror attack. But if centre wants to build infrastructure to fight terror, then states rights issues prop up. it seems the only right of the states have is to gobble up money from the centre and distribute it to the local people for winning the next state elections. even nuclear power plants are also states right issue. why do we even need central government ?, let each state have his own home minster and foriegn minister and even there own currency.

    No you are wrong.

    NCTC is just another agency in addition to the army of agencies.

    This is just a group of central Bureaucrats and top police officials who would control the agencies at the central and the state level.

    There is only one problem with such an organisation it infringes upon India's Fedral principle. Fighting Terrorism is not more important than one of the basic features of Indian constitution.

    I think you know very well how central agencies can be used by various central govts for political purposes. This new idea can be easily used by the centre to harass opposition states.

    Delhi police is under Home ministry of Central Govt. All the central agencies are also under the same govt. Yet they were not able to stop terrorist strikes in Delhi , why???
    Co ordination problem is just a pretext.

    NCTC will become another tool at the hands of the central govt just like CBI

    Go through the constituiton. There is something called central and state list

    law and order is a state subject.

    I think all central agencies should be abolished since they can be used by union government for political gains.

    So a few Internet forum members are more intelligent and have greater responsibility than the CMs of 8 states who directly administer their respective states?

    Param, we do need central institutions also in addition to state ones. On grounds of federalism, we cannot argue for abolition of CBI, for example.

    When it comes to terrorism, there must be a coordinating authority to coordinate across state police departments, and external intelligence sources like RAW, and internal intelligence like IB.

    The unique nature of this scourge (terrorism) is such that it has multiple facets to it. Domestic sleeper cells with someone making a call via satellite phone to say, Dubai (IB will catch this), a Paki secretary on the payroll of RAW passing information to his RAW handler about a possible terror attack on so-and-so time, and a terror suspect having run from Mumbai to Rampur (true story).

    Some amount of coordination is absolutely essential. A coordinating agency is needed. However, it will be good if this agency is autonomous, and as much out of "central government" influence as possible.

    They are liberally used by the party in power to settle scores. Why do you think Mulayam and Mayawati are supporting UPA at the centre.

    Either we should abolish all central agencies or appoint Lokpals on their place instead of usual administrators.
