Well, "March of the Volunteers" has always been the National Anthem of PRC since 1949, but that wasn't written in the constitution until 2004. That is what I am talking about.

However, exceptions do exist.

There was a time during The Cultural Revolution when "March of the Volunteers" was forbidden after the lyric-writer Tian Han was baselessly accused of defection, and the song "The East Is Red" became the informal National Anthem of PRC. Nonetheless, at diplomatic occassions "March of the Volunteers" was played instead of "The East Is Red", of course without lyrics.

Between 1978 and 1984, the lyrics of "March of the Volunteers" weren't the original ones. They were mainly praises of CPC and Chairman Mao. Somehow after 1984, the lyrics were reverted to the original ones.
