Yet to start Natgrid CEO is highest paid officer


NATGRID, the government's ambitious project to make a single hub for all data gathered by more than a dozen security agencies, chief Raghu Raman could be the highest paid technocrat associated with the government as he draws a monthly package of a staggering 10 lakh, besides a host of entitlements.

The home ministry told Parliament on Wednesday that Raman, who was appointed the CEO of Natgrid on December 1, 2009, gets a monthly consolidated remuneration of 10 lakh.

This level of salary is unheard of in the government. Prime Minister Manmohan Singh draws just 1.6 lakh per month while top bureaucrats like cabinet secretary Ajit Seth gets 90,000 and principal secretary to the PM Pulok Chatterji is paid 1.08 lakh besides his pension amount of ` 40,000.

In the times of austerity and economic slowdown, Raman is certainly someone who's not missing the corporate sector where he was last employed as the CEO of Mahindra Land Systems before being picked as the Natgrid chief.

The home ministry told Parliament that Raman is also entitled to a car, accommodation and travel according to "the highest entitled class" for officers in the Indian government. He is entitled to a laptop worth ` 1.25 lakh and a BlackBerry phone with services capped at Rs. 8,000 per month.

Sources, however, said Raman has not availed of the benefit of accommodation granted by the government and was instead staying in his own house. They added that the NATGRID chief used the car given to him for transportation between his office and home only.

"He was appointed in the rank of secretary to the government and is essentially only availing of his salary which was decided at the time of his appointment," a source said. But additional clauses in his employment contract show that Raman has got himself a sweetheart deal and is in a position to virtually enjoy benefits from both the government and corporate sector.

The home ministry also told Parliament that Raman is entitled to deliver lectures not pertaining to his official domain and receive remuneration for the same.

BJP MP Balbir Punj had asked whether Raman's appointment had been approved by the cabinet committee on security or appointments. "Raman was appointed on a contract basis with the cabinet committee's approval. Thereafter, his contract was extended by 36 months with effect from June 1, 2011," the home ministry said.

Minister of State for Home Jitendra Singh told Rajya Sabha that the monthly consolidated remuneration of CEO of NATGRID Raghu Raman is Rs 10 lakh besides a host of other facilities.

Giving details of the Raman's package, Singh said in a written reply that the CEO is given a car as per the highest entitlement for officers in Government of India.

The CEO is given travel, accommodation and TA/DA as per the highest entitled class for officers in the government and medical policy for self and family whose annual premium is capped at Rs 15,000.

"(He is) entitled to deliver lectures not pertaining to his official domain and receive remuneration for the same.

With prior approval of competent authority (Union Home Secretary), he can be a member of Corporate Boards which are not in conflict with his official position," he said.

To deal with functional requirements, CEO NATGRID is also provided with a BlackBerry phone with actual connectivity charges (capped at Rs 8,000 per month). The CEO will be given a laptop with aircard (capped at Rs 1.25 lakh) and Rs 2,000 per month as internet charges.

Raman was appointed as CEO on December 1, 2009, on a contractual basis. The contract was extended on June 1, 2011 for three years. He is a retired military officer who was working as CEO of Mahindra Defence Land System and his appointment and salary were approved by the Appointments Committee of the Cabinet headed by the Prime Minister.

IB report alleged 'misconduct' by NATGRID chief, UPA ignored but NDA ended his tenure

In Intelligence Bureau report alleging "misconduct" by the former high-profile CEO of National Intelligence Grid (NATGRID) Raghu Raman was a key factor in the NDA government's decision not to give him an extension beyond the end of his tenure on May 31.

Sources have confirmed to The Indian Express that the IB's adverse report alleged personal and professional misconduct by Raman involving foreign nationals. :mad:

This report, sources said, was presented to the UPA government, too, which ignored it and cleared his appointment co-terminus with the project in April this year :frusty:

However, this report was then flagged to Home Minister Rajnath Singh when Raman's term came up for extension. Singh decided against an extension. :thumb:

When asked about the IB's allegations, Raman told The Indian Express: "I am not aware of the report." :lol:

One of the UPA's biggest showpiece internal security projects, NATGRID was conceived in 2008 after the 26/11 attacks in Mumbai as an intelligence database that would have networked 21 sets of data sources to provide quick and secure access of information to about 10 intelligence and law-enforcement agencies. These data sources include records related to immigration entry and exit, banking and financial transactions.

Raman was appointed as CEO on December 1, 2009. He is a retired military officer who was working as CEO of Mahindra Defence Land System.

A source close to Raman said that "since he came from the private sector and was well networked with security agencies in Israel and Britain, an adverse impression would have been made against him. He had run-ins with the IB on various issues regarding the functioning of NATGRID as the intelligence agency always wanted it to be under their control."

I wonder how he was made the CEO of such a sensitive Govt agencies without IB clearance.

One does feel uncomfortable that key appointments of the Govt, even those on the NAC of Sonia Gandhi, were people who were active in interaction with foreign agencies, foreign NGOs and maybe, even foreign govts.

Organisations that have some aspect that overlap National security, national policy making should in no way have personnel who have or are active with foreign connections or be framed out to private agencies like the case of the UID (as per what one heard on TV last night).

Let's see how long it takes for NATGRID to go operational, my estimate is not less than two years.

NEW DELHI: The government has roped in the National Informatics Centre (NIC) to create a state-of-the-art networked system for the ambitious National Intelligence Grid (NATGRID) project.

The new system being designed by NIC would analyse data, behavior patterns and generate relevant information for investigative agencies. At the centre of the system, officials say, is the NAT SAR - an enterprise that will digest information from databases like banking information, railways, telephone records and airlines and would be able to pass smart, actionable inputs to investigative agencies.

Officials said with NATGRID in cold storage for months, fresh discussions have been initiated with the NIC to come on board as a project manager to execute the NAT SAR.

It is learnt that meetings have taken place between NIC and home ministry officials and an MoU is likely to be signed shortly to take on the process.

"There have been many rounds of discussions in the past month and given the sensitivity and complexity of the project, the NIC has been asked to help. The plan is likely to involve NIC officials being deputed initially to NATGRID to start creating the system," a senior official told ET.

Describing NAT SAR as a complex system that will be at the heart of the national policing and intelligence system, the official said that it would include a master data repository and would have the ability to work out behavioural patterns, alerts and linkages across government and open source data.

Once the system is in operation, the government plans to rope in states to share information on NATGRID. "Several rounds of consultation were held to allay fears among agencies that there will be breach of security," said an official.

On a more serious note:-
How will the recent court decision on privacy fit into this?

We need strong safeguards, checks and balances to prevent state surveillance being used for wrong purposes. Also, NATGRID should be safe from foreign espionage, the same Aadhaar database debate all over again. Compartmentalization of information is just one step. There needs to be a dedicated force of hackers armed with sophisticated computers that should try and hack into NATGRID and its allied databases (like Aadhaar) to ensure all loopholes are sealed. Focus should be on safety first, utility later. We need to learn from NSA debacle, not repeat it.

All Central agencies should join Crime and Criminal Tracking Network and Systems (CCTNS). Home Secretary should hold a meeting with all the chiefs of Central agencies in this regard: Union Home Minister Amit Shah, in Delhi
