Opium threat from China: A new danger to India



NEW DELHI: A population of 2.96 lakh tribals living in five districts along the Arunachal Pradesh-China border is a major threat to national security at a time when the Indian Army and China’s People’s Liberation Army (PLA) are eyeball to eyeball on Doklam. Eighty-five per cent of males in the area—the majority from Mishimi tribes—are drug addicts and traffickers. According to an Army report, Mishimis, who are hostile to India and had helped the Chinese Army in 1962 with information on Indian Army locations, may be aiding the PLA in the region in the same manner.

A new threat is that Chinese drug mafia, which is sending refined opium back into India to be sold on the streets, will expand its operations, aided by the Chinese government. The additional terror threat rising from the insurgency-sensitive region could make the state a tinderbox.

Intelligence inputs suggest that young Mishimis constantly share inputs with the PLA through relatives in China and Myanmar who are always on the move across the border. The military establishment fears that the vast number of drug addicts among Mishimis can be used by the Chinese against India. “We have strong apprehensions that local drug addicts work as agents for the Chinese to get information on the Indian side,” said an officer of the Arunachal Narcotics Department.

According to the state Narcotics Department, the four districts populated by Mishimis produced nearly 762 tonnes of poppy crop on 1,067 acres last year. This has gone into making Arunachal Pradesh the largest poppy producer in the country with 40 per cent of the total share. Intelligence reports note that commercial poppy farming is done even inside reserve forest areas making traffickers difficult to track and catch. “Eighty per cent of poppy goes to Myanmar, where the trade is controlled by Chinese drug mafia. It returns to India as refined brown sugar through the porous Assam-Myanmar border,” said a Narcotics Department official.

Agencies suspect that by flooding Indian markets with cheap opium, China will be able to strike deep into the heart of urban India. The Drug Enforcement Agency has noticed a surge in illegal poppy cultivation especially in Namsai, Lohit, Longding, Tirap and Anjaw districts sharing a border with Myanmar and China. The state Narcotics Department believes dense forests and low population makes the state a playground for traffickers of opium and heroin. As per NCB report, “Large tracts in this state are now being cultivated commercially by the influential people for extraction of opium gum
and trafficking”.

The border belt of Arunachal Pradesh is traditionally known for high-value medicinal plants and herbs. The local population sends the produce to China through Myanmar, since China is the biggest consumer. A recent report shared with the Union Home Ministry by the Arunachal State government cautioned that if the worrying trend is not checked promptly, “the situation may take a serious turn not only affecting national security” but also have an adverse impact on the health and existence of various other tribes in remote and inaccessible areas of Arunachal Pradesh. Both the Arunachal Pradesh government and the Ayush Ministry headed by Shripad Naik has proposed the utilisation of fertile land to cultivate herbs and medicinal plants.

State security and intelligence agencies also warn of a new terrorist threat from Arunachal Pradesh, clandestinely fomented by China as several border districts are prone to insurgency. The Naga faction of NSCN has reportedly recruited drug addicts from Changlang, Lohit and Anjaw. It is significant that poppy cultivation contributes to terror funding in Afghanistan.

Gujarat coast drug haul: Pak villains sent shipment from Gwadar port in Balochistan
Sources said authorities are also trying to ascertain if the consignment seized in the country's largest-ever drugs catch was part of a terror network.


A coast guard investigation into a massive 1,500-kg heroin haul off Gujarat coast last week points to the involvement of Pakistani nationals in sending the shipment from the Chinese-controlled Gwadar port in Balochistan.

Sources said authorities are also trying to ascertain if the consignment seized in the country's largest-ever drugs catch was part of a terror network and the money earned could have been used to fuel anti-India operations in the region.

"Preliminary investigations suggest that narcotics were embarked off Gwadar (port in Pakistan) in about three boats. From there it proceeded to Abu Dhabi wherein extensive work was carried out in the engine room and the fittings to conceal the narcotics," Coast Guard's inspector general of operations S Parmesh told Mail Today.

The Gwadar port in Pakistan has been built recently by the Chinese and is controlled and operated by Beijing for both military and merchant seafaring.

Senior government sources said interrogation of the eight Indian crew members of the ship 'Hennry' apprehended with the Rs 3,500-crore drugs revealed that a Pakistani national, Khalid Mohammed, and an Iranian called Mustafa had helped load the narcotics in Abu Dhabi.

"Welders and cutters were provided to the crew to modify the cabins and conceal the drugs in such a way that even if the ship was checked, it would have become difficult for the agencies to find it," the sources said. Knowing about the risk involved in travelling with the ship, the two kingpins disembarked in Abu Dhabi before the ship set sail towards Indian waters, headed to Alang.

Experts say Pakistan's drug smuggling network is inextricably linked with other illegal operations, including terrorism. India has sought to prevent the trafficking of narcotics into the country, alongside a larger push to improve coastal security following the 2008 Mumbai terror strike that saw the attackers sneak in through the sea route.

The origin of the heroin consignment is believed to be in Afghanistan from where it was brought to Gwadar.

"From Alang, the 1,526 packets of heroin could have reached different parts of India and to Southeast Asian countries as well," the sources said.

The National Technical Research Organisation (NTRO) also played a key role in the operation as its sleuths picked up the calls between the crew of the ship and their handlers before tipping off the Coast Guard.:india:


The Coast Guard, which takes care of the western waters, carried out an extensive operation by deploying several ships and Dornier surveillance aircraft to track the suspect vessel.

After an extensive search, Coast Guard Ship Samudra Pavak had intercepted and apprehended the Panama-registered vessel off the coast of Gujarat, official sources said Sunday.

Intelligence inputs received on July 17 indicated the presence of an Iranian cargo vessel Prince-II about 210 miles west of Porbandar, which is not inside Indian waters. The vessel was expected to make a landing between Jamnagar and Bhavnagar on the Saurashtra coast.

Thereafter, Indian Coast Guard centres at Mumbai, Gandhinagar and Porbandar were activated, ICG ships alerted and Dornier aircraft sorties undertaken to track down the vessel. Air surveillance narrowed down on two inbound cargo vessels, which were intercepted and detained on July 26 for investigation at Okha port.


In the meantime, a Dornier aircraft sanitising the area near Gulf of Khambhat picked up another vessel that was not recognised on the Automatic Identification System and was marked suspicious. ICGS Samudra Pavak was diverted to intercept the vessel Henry.

When quizzed, the master of the ship said the vessel had no documents as it was headed to the Alang ship-breaking yard in Bhavnagar to be broken. The vessel was subsequently detained and was tugged to the Porbandar port on Sunday where the authorities during inspection found the vessel to be carrying 1,500 kg of heroin.

BSF recovers heroin worth over Rs 100 crore in Punjab


In a joint operation, Border Security Forces (BSF) troopers and the Punjab Police have recovered 22kg of heroin in Punjab's Ferozepur sector following exchange of fire with Pakistani smugglers near the international border, a BSF officer said on Saturday.


The encounter took place late on Friday following a tip-off that smugglers were trying to send heroin consignment into India.


At least one Pakistani smuggler was injured in the exchange of fire as blood stains were found during search of the area on Saturday, BSF officer D.S. Rajpurohit said.

The BSF recovered a pistol and one Pakistani Sim card.

The BSF also arrested three Indian smugglers who were waiting close to the border fence to collect the heroin consignment.

The smugglers were trying to smuggle the heroin consignment using a plastic pipe across the border fence.

The heroin is worth nearly Rs 110 crore in the international market.

The Ferozepur border is around 275 km from here.

Two boats carrying banned drugs from Pakistani coast city Karachi to Sri Lanka were intercepted by Sri Lankan Coast guards on Wednesday. The operation was successfully executed based on the inputs by Indian security agencies.

The successful capture comes after the Narcotics Control Bureau (NCB) shared a specific input with information about two boats carrying banned drugs from Karachi to Sri Lanka. The input which was shared with Indian authorities by NCB was consecutively forwarded to concerned Sri Lankan agencies following which a timely intervention by coast guards prevented the illegal trade.

According to Indian intelligence agencies, this drug business is a major source of income for Pakistan ISI and they use this in terror funding. The funds through such trade are also used to fund extremist ideology in Sri Lanka.

A multinational crime syndicate that had been smuggling heroin from Pakistan and Iran has been busted, the Narcotics Control Bureau said on Friday after the arrest of two Sri Lankan nationals from Chennai. The two had slipped out of Sri Lanka when drug enforcement officials closed in on them and had been operating out of Chennai.

The NCB said the two - MMM Nawas and Mohamed Afnas - were key players in the multinational crime syndicate that was behind the 100 kg heroin and 18.325kg of methamphetamine seized from a Sri Lankan vessel “Shenaya Duwa” in the high seas south of Tamil Nadu’s Thoothukudi on 26 November. Six Sri Lankan nationals who were in the vessel were arrested and five pistols seized from them

“Nawas and Afnas controlled the pickup and delivery of narcotic drugs from Pakistani and Iranian vessels for the syndicate that has its tentacles in Pakistan, Afghanistan, Iran, Sri Lanka, Maldives and Australia,” a senior NCB official said.

1.5 tonne heroin from Pakistan seized by Dutch authorities at Rotterdam port: Report


Amsterdam [Netherlands], February 27 (ANI): The Dutch authorities have seized the biggest single consignment of 1.5 tonnes of heroin packed in a container of Himalayan salt which arrived at Rotterdam port from Pakistan, local media reported.
The container was seized on Wednesday. Netherlands police have seized its largest-ever haul of heroin after searching a shipping container filled with Himalayan salt from Pakistan, prosecutors said on Tuesday.
The haul was made on the basis of information supplied by the National Crime Agency in Britain, Dutch news reported. In total, five people were arrested following a raid on a property in Etten-Leur two weeks ago.

Indian Coast Guard apprehends Pakistani boat with 30 kgs of heroin off Jakhau, Gujarat

In a joint intelligence-based operation with ATS Gujarat, a Pakistani boat ‘NUH’ has been apprehended by Indian Coast Guard (ICG) off Jakhau, Gujarat with 30 kgs of heroin. Eight Pakistani nationals have also been arrested from the boat.


An input was received on April 13, 2021 regarding suspected narcotics trafficking by Pak boat off Indo-Pak notional international maritime boundary line (IMBL). Upon receiving the input, a coordinated operation was jointly launched by ICG and ATS Gujarat.


The fast interceptor boat of ICG with ATS officials was deployed to intercept the suspected Pak boat. On the midnight of April 14-15, 2021, the suspected Pak boat was sighted inside Indian waters and intercepted by ICG. On boarding and rummaging, about 30 packets of Heroin weighing approximately one kg each were recovered from the boat. The value of seized narcotics in international market is estimated to be around Rs 300 crore. Preliminary investigations revealed that the consignment being smuggled was destined for landing on Gujarat shore. The boat along with eight Pakistani crew is being escorted to Jakhau for further search and joint investigation.


It may be recalled that on March 18, 2021, ICG had apprehended SLB Ravihansi with about 300 kgs of heroin, five AK-47 rifles and 1,000 rounds of ammunition off Lakshadweep Island, which was suspected to have originated from Makran coast. Prior to this, ICG had successfully apprehended SLB Akarsha Duwa which admitted of carrying 200 kgs of high-grade Heroin and 60 kgs Hashish and jettisoning it at sea on sighting of ICG ships on patrol.


In the past one year, ICG has successfully seized more than 1.6 tons of narcotics worth approximately Rs 5,200 crore.

Indian Navy Seizes Narcotics worth Rs 3000 Crore



Indian Naval Ship Suvarna, whilst on surveillance patrol in the Arabian Sea, encountered a fishing vessel with suspicious movements. To investigate the vessel, the ship’s team conducted boarding and search operation, which led to the seizure of more than 300 Kgs of narcotics substances.


The boat with its crew have been escorted to the nearest Indian Port of Kochi, Kerala for further investigation. The approximate cost the catch in the international market is estimated to be Rs. 3000 Crore. This is a major catch not only in terms of the quantity and cost but also from the perspective of disruption of the illegal narcotics smuggling routes, which emanate from the Makran coast and flow towards the Indian, Maldivian and Sri Lankan destinations. Apart from the human costs from drug addiction, the spoils of narcotics trade feed syndicates involved in terrorism, radicalisation and criminal activities..

DRI seizes more than 300 kg of cocaine valued at approx. Rs. 2,000 crore in international market at Tuticorin Port

Based on specific intelligence that cocaine will be concealed in a consignment imported in container reaching V O C Port, Tuticorin, the officers of Directorate of Revenue Intelligence (DRI) have intercepted the container declared to be containing wooden logs. The suspected container has originated from Panama, transited through the ports of Antwerp and Colombo.




On examination the suspected container was found to contain 9 bags concealed between the rows of wooden logs. On opening the said bags 302 white coloured compressed bricks wrapped in multiple layers of packing material were found. The contraband weighed 303 kg and it is highly suspected to be cocaine. The contraband along with cover goods i.e. wooden logs are seized under the provisions of the NDPS Act, 1985.


Further investigation about the origin of the consignment and concealment of narcotic drugs is being carried out.

Drug enforcement has to be heartless and ruthless as well as non-democratic. This is a form of biological warfare, where the youth are targeted and weakened systematically to sustain long-term damage on a country's most prized resources - its people.

There are several ways of dealing with drug enforcement and it is high time that India adopts it:

  1. Kill the demand: taking cue of the Philippine president Rodrigo Dueterte's handbook, make possession / consumption / distribution of drugs a blanket death sentence irrespective of age of the person. This will undoubtedly sound harsh as several thousands of teenagers might end up on a death row. But, it will compel parents to keep a closer watch on their adolescent children mindfully so that they don't lose them, just like how parents in Kashmir do everything now to desist their kids from joining terrorists. Equate hard drugs to terrorism so much so that parents are petrified enough to keep their children from consuming drugs.
  2. Legalize non-damaging natural substances like marijuana and control its supply effectively. Several studies have shown that marijuana or cannabis is less lethal than the regular cigarettes that are available in the market. More people die from cigarette smoking than marijuana. By making it legal and controlling its consumption through a tough screening system, the government is weaning youth away from hard drugs like meth and cocaine, is able to monitor the youth, and at the same time, generate revenue to fund narcotics agencies' advancements.
  3. Ask pharmaceutical companies to find a workaround the need for using poppies for anything and control it. Make growing poppy (even for industrial uses) punishable by death, while incentivizing poppy farmers with new schemes to choose alternative cash crops.

Whenever there are too many people, the only language they understand is fear and force. Just as terrorism is anathema in the Indian society, so should drugs be. Everyone should know that any dear one involved even remotely in drug related activities is condemned for death. Unless ordinance for such draconian anti-drug laws are established with swift and rational processes in place, India's drug problem, regardless of state, will keep increasing.

This is no longer about just social decay; it is warfare.

It would be appropriate to have the executed and thrown off into the sea, record the entire incident and spread it in media, instead of having them arrested and wasting tax funds. It might look harsh, but terror in any form has to be fought with terror.

Police busts narco terror module, heroin worth 500 million recovered

The Jammu and Kashmir Police today busted the Pakistan-sponsored narco-terror module. One terror associate was arrested while 08 kgs of heroin worth crores recovered.

Jammu and Kashmir Police got a tip about a terror associate carrying 8kgs of heroin. He has been identified as Madasir Ahmed.
