A video of the narco-analysis interrogation of Safdar Nagori accessed by Times Now shows the former Simi chief and terrorist admitting on tape that the Samjhauta Express blasts were carried out by those trained in Pakistan. He names Simi operative Adbul Razzak as the person responsible for the explosions that killed 68 people on February 18, 2007.

The video shows the interrogator asking him, "Who ordered the Samjhauta blasts?" Nagori answers, "Abdul Razzak did this. He is from Indore. He told me, 'You cannot do anything, you are a politician now.' He would say, 'You have retired from SIMI. They give you money and you keep eating and drinking.' He once told me, 'You have become a politician, you cannot do jihad, you need a quality life. I will do something or the other now.'"

When asked about Razzak's contacts in Pakistan, Nagori says, "He has relatives in Pakistan." Nagori adds, "Abdul Razzaq used to say he could do this on his own. He was in SIMI, he was with Misbah ul Islam Calcuttawala. Abdul Razzaq, he said he could do it on his own. He was SIMI incharge of Indore."


In the video, Nagori admits he wanted to procure an imported Mauser gun. For this, Nagori says, he contacted LeT operative Nasir and told him he needed it "to punish those culprits for a project". He adds, "When Nasir told us Mauser and AK47 can be procured, we decided that when we need to target someone and take no risk, we can use the 47. But we wanted to target individuals, and not the masses."


Nagori says the LeT operative may have given arms to other SIMI members. "Nasir may have had other contacts. He may have delivered to others. Had he given it to any SIMI members connected to me, I would know. But because I don't know, I can't say. He may have given it to some other group or he may have given it to another group of SIMI. SIMI has two groups. He could have given it to them. The other group has Imran Ansari and Abdul Razzak. If he has given it to SIMI in Indore, then it must be the second group. He said he will bring it to us but he got arrested."


Adding that he met Nasir in 2007 October, Nagori says he was unhappy with his arrest and encounter as he knew him since he was a young boy. "I met him for the first time in his house in Hyderabad. We knew he had gone to Pakistan for training. Nasir came to meet me and told me himself he has gone to Pakistan. Before that we thought he had gone for umrah. His sister stays in Jeddah and we thought he is with her."


"I told him I want to target individuals who demolished Babri masjid, Gujarat, Meerut Hashimpora and Mumbai riots where women were raped, stripped, womb was torn, foetus were removed and shown, people were burnt alive. Those who have done such heinous crimes, that was my target (sic). I told Nasir about my target, that was individuals (sic)," Nagori says in the video.

India’s conditions for granting medical visa regrettable: Pakistan
Pakistan said on Thursday that India’s stipulation for grating visa to Pakistani nationals were “highly regrettable” and was against diplomatic norms.

“It is highly regrettable that India has placed such restrictions on visas for patients who are suffering from serious and terminal illnesses,” Foreign Office spokesperson Nafees Zakaria said.


Only a letter of recommendation by Pakistan Foreign Affairs Advisor Sartaj Aziz will enable a Pakistani national to get a medical visa for India, the External Affairs Ministry announced in May.

The Pakistani spokesperson said asking for a letter from the Foreign Affairs Adviser was “against diplomatic norms”.

“Such a requirement has not been prescribed for any other country. We are making suitable alternative arrangements, both within Pakistan as well as in friendly countries,” Zakaria added.

India’s decision to impose the condition on medical visas for Pakistani nationals came in the backdrop of growing tensions between the two countries.

There are donation boxes in Pakland which collect revenue from aam Abduls for jehad against India.

So what is more regrettable is having to beg for a medical visa from a Kufr nation because apparently investing in terrorism and roohani mullahs hasn't paid off for Pakis.

NIA raids show Centre's determination to eliminate terrorism Defence experts

The defence experts on Monday said that the National Investigation Agency (NIA) raid at Jammu and Kashmir Social Peace Forum (JKSPF) chairman, Devinder Singh Behl?s house shows the dedication of the Central Government to eradicate the evil of terrorism.


?As the NIA has said and as the policy of India has become, it is a good news that these raids are being carried out. It indicates the seriousness and dedication of the Central Government to eradicate this evil of terrorism. Perhaps, more is yet to come, because now a number of other problems will also be solved,? defence expert Praful Bakshi told ANI.

Another defence expert P.K. Sehgal said that it is a clear indication that substantial evidence has been collected by the NIA already to nab Geelani.

The next person to be called or arrested by the NIA will be Syed Shah Geelani. Ever since these raids have been carried out, these stone pelting incidents have also come to a halt Sehgal added.

Earlier on Sunday, the NIA interrogated the chairman of the JKSPF, Devinder Singh Behl, at his resident here over his suspected connections with separatist elements.

The NIA also conducted searches at various premises of Behl, who is also a member of the legal cell of the Hurriyat. He is a close associate of a top Hurriyat leader and regularly attends funerals of militants.

During the searches, the NIA team recovered four mobile phones, 1 tablet, other electronic devices, incriminating documents, financial papers and some other articles.

The NIA is investigating into his role as courier as he is suspected to be involved in routing funds to the separatist leaders from Pakistan-based handlers.

Under the Indus Waters Treaty, India is permitted to construct hydroelectric power facilities on tributaries of the Jhelum and Chenab rivers with certain restrictions, the World Bank has said.

Pakistan opposes the construction of the Kishanganga (330 megawatts) and Ratle (850 megawatts) hydroelectric power plants being built by India, it said in a fact sheet issued yesterday at the conclusion of secretary-level talks between the two countries over the Indus Waters Treaty (IWT).

Noting that the two countries disagree over whether the technical design features of the two hydroelectric plants contravene the treaty, the World Bank said the IWT designates these two rivers as well as the Indus as the "Western Rivers" to which Pakistan has unrestricted use.

"Among other uses, India is permitted to construct hydroelectric power facilities on these rivers subject to constraints specified in Annexures to the treaty," the Bank said in its fact sheet as it noted that the secretary-level discussions between Indian and Pakistan on the technical issues of the IWT took place this week "in a spirit of goodwill and cooperation".

The parties have agreed to continue discussions and reconvene in September in Washington, DC, it said in a separate statement.

In the lengthy fact sheet, the World Bank said Pakistan asked it to facilitate the setting up of a Court of Arbitration to look into its concerns about the designs of the two hydroelectric power projects.

On the other hand, India had asked for the appointment of a neutral expert to look into the issues, contending the concerns Pakistan raised were "technical" ones.

The IWT was signed in 1960 after nine years of negotiations between India and Pakistan with the help of the World Bank, which is also a signatory.

The World Bank's role in relation to "differences" and "disputes" is limited to the designation of personnel to fulfill certain roles when requested by either or both of the parties, the fact sheet said.

NDTV, quoting a top government official, reported that separatist Shahid Ul Islam, who was a close aide of Mirwaiz Umar Farooq and also the Hurriyat network’s spokesman, made the revelations during interrogation following his arrest in July.

Investigators are still trying to find out the channels that the separatists used to receive money from, a senior police personnel told NDTV.

The anti-terror probe agency, in a bid to foil funding for Hurriyat leaders, arrested Shahid along with six other separatists earlier in July. Shahid crossed into Pakistan-occupied Kashmir in early 1990s and thus had overseen some terror launch pads.

Shahid was spotted with Hizbul Mujahideen chief Syed Salahuddin, in old photographs that the security agency found in course of its searches. In another picture, he is seen with an AK-47 standing alongside other armed men, who the NIA says, could be terrorists.

The list of 150 terrorists disclosed that the gulf between separatists and terrorists is not as wide or deep as it was previously thought to be.

"We have some credible leads to work on... It is a wide investigation and will take some time,” the government official said.

The list includes names of 82 Lashkar-e-Taiba (LeT) operatives, 64 Hizbul Mujahideen terrorists, 10 from Jaish-e-Mohammed and 2 from Al-Badr.

The NIA at a previous meeting had informed a Delhi court that they had been able to track funds received by separatist leaders to organisers of stone throwers in Kashmir.

“We have analysed a lot of phone calls; we have ample technical and documentary evidence against people we have arrested and are questioning,” the official said to elaborate on how it is validating its case.

Shahid will be produced in court on Friday, along with 6 other arrested separatists.

The NIA, after sharing results of its investigation will be seeking more time to interrogate Shahid in order to fill the missing links.

Government officials have further agreed that statements made during custodial examination hold little value during trial for they could have been made under pressure but are indeed invaluable for gathering evidence to strengthen its case.

PoK authorities blacklists two companies from cross-LoC trade on India's behest


In a first, authorities in Pakistan occupied Kashmir (PoK) has cracked down on two companies for terror funding after Jammu and Kashmir Police recently shared its investigation pertaining to Rs 300 crore drug haul which was busted by state police on July 21st this year.

In a document accessed by India Today, two companies Ghousia Traders and Al Zaffar of Muzaffarabad belonging to Anjuman Zaman has been banned from cross border trade.

As per sources, this is a first ever instance when PoK authorities have cracked down on two companies on Indian authorities' behest.

The turnaround came when officials from both sides of the border met in Uri.
nvestigation by Jammu and Kashmir Police shared during the meeting revealed cross LoC route was used by companies to fuel unrest and terror funding through drugs. Police also found that Pak agents were sending drugs under the camouflage of the Pakistani suits. Initially the charges were refuted, but later their own investigation proved Indian side to be right.

A senior Jammu and Kashmir Police officer confirmed to India today, "That government delegation from PoK admitted that some businessmen may be indulging in subversive activity at the behest of Pak intelligence ISI."

The drug bust by Baramulla Police seized 66.5 kilogram of Narcotics from Kaman post. The drugs (heroin and brown sugar) was headed from Muzzafarabad towards Uri. Syed Yousuf, a PoK resident, and a truck driver, has been arrested and a case was registered.

This assumes significance as the cross-LoC trade resumed on Tuesday after talks between the two-sides. The trade stopped after the drug haul was busted.

India Today was the first to show cross border terror funding through LoC trade.

Students' body in PoK holds massive protest rally demanding freedom from Pakistan

A massive rally has been organised by the Jammu Kashmir National Students Federation in Jandali area of PoK (Pakistan-occupied Kashmir) to demand freedom from Pakistan.

Local leader Liyaqat Khan said, "Pakistan sends terrorists here to ruin this peaceful place". In a video shared by ANI, the protestors are seen raising pro-freedom slogans and raising banners to demand freedom from Pakistan.

This is not the first time that demands of freedom from Pakistan have been raised from the troubled region. In the past as well, anti-Pakistan protests have taken place across Pakistan-occupied Kashmir (PoK). The Pakistani forces have been accused of committing human rights violations and inflicting atrocities on the people of PoK.

On April 24, 2017, hundreds of locals in Pakistan-occupied-Kashmir's Kotli area took to the streets to protest against the forcible land-grabbing by Pakistan Army. The protesters raised anti-Pakistan army and anti-Pakistan government slogans.

On February 5, 2017, Islamabad observed the annual Kashmir Solidarity Day in support of the Kashmiri people. Enraged at Pakistan's high-handedness and denial of basic human rights in their region, PoK residents took to the streets to express their ire at the corridors of power in Islamabad.

PoK residents claimed that the Pakistani government, via its intelligence agency Inter-Services Intelligence (ISI) and the administration, was committing atrocities on innocent citizens.

On October 22, 2016, Kashmiris across PoK held a protest demanding immediate withdrawal of the Pakistani forces from their territory.

The Pakistani Army on October 22, 1947, disguised as tribal invaders, attacked Jammu and Kashmir, killing thousands of people. The tribals, known as Kabailies, were employed by Pakistan to change the demography of Jammu and Kashmir by executing genocide on the people. It was an attack by Pakistani Pathans on the Kashmiri people.

On October 24, 2015 as well, a'Black Day' was observed in Pakistan-occupied Kashmir (PoK). An 'anti-Pakistan' protest was organised by the National Students Federation.

In April, 2016, anti-Pakistan protests erupted in various parts of Pakistan Occupied Kashmir (PoK) over Islamabad's discrimination in employment to local youth.

The protesters raised issues regarding lack of jobs in PoK where the Pakistani youth were being preferred to Kashmiri youth.

About 100 individuals owing allegiance to Jammu and Kashmir National Students Federation (JKNSF), along with some members of Jammu and Kashmir National Awami Party (JKNAP), carried out a demonstration rally in Muzaffarabad area of PoK, condemning the oppressive rule by Pakistani authorities and the local PoK government.

The protesters carried placards which read "Kashmir Bachanay Nikley Hain, Aao Hamaray Saath Chalo".

PoK has witnessed a series of protests by residents in the past against the Pakistan government for the atrocities and human rights violation by Pakistani forces.''''

UN Chief Ready To Assist Pakistan If Help Sought To Dismantle Terror Sanctuaries
The UN Secretary-General is ready to engage with Pakistan to help it dismantle terror sanctuaries if sought, his chief spokesperson has said after US President Donald Trump warned Islamabad for providing safe havens for terrorists.

"As a matter of principle, Secretary-General's good offices are always available to any two parties who, who ask. But that is just a statement of principle," UN chief's spokesperson Stephane Dujarric said.

Dujarric was asked if the good offices of the Secretary- General Antonio Guterres will be offered to help facilitate diplomatic side with Pakistan on dismantling the sanctuaries for terrorists.

Commenting on Trump's speech, Dujarric said the Secretary General's hope is that the international community "will help come together and help Afghanistan find a political solution that will bring peace to the country.


"And that's also obviously through the support and efforts of the UN, of the UN Mission there," he said.

Dujarric added that while the good offices of the Secretary General are available if asked for, the UN's focus is on "finding a political solution to the current crisis in Afghanistan" and help the Afghan people who have suffered so much for decades.

Trump had slammed Pakistan for its continued support to terrorist groups and warned Islamabad of consequences if it continues to do so

Madhya Pradesh police deports Pakistani spy who wanted to stay in India

BHOPAL: Almost 13 years after he was caught spying for Inter-Services Intelligence (ISI), the Madhya Pradesh police deported Mohammad Sajeed Muneer alias Sameer Kumar to Pakistan even as he cried and begged to be allowed to stay in India. He was handed over to Pakistani authorities by the BSF at the Wagah border.

Unlike other spies who try to survive and go back home, Muneer wanted to spend the rest of his life in Bhopal. Not because he likes the hospitality at Bhopal's detention home or is scared to face the wrath of the ISI, but because of his past.

He maintained his stand while he was being escorted to the Wagah border by Madhya Pradesh police sleuths under a high security cover. "He was weeping like a baby while requesting the police to allow him to stay in India," said an intelligence officer.


Back in Pakistan, Muneer alias Abdul, according to the records with the Pakistan police, has many things to fear. First, ISI will be after him and then he would be arrested by Pakistan police in connection to a murder he committed 13 years ago.

He was being fed, clothed and sheltered by Bhopal Police since his release from jail 10 months ago.

Muneer had told interrogators that his brother was murdered by a local youth. He killed the murderer to settle scores, said officials who interrogated him. He was on the run from Pakistan police when the ISI approached him in 2003, with an offer he couldn't refuse. Police sources claimed, ISI trained him for three months (May 2003 onwards) at a safe house in Karachi and he was sent to India in October the same year.

Within a few days in Bhopal, Muneer befriended an elderly man named Abdul Salam, who was almost blind, and convinced him to adopt him as his son. After a month, Muneer found himself a job as a data entry operator.

Police arrested him on May 25, 2004, just hours before his wedding to a local girl. During interrogation, he narrated how he was roped in by the ISI to spy on Army bases.


The Indian authorities had been trying to deport him, while Pakistan delayed processing his documents, said sources. Muneer was too happy to continue to be a Bhopali and requested the local police not to pursue his deportation.

"He was even ready to spend more time in any Indian jail than being handed to Pakistan," said a police officer.

Brics 2017: Summit declaration names Pak-based Lashkar, Jaish as terror concerns


The Brics grouping on Monday bracketed Pakistan-based Lashkar-e-Taiba and Jaish-e-Mohammed with global terror groups Islamic State and al-Qaeda, marking a significant diplomatic win in India’s efforts to counter cross-border terrorism.


Prime Minister Narendra Modi joined Chinese President Xi Jinping, Russian President Vladimir Putin, Brazilian President Michael Temer and South African President Jacob Zuma condemned terror attacks worldwide and said those “committing, organising or supporting” such acts must be held accountable.

This is the first time anti-India groups such as LeT and JeM have been named in a Brics declaration though the five-country grouping has denounced terror in the past. In the run-up to the summit in Xiamen, China’s foreign ministry had even suggested the counter-terror efforts of its “iron brother” ally Pakistan would not be an appropriate topic for discussion.

The 43-page Xiamen declaration, with 17 references to terrorism, made it clear that India had been able to convince others in the grouping about the threat posed by Pakistan-based organisations as the document also contained references to groups such as the Haqqani Network, Eastern Turkistan Islamic Movement and Pakistani Taliban that have targeted Afghanistan and China.

“We deplore all terrorist attacks worldwide, including attacks in Brics countries, and condemn terrorism in all its forms...,” said the declaration released after the plenary session of the 9th Brics summit.

“We...express concern on the security situation in the region and violence caused by the Taliban, ISIL/DAISH, Al-Qaida and its affiliates including Eastern Turkistan Islamic Movement, Islamic Movement of Uzbekistan, the Haqqani Network, Laskar-e-Taiba, Jaish-e-Mohammad, TTP and Hizb-ut-Tahrir,” it said.

The document did not specify which region it was referring to but added: “We reaffirm that those responsible for committing, organizing or supporting terrorist acts must be held accountable.”

Monday’s statement was a marked departure from earlier Brics statements - the declaration issued after last year’s summit in Goa referred to terrorism several times but only named one group, the Islamic State.


There have been reports that cadres of the ETIM, which China accuses of fomenting terrorism in its restive Xinjiang Uyghur Autonomous Region, have been trained in Pakistan’s tribal belt.

“For the first time (in a Brics declaration), there has been a specific listing of terror organisations,” Preeti Saran, joint secretary (east) in the external affairs ministry, told a media briefing.

Saran said Modi had mentioned the need to jointly fight terror at the restricted session of Brics leaders on Monday morning. Modi proposed a mechanism to fight spreading radicalisation and added that India could host an international conference on the issue.

Saran did not respond to a question on whether the naming of JeM as a terror group by Brics would lead to its chief, Masood Azhar, being sanctioned by the UN Security Council.

Though the language of the statement is explicit, it remains to be seen whether China – which has repeatedly blocked India’s attempts to get Azhar designated a terrorist at the UN – decides to support that move.

Later on Monday, China said Pakistan-based groups such as JeM, LeT and the Haqqani Network were included in the Brics declaration because of concerns about their violent activities in the region. Defending the move to include them in the declaration for the first time, foreign ministry spokesman Geng Shuang said Brics countries have “shown their concerns to the violent activities raised by these organisations”.

“These organisations are all sanctioned by the UN Security Council and have a significant impact for (the) Afghanistan issue,” Geng said. He skirted a question on whether the naming of JeM by Brics marked a change in Beijing’s stand of opposing a UN ban on its chief Masood Azhar.

Saran too didn’t explain what convinced China to allow the LeT and JeM to be named in the declaration. Indian diplomats said the document, which came a week after India and China resolved a military standoff at Doklam near the Sikkim border, vindicated India’s consistent stand on terrorism.

Saran also didn’t respond to a question linking the resolution of the Doklam standoff to the statement. Brics is a multilateral forum, Saran said, declining to offer any comment.

The terror aspect of the declaration showed that countries now agree the menace needs to be tackled. “Terrorism is a scourge that has to be addressed by the entire international community. You cannot have double standards in tackling terrorism. You cannot have good (or) bad terrorism,” Saran said.

Saran said leaders of all Brics states had endorsed the declaration, indicating the consensus on terrorism. She added the statement was agreed on after several rounds of negotiations and deliberations.

The statement also called on the world community to adopt a comprehensive approach to combat terrorism, including the countering of radicalisation, recruitment, movement of terrorists and foreign fighters, blocking sources of terror financing such as money laundering and drug trafficking, dismantling terror bases, and countering the misuse of the internet and social media by terrorist entities.

Pakistan now in US crosshairs

Donald Trump’s latest tirade against Pakistan, holding it solely responsible for the failure in Afghanistan, has rattled the country. The past fortnight has witnessed statements emanating from the Pakistan army chief, their national security council and even the senate, criticizing the US. Pakistan has been in a state of denial, using every forum and media, but to no avail.

A new irritant were comments made by General Nicholson, the commander of the Resolute Support Force (RSF) of NATO in Afghanistan, where he stated in a press interview that the US was aware of the Taliban and Haqqani leadership being safely ensconced in Peshawar and Quetta. Pakistan jumped again into denial mode, but half-heartedly. Adding insult to injury was the US’ request to India to play a greater role in Afghanistan.

The Pakistan senate can only scream, as it has no control on foreign policy towards India, Afghanistan and the US, which are solely the army’s prerogative. This was evident when the US ambassador to Pakistan met the army chief and not the foreign minister or foreign secretary in the government, post Trump’s announcement. Members of the senate criticised this meeting, but could do nothing.

The elected government also has no control over the support being provided to terror groups operating against Afghanistan and India, as they remain the sole prerogative of the deep state. The supposed leak in Dawn newspaper, leading to the resignation of the Information Minister, was over the deep state’s support to terror groups.

Anger against the US may be displayed, local temperatures built up by protests, meetings and visits postponed, conciliatory statements issued and criticism of the policy openly declared, yet nothing will change, as the world is aware of Pakistan’s direct involvement. It can only approach China and Russia for support, as due to geopolitical compulsions, they remain Pakistan’s only support base. However, when push comes to shove, Pakistan may find itself alone in this diplomatic battle. If the US imposes sanctions, China may be forced to support them, mainly because its trade ties with the US may be affected.

The maximum hurt to Pakistan was caused when the US announced an enhanced role for India in the region. There is immense fear within their security establishment that their soft underbelly of Baluchistan, presently being brutally crushed, would be accessible to Indian influence, once it establishes a foothold in Afghanistan. This issue has gained prominence, after Prime Minister Modi’s Independence Day speech of last year, where he considered diplomatic support to the freedom struggle in the region. Hence, while it is willing to challenge the US on its comment, it has yet to evolve any strategy to counter US plans for India.

Pakistan’s basic problem is that it views everything from an Indian prism. Its policy in Afghanistan is based on keeping India away from the country. While it professes support for peace in Afghanistan, its visualisation of peace stems from the Taliban and the Haqqani network being a part of the government. The Pakistan army viewpoint remains that this is the only way India can be kept away from Afghanistan. Comments by the US, that it only views Indian role to remain confined to economic development have cut no ice with Islamabad.

The other major worry for Pakistan is the growing power of the Taliban. Its dependence on Pakistan for support is receding, as it draws most funds to purchase weapons and fighters from its opium produce and is also in contact with Russia and China, solely because it opposes the ISIS. Iran is also known to be providing sanctuary to the Taliban. Hence, offensive action, if resorted to by Pakistan, could compel the Taliban to turn inwards, making security management even more cumbersome for their army.

Pakistan’s attempt to display anger against the US has had no impact. The US has announced that any further release of coalition funds would be contingent on Pakistan’s anti-terror actions. Pakistan has attempted to adopt measures which internally may appear logical but internationally would be meaningless, solely considering its past record. The comments by their leaders on casualties suffered by the country are considered irrelevant, as US statements are clear on Pakistan resorting to selective anti-terror actions.

Osama Bin Laden was eliminated in Abbottabad, barely a hundred km from Islamabad, and close to the Pakistan military academy, by a US Navy Seals operation. Similarly, Mullah Mansour, the erstwhile head of the Taliban was killed by a US drone strike in Pakistan. Anti-India terror groups and their leaders, nominated as international terrorists by the US, with bounties of ten million dollars, roam freely in Pakistan, openly address the public and gather funds. A nation which resorts to selective targeting of terrorists can never be trusted to implement an anti-terror strategy, in consonance with the rest of the world.

Over the years, Pakistan has lost the trust of the West, solely because it has viewed Afghanistan as part of its strategic depth and attempted to keep India away. Its Afghan policy, seeking to dominate the country by employing terror groups has resulted in Afghanistan considering Pakistan an enemy rather than a reliable neighbour. It is only to counter Pakistan’s support to the Taliban and Haqqani network that the Afghan military would have reduced its scale of operations against the TTP, the anti-Pak terror group.

The US has clearly changed its policy from carrot and stick to just a stick. While enhanced force levels have yet to be announced and implemented, it is evident that the US would seriously plan to target Taliban and Haqqani network operatives and training camps within Pakistan. This would result in collateral damage and embarrass the Pakistan army, as it would be unable to counter. This may be the final nail on their coffin of denial.

If Pakistan seeks to be accepted as a nation with no terror links then it would need to reconsider the way it operates against terror groups. Unless it acts against all terror groups, it would never win the trust of the comity of nations and may soon be declared a terrorist supporting state

Kashmir related Twitter accounts, tweets, hashtags blocked after government prod


After the central government asked Twitter to block certain accounts and tweets related to Kashmir, the social media giant has withheld a number of handles. The Ministry of Electronics and Information Technology had asked Twitter to block 19 accounts, via a letter dated August 24, The Indian Express reported. The report said that most of the tweets from those accounts were Kashmir related. Apart from that, the letter contained 95 more tweets from various accounts which the government wanted to be removed. Before this, another communication on August 16, had said that the centre had identified 95 more accounts and more tweets to be blocked. This list included Twitter searches and hashtags as well, the report added.

US shuts Pakistan's Habib Bank over terror financing concerns

NEW YORK: US banking regulators ordered Pakistan's Habib Bank to shutter its New York office after nearly 40 years, for repeatedly failing to heed concerns over possible terrorist financing and money laundering, officials said Thursday.

Habib, Pakistan's largest private bank, neglected to watch for compliance problems and red flags on transactions that potentially could have promoted terrorism, money laundering or other illicit ends, New York banking officials said.

The state's Department of Financial Services, which regulates foreign banks, also slapped a $225 million fine on the bank, although that is much smaller than the $629.6 million penalty initially proposed.

Habib has operated in the United States since 1978, and in 2006 was ordered to tighten its oversight of potentially illegal transactions but failed to comply.

New York regulators said Habib facilitated billions of dollars of transactions with Saudi private bank, Al Rajhi Bank, which reportedly has links to al Qaeda, and failed to do enough to ensure that the funds were not laundered or used for terrorism.


"DFS will not tolerate inadequate risk and compliance functions that open the door to the financing of terrorist activities that pose a grave threat to the people of this State and the financial system as a whole," DFS Superintendent Maria Vullo said in a news release.

"The bank has repeatedly been given more than sufficient opportunity to correct its glaring deficiencies, yet it has failed to do so."

Habib permitted at least 13,000 transactions that were not sufficiently screened to ensure they did not involve sanctioned countries, the agency said.

And the bank improperly used a "good guy" list to rubber stamp at least $250 million in transactions, including those by an identified terrorist and an international arms dealer, regulators said

In an August letter to the Pakistan Stock Exchange, Habib company secretary Nausheen Ahmad called the proposed fine of $629.6 million "outrageous" and "capricious" and said the bank had decided to close its New York operations "in an orderly manner."

But DFS said Habib will have to surrender its license after it meets the agency's requirements


"DFS will not stand by and let Habib Bank sneak out of the United States," Vullo said

Indus Waters Treaty is a Brahmastra against Pakistan : Talks to begin on technical issues


India and Pakistan today started high-level talks on technical issues of the Indus Waters Treaty here, a senior World Bank official said.

"These meetings are a continuation of a discussion on how to safeguard the Treaty for the benefit of the people in both countries," a World Bank spokesperson told PTI.

The meetings between India and Pakistan on the technical issues of the Indus Waters Treaty (IWT) are taking place in Washington on September 14-15, the spokesperson added.


The World Bank in August had said that under the IWT, India is permitted to construct hydroelectric power facilities on tributaries of the Jhelum and Chenab rivers with certain restrictions.

Pakistan opposes the construction of the Kishanganga (330 megawatts) and Ratle (850 megawatts) hydroelectric power plants being built by India, it had said in a fact sheet issued at the conclusion of secretary-level talks between the two countries over the IWT.

The IWT was signed in 1960 after nine years of negotiations between India and Pakistan with the help of the World Bank, which is also a signatory.

The World Bank's role in relation to "differences" and "disputes" is limited to the designation of people to fulfil certain roles when requested by either or both of the parties, the fact sheet said.

Taking a jibe at Pakistan, a top Indian diplomat has said Islamabad's decision to raise the Kashmir issue at the UN+ , which has not been discussed at the world body for decades, is like 'Miyan ki daud masjid tak'.

India on the other hand is focused on progressive, forward looking agenda+ during the UN General Assembly session beginning Monday, India's Permanent Representative to the UN Syed Akbaruddin told reporters hereon Saturday.

"I have outlined our approach, that is progressive forward looking. We are visionary in our goals. If on the other hand there are other countries, who as you say, focus on yesterday's issues then they are yesterday's people," Akbaruddin said in response to a question on reports that Pakistan plans to raise the Kashmir issue at the UN.

Pakistan's new Prime Minister Shahid Khaqan Abbasi is scheduled to address the UN General Assembly this week.

External affairs minister Sushma Swaraj would deliver her address on September 23.

"If they (Pakistan) focus on an issue which has not been on the discussion table in the UN now for decades, not for years, for decades..., if this is what they want to focus on, so be it. To be his own... Miyan ki daud masjid tak," Akbaruddin said, referring to a popular Urdu proverb meaning some people think within a limited focus and are unable to think beyond that.

A day earlier, Pakistan's foreign ministry had said that Abbasi would be raising the Kashmir issue at the UN.

India tears into Pakistan at UNHRC, calls Islamabad face of global terrorism
India on Monday tore into Pakistan's statement at the 36th United Nations Human Rights Council (UNHRC) session, and called Islamabad the "face of international terrorism".

Exercising India's 'right of reply' to Pakistan's speech, Indian diplomat from the Permanent Mission of India in Geneva, Dr. Vishnu Reddy spoke strongly against "Pakistan's unsolicited and unwarranted comments pertaining to the Indian state of Jammu and Kashmir are factually incorrect and absolutely misleading. We outrightly reject them."

Reddy also spelt out the biggest challenge faced by the region. "The foremost challenge to the stability of the region is the scourge of terrorism. Pakistan's malicious attempt to hide its interference behind the facade of domestic discontent carries no credibility with the world", he said.

Hitting back at Islamabad, New Delhi also raised two issues of concern, Pakistan-backed terrorism in the Kashmir Valley and human rights violations in Balochistan, an issue that India has been raising at all international platforms.

Reddy said, "Pakistan-occupied Kashmir is run by a 'deep state' and has become an epicenter of terrorism. Its [Islamabad's] human rights record in Pakistan-occupied Kashmir and Baluchistan is deplorable."

India went on to apprise the UNHRC of the evidence on cross-border terrorism that New Delhi has shared with Islamabad in order to get the latter to dismantle terror infrastructure.

"Pakistan has been the face of international terrorism. Even the Foreign Minister of Pakistan has admitted that internationally banned outfits, including Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM), are operating from within Pakistan. In the wake of growing international concern, Pakistan must shut down its terror manufacturing units and bring the perpetrators of terrorism to justice", India's Vishnu Reddy said.

India has been rebutting Pakistan's statements on Kashmir not only in Geneva but also in New York and every other fora where Pakistan tries to 'highlight' issues to 'mislead' the international community.

India maintains that "Pakistan [should] do some deep introspection and focus its energies on improving the human rights situation and dismantling the terror infrastructure in Pakistan and and Pakistan-occupied Kashmir"

India seeks probe into nuclear proliferation links between Pakistan, North Korea


India today sought investigations into North Korea's nuclear proliferation linkages and asked to hold accountable those responsible for it, in a veiled reference to Pakistan.

External Affairs Minister Sushma Swaraj's remarks came days after North Korea fired another mid-range ballistic missile over Japan on Friday.

It follows North Korea's sixth and most powerful nuclear test on September 3 which was in direct defiance of United Nations sanctions and other international pressure.

"External Affairs Minister Sushma Swaraj deplored North Korea's recent actions and stated that its proliferation linkages must be explored and those involved must be held accountable," the ministry spokesperson Raveesh Kumar told reporters at a news conference here.

Swaraj's assertion in this regard came during her trilateral meeting with US Secretary of State Rex Tillerson and her Japanese counterpart Taro Kono yesterday on the sidelines of the ongoing United Nations General Assembly session here.

Responding to questions, Kumar did not specify the country, but said the hints were enough to determine that.

"I think I am giving you enough material to try to figure out what we are talking about," he said.

"We have very clearly mentioned that we not only deplore DPRK's recent actions but also stated that its proliferation linkages must be explored and those involved be held accountable," Kumar said.

In addition to proliferation, the three leaders discussed the issue of maritime security and connectivity.

"Three broad issues were discussed -- maritime security connectivity and proliferation. We have spelled out what these heads mean on security the ministers emphasised the need to ensure freedom of navigation respect for international law and peaceful resolution of disputes," he said.

"On connectivity, there was discussion on how to base them on universally recognised international norms prudent financing and respect for sovereignty and territorial integrity," Kumar said.

The first trilateral ministerial meeting between the three countries was held in 2015. Senior official level meeting has been taking place since 2011.
