As pre-Budget consultations go, this one was unusual. Economist-activist Jean Dreze, formerly with the Sonia Gandhi-led National Advisory Council under UPA-I, got a call from chief economic adviser Arvind Subramanian.
Dreze and Reetika Khera of IIT Delhi met Subramanian on February 10 to discuss their recent work on PDS leakages and related matters. “We also drew his attention to some missing Budget priorities, such as a provision for maternity entitlements, which are now a legal right of Indian women under the Food Security Act,” Dreze said.
The scrapping of the Planning Commission, ordinance making crucial changes to the Land Acquisition and Rehabilitation and Resettlement law, and the attacks on the NAC and its approach has suggested that the NDA regime is keen to reverse the social sector thrust and rights-based approach of its predecessor government. It is interesting, therefore, that the Centre has reached out to names closely associated with the economic approach of the UPA.
