Mystery ship project gets Rs 725 crore from Centre

The defence ministry has sanctioned Rs 725 crore for the construction of a secret naval ship that will eventually be a part of India's ballistic missile defence system being put in place slowly, bit by bit.

Under construction at the Hindustan Shipyard Ltd (HSL), Visakhapatnam, the Ocean Surveillance Ship (P-11184) is a classified project, monitored directly by the Prime Minister's Office. The ship's keel was laid on June 30, 2014 and the shipyard has been given a timeline of December, 2015 to finish the project.

"Once ready, it will be a vessel for Defence Research and Development Organisation (DRDO) for tracking ballistic missiles, while Navy will operate it. The vessel will be used for long range surveillance of missiles," a source familiar with the project told Deccan Herald. Last week, the Navy, HSL and DRDO reviewed the progress made in the project.

Being a classified project, not many in the armed forces and DRDO are aware of the OSS in the first place. It is being run in the same manner as the Advance Technology Vessel project, which was the code name for the indigenous nuclear submarine Arihant.
Among the advanced nations, the US, which has its own theatre missile defence shield and offers it to its allies like Japan and South Korea, has such ships.

HSL received the first financial instalment in February 2013 and one more round is expected as the OSS's total cost is reportedly about Rs 1,500 crore. HSL was taken over by the defence ministry in 2010 for better coordination as the shipyard undertook several secret projects including construction of Arihant and two more nuclear-powered SSBN.
The ship will be having a a long open deck with space for several tracking antennae located at the aft of the forward superstructure.

Designed by Vik Sandvik Design India, it has a length of 175 mt, a beam of 22 mt, a depth of 6 mt and 10,000 tons of steel are required for its construction. It has a helicopter deck and hangar with a planned complement of 300 men. Powered by two 9,000 kw engines, the vessel's maximum velocity would be 21 knots.

India's missile defence shield comprises two different systems – AAD (Advanced Air Defence) and PAD (Prithvi Air Defence) – for destroying enemy missiles within and outside the atmosphere.

While the AAD (endo-atmospheric system) can kill an incoming missile within a range of 15-30 km, PAD could neutralise the target missile at a distance of 50-80 km.

The whole Ballistic missile defense program was a well kept secret until first test happened in 2006. Most of the western nations even doubted the ability of DRDO to come up with ballistic missile defense. But DRDO more or less has proved it wrong.Currently we have technical capability(not operational) to defend ballistic missiles of range upto 2000 Kms. GOI has even started identifying the locations for setting up missile interceptors to get the operational capability.

BTW,there is a test scheduled for Direct hit to kill of target missile by PAD at 120 Km altitude(outer atmosphere) in comming days.

Hardly ... The navy has an interest in CODAD propulsion ships. The Amphibious ship tender also have the same propulsion requirement.
This ship is an entirely separate.

This one required atleast 10,000 tons of steel. So its assured that even the empty weight will be over 10,000 tons. Full load could go almost upto 20,000 tons with all the equipements,fuel,etc.

Make sure, you have all the money to pay for all these purchases. Already $40 billion capital purchases over next ten years have been ordered and $40 billion in Rafale type and other purchases is coming shortly. On the average $8-10 billion capital expenditure is coming in next ten years. That is roughly double of $4-6 billion being spent by the previous government.

If the economy hits 6% to 9% in next three years and continue at 9% for the next ten years, all is going to well. Hope that Modi stays as PM that long and not a socialist comes to power to spend national wealth on subsidies, corruption and futile chase projects.

It is for the DRDO, not Navy. It would be similar to the tracking ships India deploys while launching satellites for tracking. Only this ship would track trajectory of long range ballistic missiles tested by DRDO, instead of satellites. So no, the ship would not be armed, and is definitely not a BMD cruiser.

Ship size is measured by the weight of the volume of water displaced by the hull (1ltr water ≈ 1Kg)

It is possible that due to the principles of buoyancy and shape of the hull created with 10,000 tons of steel to displace only 3000 tons of water, thereby the hull being classified as of '3000 ton displacement'.

however ships of this type are also used for snooping
1.underwater (hydrographic studies , mapping etc etc)
2.above water (SIGNIT , tracking airborne objects within atmosphere and in space etc etc)

and as usual most of its capabilities and roles are classified (since this project is handled by PMO)

There won’t be a public commissioning ceremony or any fanfare for the cameras. Not the sort that usually accompanies the entry into service of a frontline warship. In fact, much like India’s first nuclear ballistic missile submarine INS Arihant, known all its life simply by its euphemistic project title Advanced Technology Vessel, this new ship will likely slip into service in silence. Revealed first over two years ago here on Livefist, the secretive vessel, known only by its mysterious yard designation at Visakhapatnam, VC 11184, will be India’s most advanced electronics and tracking/surveillance vessel — a missile range instrumentation ship. And it will be the first ship to be a dedicated element in Phase-2 of India’s ballistic missile defence (BMD) setup and also be deployed for duties to support India’s strategic weapons programme. The build programme is being monitored directly by the Prime Minister’s Office in Delhi.

The photograph you see here is the first of the ship being floated out last year. Livefist can confirm that VC 11184 is currently in a phase of systems trials and will be handed over to the Indian Navy after sea trials in the summer. The vessel will have on board a specialised team from the National Technical Research Organisation (NTRO) — India’s principal technical intelligence bureau, which reports directly to the National Security Advisor’s office at the PMO. The ship will be primarily tasked with missile tracking using two sensors, possibly an X-Band AESA primary radar and an S-Band AESA secondary radar, ranging and electronic intelligence (ELINT) gathering, making it the first ship of its kind to join Indian service. Only four other countries — the US, Russia, China and France — operate similar vessels.

India’s state-owned Hindustan Shipyard Ltd (HSL), a dying institution, was handed the roughly $1 billion contract (Rs 725 crore) on 25 Feb 2013 — likely a strategic move, given that HSL has been well out of India’s

industrial spotlight for years, a status that was perhaps conducive to building such a ship in relative secrecy. Originally to have been delivered by August 2015, the build has been delayed for a variety of familiar reasons:
logistical, delays in procurement of on-board equipment, propulsion systems and sensors etc. The Indian Navy is not authorised to speak on record about the vessel.

Very little is known about the vessel beyond what your correspondent reported here in 2014. What we do know is that the VC 11184 won’t be a small ship — at 175 metres, it will be among the largest ships in service under the aircraft carriers, roughly as long as the amphibious landing ship INS Jalashwa and Deepak-class fleet replenishment tankers.

Osa class missile Boats were inducted and even the family members of those Naval personnel knew about their existence and whereabouts of those men who spent months in Russia learning Russian language and operating OSA class and Styx missile.

SNAR 10 Battlefield surveillance Radar (Now phased out) operated for decades by Army in 80s and 90s but it was never showcased publicly neither its service record was acknowledge by ex Army officers who wrote article in media.


Same is true for S 300 and possibly 6 Naval TU 22 bombers on lease.
