UAC-HAL's Multirole Transport Aircraft JV To Be Incorporated Next Month

When Indian Defence Minister AK Antony visits Russia next month on an official visit, the two countries will formally incorporate a joint venture (upgrade the existing Inter-Governmental Agreement or IGA) for the joint development and production of the Multirole Transport Aircraft (MTA), agreed upon back in early 2006. The documents of incorporation were finalised by senior HAL/MoD officials before and during the recently concluded MAKS-2009 air show at Zhukovsky outside Moscow. Workshare aspects have already been worked out between the two countries.

Very much like the agreement on BrahMos, the agreement will chart out production for the armed forces of India and Russia, in addition to friendly third countries, a list of which has already been drawn up and will be enshrined as an annexure to the main agreement document. According to sources, the agreement also contains the agreed joint intention to spin-off (to be pioneered by HAL's Aircraft Research and Design Centre, Bangalore) and market a civilian variant of the MTA in the form of a 100-seater passenger airplane for which HAL will be the lead partner and principal integrator. The Indian part of serial production of the MTA, when ready, will take place at HAL's Transport Aircraft Division in Kanpur.

HAL, UAC to Jointly Develop Multi-Role Transport Aircraft | India Defence

Hindustan Aeronautics Limited (HAL) and Russia's United Aircraft Corporation (UAC) will co-develop a Multi-Role Transport Aircraft according to agency reports quoting India Strategic magazine. The governments of India and Russia have each sanctioned USD $300.35 million for this project.

A new company, with a base capital of USD $700.70 million, will begin work on developing the Multi-Role Transport Aircraft. The arrangement is said to be similar to the BrahMos venture which has already become hugely successful not only in military and defence capabilities but also in commercial terms.

Initial orders from Russia and India are expected to be 105 and 45 respectively. The formal charter documents are expected to be signed later this month quotes IANS.

The aircraft is said to be suitable for civilians and military purposes and has a great export potential.

India and Russia have traditionally enjoyed good strategic and defence relations. In recent years these relations have not only grown but have evolved to a new paradigm based on commercial partnerships.

Aircraft Specifications
The aircraft could be powered by Russian-made Aviadvigatel PD-14 turbofan engines attached to top mounted wings, and has a T-shaped tail. The cabin size will be the same as the Ilyushin Il-76 but will be half the length. The payload will be 18.5 tons of military or civilian cargo, with a range of 2500 km and a speed of 870 km/h.

India and Russia have finally agreed on the workshare and shareholders agreement for a joint venture company that will develop and build the Multirole Transport Aircraft, based on the Ilyushin-214 concept. The Joint Venture Company (JVC) is being established with its headquarters at Bangalore, India to execute the MTA project in which HAL and Russian participants will have equal shareholding.

A Defence Ministry statement this morning said, "A Joint Venture will now be formed between Hindustan Aeronautics Limited and the Russian Partners namely United Aircraft Corporation & Rosoboronexport to co-develop and co-produce Multirole Transport Aircraft (MTA)."

The MTA is to be a 15-20 tonne payload capacity aircraft for the Indian and Russian air forces. The main features of MTA are: maximum take-off weight 65 tonnes, payload capacity 15-20-tons, cruise speed 800-km/h, range 2500-2700-km, service ceiling 12-km. The aircraft will have two engines, state of the art features such as fly-by-wire, full authority digital engine control, modern avionics and glass cockpit.

The total development cost is expected to be approximately $600.70-million (approx Rs 2,900-crore) to be equally shared by both the sides. The initial plan is to manufacture 205 aircraft.

why are we not considering about transport choppers i mean they are more swift they dont need runway of course they have set back in speed but still i think choppers are also a good option

That's the reason we are buying 139 Mi-17 IV choppers for the IAF ! That's gonna go a long way in helping transport the light tanks we are set to acquire in the near future.

Choppers have limited airlift capacity, limited speed, limited service ceiling, and other disadvantages are, they vibrate a lot and have high operational costs.

ASIAN DEFENCE: India-Russia Defence Ties Flying High with $600 mn MTA Deal


Giving a new dimension to defence ties, Russia signed a pact with India early september to jointly produce and design multi-purpose transport aircraft.

It's a flying machine that will stretch limits of aeronautical engineering. With a payload capacity of 20 tons and speed of 810 km per hour, the multi-role transport aircraft (MTA) is set to be another milestone in decades-old India-Russia defence relationship that is evolving from a buyer-seller to co-developers of cutting-edge military equipments.

The project has been on the drawing board for quite some time, but it took wings early September when India and Russia inked an agreement to form a $600 million joint enterprise for designing and producing MTA. This plane will first appear in the Air Forces of India and Russia.

The aircraft, which may serve various functions, including that of a fairly economical civilian cargo plane, will be developed by a joint Indo-Russian team of engineers. The first flight of the aircraft is expected to take place within six years. The shareholders' agreement for setting up the joint enterprise include: Hindustan Aeronautics Ltd. (HAL) with 50 per cent ownership; the Russian concern OAK-Transportnye Samolety with 25 per cent; and Rosoboroneksport with 25 per cent. The joint enterprise, to be called MTA Limited, will be registered in India within the next two months. A branch of MTA Limited will be registered in Russia. On the Russian side, the airplane's de- sign will be managed by specialists from Ilyushin, maker of one of the 20th century's best transport planes, the Il-76.

According to The Voice of Russia radio, the aircraft would be developed at Aviastar-SP plant based in Ulyanovsk city on Volga. The Indian Air Force is expected to order at least 35 and Russian Air Force as many as 100 medium lift transport aircrafts. MTA can be used to transport army sub-units to evacuate the wounded, including civilians, in case of a natural disaster, and to transport military technology and cargos stowed in special containers. Going by the record of multi- faceted Russian military- technical cooperation, the ambitious MTA project is set to be a success. In the 1990s, Russia and India created the joint enterprise BraMos Aerospace to develop and produce a multifunctional winged missile. For the first time, Russia had sent technological documentation concerning the Russian anti-ship missile P-800 Oniks to another country, bringing to the fore special trust that marks its relations with India. In terms of combat features, there is no other missile like it in the world. On the basis of the P-800 Oniks, Russian and Indian experts succeeded in creating an even more modern missile whose name combines the first letters of two rivers: the Brahmaputra and Moskva. The BraMos can be stowed on ships, submarines, airplanes and ground launchers. It can strike over-water and ground targets, and is almost impossible to intercept. Experts say that the BraMos is the pinnacle of winged supersonic missiles with a flight distance of upto 300 kilometers.

The next milestone will be the Russian-Indian project to create a fifth-generation jet fighter, which will be nothing short of a revolutionary breakthrough in the business of de- signing warplanes. Both sides are working hard doing the requisite paperwork before the signing of the agreement between the two governments. The documents are reportedly 99 percent ready. The new jet fighter will be based on design by Sukhoi, the company that created the flying prototype of the promising aviation complex of frontline aviation (PAK FA), known as the T-50. Russia has now pitched its formidable Mig-35 for the Indian Air Force contract to buy 126 fighter jets. The cost-effective Mig-35, practically a fifth-generation military ma- chine, boasts a powerful radar with an impulse phased cascade and an ultra-modern system for directing fire. The plan is to equip this jet fighter with the very newest missiles: air-to-air and air-to-surface. A ship version of the well-known MiG-29K has been developed specially for the Indian Navy. India also plans to buy 21 MiG-29K fighters. This plane has been such a success that the Russian Navy has also placed an order for a number of them.

The sturdy decades-old defence ties between India and Russia, driven by trust and technology-sharing, is set to fly higher in days to come as the two sides get ready to extend their military-technical cooperation agreement by another 10 years.

Good to see INDIA is having a partnership in developing 5th generation jet fighters. INDIA should order more Mig-29K for the INDIAN NAVY, so that there is no need to run for when the need comes for more fighters for the NAVY, because the cost of each fighter may increase in course of time. If we have enough fighters then it would be easy to modify them according to our requirement also.

New Delhi, Nov 10 (PTI) The Indo-Russian joint project for designing and developing a military multi-role transport aircraft (MTA) will formally begin in January next year, the government today said.

A shareholders agreement was signed on September 9 between Hindustan Aeronautics Limited and Russian companies UAC and Rosoboronexport, Minister of State for Defence M M Pallam Raju told the Rajya Sabha.

"It is planned to start the project in January 2011, after incorporation of the joint venture programme," he said in a written reply.

The agreement, he said, was for incorporation of the joint venture company for design, development and production of the MTA and it was in pursuance of the Inter-Governmental Agreement between the two countries, which was signed on November 12, 2007.

"The joint venture company will have a shareholding of 50 per cent each from both sides. The investment for the programme has been worked out to be USD 600.

Hindustan Aeronautics Limited and Russian Companies UAC Transport Aircraft and Rosoboronexport signed a Shareholders Agreement on 9.9.2010 to incorporate a Joint Venture Company for design, development and production of Multi Role Transport Aircraft.

This agreement was in pursuance to the Inter-Governmental Agreement between Government of India and Russian Federation which was signed on 12th November, 2007 for Design, Development and Production of a Multirole Transport Aircraft (MTA). The Joint Venture company will have shareholding of 50 each from both sides.

The investment for the programme has been worked out to be 600.70- MUSD at 2006 Price Level -- which will be shared equally by the two sides. Development and certification of the MTA will take 6 years from 'Go-ahead' of the project. It is planned to start the project in January, 2011 after incorporation of the Joint Venture programme.

This information was given by Minister of State for Defence Shri MM Pallam Raju in a written reply to Shri Nand Kumar Sai in Rajya Sabha today.

UAC-HAL Multirole Transport Aircraft (MTA) looks like a downsized version of the venerable Ilyushin-76/78 family of aeroplanes. I think India will gain valuable knowledge and expertise in building such aircraft. Overall, a good idea.

India, however, also needs to invest in heavy transport helicopter development. Importing Mil-17s is all right, however, it will be a nice thing to be able to build helicopters comparable with the capacity of the Mil-26.

The other area where India seriously needs to look into is the passenger airliner industry. We have plenty of potential help an arm's length away, especially from TsAGI, Ilyushin, Tupolev and Sukhoi.

Originally the airframe is IL-214. Russia had done initial work on it but later scrapped the plan in absence of proper funding, though i am not sure because i can not recall where i had read this. The program was restarted when Bharat decided to put half the required money because IAF was in urgent need to replace her fleet of A-12 also there is a need to set up infrastructure for developing, building and marketing multipurpose airliner.

India, however, also needs to invest in heavy transport helicopter development. Importing Mil-17s is all right, however, it will be a nice thing to be able to build helicopters comparable with the capacity of the Mil-26.
We are on to it but right now not even half the way. HAL has completed ALH and now on LUH and IMRH. You may expect next project to develop Heavy. However since IAF doesn't require Mi-26 or CH-47 Chinook kind of helicopter in numbers(<15), i say it will be illogical and uneconomical to invest. BTW if Army changes her mountain warfare techniques and tactics and includes rapid deployment of troops and light artillery in dispersed mountains with the help of heavy lifting choppers then there will be rise in required numbers, i guess beyond '50' then i think HAL should go for developing one.

We are on to it. There is a plan to develop airliner variant of UAC-HAL MTA, then the work has started on NAL RTA-70/90 already and there is small feeder aircraft project named SARAS which is close to certification.

India and Russia are setting up a Joint Venture Company (JVC) to design and develop the IL-214 Multirole Transport Aircraft (MTA). The partners in the JVC will be Hindustan Aeronautics Limited (HAL), the Russian United Aircraft Corporation and Russian defense export agency Rosoboronexport. The operating site of the new JVC will be in Bangalore, India – adjacent to HAL headquarters.

The two countries are expected to equally share the development cost of around $600 million. Russia and India will also win equal work share of the planned production of 205 aircraft – the expected orders from Russia, India and a number of countries that have already expressed interest in a future replacement of aging Russian made transport planes. In India and Russia the MTA is slated to replace the aging fleet of An-32 transports. First flight of the IL-214 based MTA is expected in 2014 and the new transport could be operational by late 2015.

Unlike the Brazilian KC-390 program that dramatically took off in 2009, after two years of planning, the Indo-Russian MTA has been in the making since 1999, with the first Memorandum of Understanding (MOU) signed between HAL and the Russian companies Ilyushin and Irkut in 2001. It took six years for the parties to agree on common requirements and specifications for the plane. In 2008 Irkut bailed out from the program, to focus on its Superjet-100 (MC-21) civil transport plane. Ilyushin, now an operating unit in the UAC consortium, was hoping to spinoff the MTA into a similar 100 seat aircraft, continued the cooperation. Only after, which will be upgraded now from a loose bilateral inter-governmental operation into a commercial JV. The inclusion of the Russian defense export agency is expected to streamline export activities to countries where Russia has extensive defense exports, particularly in Asia, Latin America and the Middle East where MTA will run head to head with the Brazilian KC-390.

The twin-jet powered MTA will have a Maximum Take-Off Weight of 65 tons and payload capacity of 15-20 tons. Its length will be 33.2 meters, with a wingspan of 30.1 m' and height of 10m'. Powered by two Aviadvigatel PD-14 turbofan engines, MTA will be able to cruise at a speed of 800 km/h, to a range of 2,500-2,700 km with full payload. Service ceiling will be 12 km. meeting the requirement of both Indian and Russian Air Forces. The aircraft will feature fly-by-wire system, full authority digital engine control, and avionics suite configured as a modern 'glass cockpit'. The MTA will be capable of takeoff and landing from a runway of 1200 meters.

Tactical Transport Aircraft

The IRKUT Corporation proudly presents the programme of the Indo-Russian Transport Aircraft. The international project on joint development, production and sales of twin-turbofan Tactical Transport Aircraft envisions solidary cooperation of the Hindustan Aeronautics Limited (India), the IRKUT Corporation and the Ilyushin Aviation Complex (Russia), with their design teams to be merged into a virtual enterprise.

The programme of Tactical Transport Aircraft development will significantly broaden the horizons of Indo-Russian military-technical cooperation. While implementing this innovative programme, Russian and Indian engineers will acquire invaluable experience and expertise in joint creation of the top-of-the-line aviation product.

For the first time, the airlifter is being co-developed by both countries on a parity basis without governmental financing.

By 2015-2020 this transport aircraft with up to 20-t carrying capability is supposed to replace aging fleet of the An-12, An-26, C-130. Indian Air Force plans to acquire 45 Tactical Transport Aircraft. Additionally Russian market will demand nearly 100 transport aircraft within next 12 years.

In July 2007 UAC Executive committee appointed Irkut Corporation head contractor in developing

Ilyushin Aviation Complex remains MTA head developer.

General Description

Featuring a semi-monocoque fuselage, the aircraft's structure is made of advanced aluminium alloys and composites. Perfect aerodynamic layout with high-swept advanced wing and T-shape tail is optimized to ensure the flight safety and enhanced cruise speed. The airlifter is capable of operating from elevated airfields with paved/unpaved runways, in adverse weather conditions. The avionics' open architecture approach provides essential capacity for future innovations and upgrades. Sophisticated concept of the unified inform-and-control "field" envisions integration of six multifunctional displays with two head-up indicators.

The spacious cargo cabin will accommodate up to 20 tonnes of cargo. The rear ramp will contribute to efficient airdrop operations, as well as to ease of loading/unloading. Two telphers, a cargo winch, and rollers comprise cargo-handling equipment.

Purpose

The Tactical Transport Aircraft is fitted for a wide variety of applications:

*transportation of cargoes both in containers, pallets or in bulk;
*transportation of the ground vehicles, semi-assembled helicopters and power plants;
*transportation of 150 troopers or 70 paratroopers;
*evacuation of 70 wounded and medical personnel.

Tactically speaking, take-off distance of 1200 m is too much for a 20,000 Kg payload carrying tactical transport aircraft, though it may not be for a jet propelled medium lifter. But it changes nothing, anyday वायु सेना will require MTA to be able to operate from short semi prepared airfields and i don't think any ALS along LAC offer such length. I guess these MTAs at any given day will not be able to operate with anything above 10 ton while going for missions along LAC.

With the success of brahmos project russia and india on the first week of dec formed yet another JV knows as MTA Limited for the development of medium transport aircraft for use in russia and india

its worthwhile to note that such talks were in news since a long time but just 2 weeks back on dec 1 st week the company was formed , we came to know that full funding fro the sides have been cleared for the project and work is starting soon with a 2013 deadline for final work on paper and design

By 2017 it is expected that the plane will be in air , the success of brahmos has inspired this and sure looks like a winner because the plane will be available for export and the entire development cost is expected to be covered.


its worthwhile to note that Russia will induct the plane in its ranks although its a co-production unlike the brahmos as the russian policy of weapon procurement has strings attached to co-development.
