The dust raised by Agra MP and MoS of HRD Ram Shankar Katheriya's alleged fake mark-sheet is yet to settle, when another cloud is threatening to darken the horizon for the newly minted minister. According to the information obtained by India Today from Dr. BR Ambedkar University Agra, the minister is drawing his complete salary as professor from the university, without being officially on leave since the day he became a member of parliament in 2009. In November too, the minister drew his salary ofRs.1.14 lakhs from the university, out of which, 87,0000 was deposited after statutory deductions in his bank account at Allahabad Bank. A clerk at the KMI institute of the university, where the minister serves as professor, said that officially, the minister has not taken any leave from the university and is drawing his full payroll since he become the MoS for HRD. In fact, the minister hasn't taken any official leave from the institute since 2009, while he has hardly taken any classes since then. Most new students have only seen his face in newspapers and on TV, but are yet to see him teach them in class. Officially, any university employee has to notify the university administration before leaving the city, but Katheriya has never bothered to inform the university of his movements; and has been hard to track for the university staff, while he is in constant touch with the local BJP leadership. Director of KMI institute Prof. Hari Mohan said that the institute has written to the university requesting the appointment of a guest teacher who could teach the MA and M Phil classes in the absence of the minister. University finance officer AC Singh said that the university has not imposed any restrictions on the minister being paid according to his post, which can only happen if either the director of the institute or the Vice-Chancellor himself writes to the finance department. However, there is hardly any chance of that happening, as Katheriya has already refused to draw his salary as Member of Parliament and is only utilising the perks and allowances associated with the portfolio, which in fact, is higher than an MP's salary. Senior Congress leader Haji Jameeluddin Qureshi told India Today that the minister is playing with the future of the students and this shows how sincere the Prime Minister Narendra Modiis about the future of our youth.
