If China can have a pact with Pakistan that an attack on Pakistan will be considered attack on China, why can't India have such a pact with Bhutan?

actually We have such Pacts with Bhutan ............while China dont have any such pact with Pakistan .

BRICS: Formerly effective when we were going in some direction. After US dismantled all others through regime changes, sanctions and secret trade talks, it has become weak. No longer of much relevance except establish diverse contract.

G-7: Irrelevant

G-20: Just stating each other's intentions. It is a prestige meeting of 20 most powerful countries on earth.

In short, UN needs to focus on changing the format of its meetings to start being relevant.

Multi-lateral meetings have be based on a defined approach and lesser ceremonialism.

I am sure PM Modi manages to get a lot more out of these meetings than most other leaders present there.
