Alexander Haig says in the 1971 memo that no recognition of Bangladesh must be made. The recognition of Bangladesh actually occurred 4 months later.

The United States formally recognized Bangladesh on 4 April 1972. In June 1972, the United States officially upgraded its diplomatic mission in Dhaka to embassy status and pledged US$300 million in aid.[1] In 1974, Prime Minister Sheikh Mujibur Rahman visited Washington D.C. and held talks with President Gerald Ford. Secretary of State Henry Kissinger visited Dhaka the same year.
