It is said they had recruited members from university. It was just one of the phase when entry was also given from universities.

My point was, it has been given by Cabinet secretariat, to Mumbai Uni to recruit students. If HQ of SSB, or HQ BSF. Cab sec.does not write , to be recruited by RAW. The anonymity remains.

And SSB does not come under CS, if it was really to be recruited by SSB, then MoH would have dispatched it.
