    New Delhi: The Zakir Hussain Memorial Trust, headed by Congress minister and Union Law Minister Salman Khurshid, has come under the scanner after a TV channel exposed a scam to the tune of Rs 71 lakh.

    According to Aaj Tak report, the Union Ministry for Social Welfare and Empowerment had granted Rs 71.50 lakh to the trust for distributing tricycles and hearing aids to the disabled in 17 districts of U.P.

    While, Salman Khurshid is the president of the Trust, his wife Louis Khurshid is the project director.

    As per the rules, the trust should have informed the district magistrate, the district social welfare officers prepares and send a list of beneficiaries from districts and the money is disbursed at the camps organized for this purpose, in the presence of district officials.

    But reports state that the Trust distributed the equipments under the forged signatures of district welfare officers and the camps were never held.

    Qouting district welfare officer of Farrukhabad, Ram Anurag Verma, the Aaj Tak report states that the he was neither aware of this Trust, nor of any disbursement of material. But, a letter signed by Louis said that the camps were organized, officers were informed and equipments distributed.

    Farrukhabad is not the only place were irregulaties were reported. Even, handicapped welfare officer of Mainpuri district Tapasvi Lal said he too had no knowledge of any camp.

    The report states that the Union ministry for social welfare and empowerment had been hinted about this in May 2011, but no one sought an inquiry.

    The ministry had asked the UP government to probe into the activities of the trust.

    The irregularities came to light after the UP government asked the district magistrate and welfare officers of those 17 districts to submit a report in this regard.

    The inquiry revealed that the signatures of CMO in Etawah as well as that of the handicapped welfare officer Bulandshahar were forged.

    In its reply to the ministry, the UP government said that fake seals and stamps were used with forged signatures of officials and lakhs of rupees siphoned off.

    There are two major problems for Mr.Salman Khurshid,

    1. As Union Minister and also Chairman of Trust, isn't this a case of Office of Profit.

    2. Again with the dual role, there is a clear conflict of interest. Getting funding from his own Government is not a difficult task for this minister, and nor will the ministry refuse any funding request sent in by the minister.

    This has nothing to do with IAC.

    Aj Tak investigation and expose was done and aired before IAC got a whiff of it.

    If it is true, the credit is that of Aj Tak and not IAC.

    I am surprised that Khurshed would be involved in this, if proved true.

    Khurshed is a suave chap and projects himself as above board. He does not look sleazy and weasel like or talks that way as the others do.

    "Kejriwal's behaviour worse than 'gutter snipes'"

    Union law minister Salman Khurshid on Tuesday night said that he will file a court case against Arvind Kejriwal for his allegations against him in connection with a sting aired by a television channel, according to media reports.

    Earlier, the television channel alleged that the Zakir Hussain Memorial Trust, headed by Khurshid and his wife Louise Khurshid, had forged signatures of senior officials in several districts of Uttar Pradesh depriving disabled people of their money.

    According to the TV report, the Union ministry for social welfare and empowerment had granted Rs. 71.50 lakh to the trust for distributing tricycles and hearing aids to the disabled in 17 districts of UP.

    India Against Corruption (IAC) activist Arvind Kejriwal on Wednesday demanded Salman Khurshid's resignation and his wife Louise's immediate arrest after the TV channel's report.

    "Yesterday it was exposed by one of the TV channels how law minister Salman Khurshid and his wife are involved in defalcation of funds meant for handicapped people. These funds are released by various departments of Government of India," said Kejriwal on Wednesday .

    "They were taken by the NGO, which has been floated by the law minister and his wife. And rather than distributing this money to the handicapped people, the law minister and his wife together have forged the signatures of several government officers which is a very serious crime," he added.

    "Mrs Khurshid should be immediately arrested because if she remains outside she would tamper with the evidence and put pressure on various evidences. And the law minister should immediately resign," he said.

    Kejriwal also asked Uttar Pradesh chief minister Akhilesh Yadav to ensure that the FIR in connection with this case is registered as soon as possible so that further investigations can be carried out.

    News report cleared from the desk of the HT Political Editor, Sharma, who is a known Congress camp follower and stands in for the Congress in TV debates.

    He has a rather odd smile exposing razor like small teeth.

    I rather like the suave Khurshed since he is one of the most polite chap even when he crosses swords with opponents.

    However, on this issue I can't bat for him.

    Being the learned lawyer that he is, I am surprised he is wasting time in venting his anger with the deft usage of the English language.

    He should have, by now, instead of speaking English, should have slapped Kejriwal with a defamation case. If Chidambaram, another lawyer and the country's Finance Minister, can with alacrity declare Vadra as above board (presumably having checked all the legalities), then Khurshed by now should have been equipped to take on Khejriwal head on in court. Poor show, Khurshed, my boy!

    Khurshed must remember that delaying in taking Khejriwal head on, is only giving grist to the alleged rumour mill to go further in their aim to get at the politicians, who he indicates have their hand in the till, while acting as pious potentates and absolute monarchs!

    Delay in taking people to court on defamation only makes people speculate that dal me kuchh kala hai!

    People are slowly losing faith in the probity of the people in power and the Govt, so much so even foreign govts like the UK are cavorting with Modi, a person they declared as a pariah for 10 years.

    The future does not auger well for you all!

    Damage control is the call of the hour and positive action like taking all to court, who exposes irregularities, which for those who are affected, are but canards, half truths and figments of imagination.

    I wonder what has happened to the greatest arm of Media Against Corruption - Tehelka?

    They are reporting nothing of investigative value on these cases of alleged scams and more so that rather what apparently looks like stressed and washed up and harried, Shoma Chaoudhury, seems to have left coming on the TV debates to add to the fun and games!

    I do miss her on the TV debates including the Big Fight and We the People!

    We the People should now change it to We the Mango People of the Banana Republic.

    Saw the minsters statement on TV yesterday. He was clearly rattled by the latest development, and is trying to make it as a smear campaign by IAC. Instead IAC has picked it up after an expose by the TV Today Group. In the sting operation people are on record detailing the scam that is supposed to have the blessings on Mr. and Mrs. Khurshid.

    They can always say that they were busy people and so could not check all the minor details.

    That is the usual excuse given.

    Sadly, in Govt inquiries such is taken as lame excuses.

    But that may not be so in political inquiries.

    Mr.Kejriwal has just upped the ante against the Law Minister. After the sit in protests led by activists of IAC and an organisations of Handicapped people yesterday, police arrested scores of protesters including Mr.Kejriwal. Today morning after a night of detention at a stadium in Bawana, on the outskirts of Delhi, the activists have been released by the cops without being formally charged.

    IAC activists are on the way to Parliament Street for another round of protests. The route is going to pass very close to my house and I can see group of youngsters on bikes getting ready to join the convoy.

    The Government has made a bungle again. The protesters were on their way to the PMO, all it would have taken was a senior PMO official to meet the group and promise to take up their issue. The matter would have ended there and then, bu the way the cops dragged even handicapped people has not gone down well.

    Interestingly the Hindi News Channels, ABP, NDTV, AAJ Tak, Zee are covering the protest almost non stop live while, the english channels NDTV 24x7, CNN-IBN, Times Now are more or less ignoring it.

    what you except from sonia gandhi she don't know they power of acceptableness

    she has to accept that govt is not doing good and she can sve the party

    congress party is much bigger then the govt . but she is not Indian by blood or by heart that why she is trying to move away from reality

    she is going to be reason for congress death , congress is moving toward a death i am talking about congress not govt .

    Sonia Gandhi has to save the congress not the govt .

    You are correct, but there is a moral dimension to it also.

    Lawyers like Mr.Jaitely, Mr.Chidambaram stop taking cases once they became a minister.

    Mr.Jaitely once famously had remarked, that since he had become a minister his annual income has become a fraction. Prior to his becoming a minister he was the highest tax payer in Delhi and after becoming a minster he was not even in the top 10.

    From its foundation on 28 December 1885 until the time of independence of India on 15 August 1947, the Indian National Congress was the largest and most prominent Indian public organization, and central and defining influence of the Indian Independence Movement.
    Although initially and primarily a political body, the Congress transformed itself into a national vehicle for social reform and human upliftment. The Congress was the strongest foundation and defining influence of modern Lokmanya Tilak was the first to embrace Swaraj as the national goal. The first spurts of nationalistic sentiment that rose amongst Congress members were when the desire to be represented in the bodies of government, to have a say, a vote in the lawmaking and issues of administration of India. Congressmen saw themselves as loyalists, but wanted an active role in governing their own country, albeit as part of the Empire.
    This trend was personified by Dadabhai Naoroji, considered by many as the eldest Indian statesman. Naoroji went as far as contesting, successfully, an election to the British House of Commons, becoming its first Indian member. That he was aided in his campaign by young, aspiring Indian student activists like Muhammad Ali Jinnah, describes where the imagination of the new Indian generation lay.
    Bal Gangadhar Tilak was among the first Indian nationalists to embrace Swaraj as the destiny of the nation. Tilak deeply opposed the British education system that ignored and defamed India's culture, history and values, defying and disgracing the India culture. He resented the denial of freedom of expression for nationalists, and the lack of any voice or role for ordinary Indians in the affairs of their nation. For these reasons, he considered Swaraj as the natural and only solution in the abandonment of all the British things and to protect the Indian economy from the diabolic exploitation of the British, and their biased and discriminatory policies . He was backed by rising public leaders like Bipin Chandra Pal and Lala Lajpat Rai, who held the same point of view. Under them, India's three great states – Maharashtra, Bengal and Punjab region shaped the demand of the people and India's nationalism.
    The moderates, led by Gopal Krishna Gokhale, Pherozeshah Mehta and Dadabhai Naoroji held firm to calls for negotiations and political dialogue. Gokhale criticized Tilak for encouraging acts of violence and disorder. But the Congress of 1906 did not have public membership, and thus Tilak and his supporters were forced to leave the party.
    But with Tilak's arrest, all hopes for an Indian offensive were stalled. The Congress lost credit with the people, while Muslims were alarmed with the rise of Tilak's Hindu nationalism, and formed the All India Muslim League in 1906,sponsored by British Raj, considering the Congress as completely unsuitable for Indian Muslims

    ongress established a large number of state units across India – known as Pradesh Congress Committees – based on its own configuration of India's states on basis of linguistic groups. PCCs emerged for Maharashtra, Karnataka, Gujarat – states that did not yet exist and were spread over hundreds of princely states outside British India.
    All former practices distinguishing Congressmen on basis of caste, ethnicity, religion and sex were eliminated – all-India unity was stressed.
    Native tongues were given official use and respect in Congress meetings – especially Hindustani, which was adopted for use by the All India Congress Committee.
    Leadership posts and offices at all levels would be filled by elections, not appointments. This introduction of democracy was vital in rejuvenating the party, giving voice to ordinary members as well as valuable practice for Indians in democracy.
    Eligibility for leadership would be determined by how much social work and service a member had done, not by his wealth or social standing.

    During the 1920s, M.K. Gandhi encouraged tens of thousands of Congress volunteers to embrace a wide variety of organized tasks to address major social problems across India. Under the guidance of Congress committees and Gandhi's network of ashrams in Gujarat, Maharashtra, Uttar Pradesh, Bihar and Tamil Nadu, the Congress attacked:
    Untouchability and caste discrimination
    Alcoholism
    Unhygienic conditions and lack of sanitation
    Lack of health care and medical aid
    Purdah and the oppression of women
    Illiteracy, with the organization of national schools and colleges
    Poverty, with proliferating khadi cloth, cottage industries

    1) 2G SPECTRUM SCAM: We have had a number of scams in India; but none bigger than the scam involving the process of allocating unified access service licenses. At the heart of this Rs.1.76-lakh crore worth of scam is the former Telecom Minister A Raja � who according to the CAG, has evaded norms at every level as he carried out the dubious 2G license awards in 2008 at a throw-away price which were pegged at 2001 prices.

    2) Commonwealth Games Scam: Another feather in the cap of Indian scandal list is Commonwealth Games loot. Yes, literally a loot! Even before the long awaited sporting bonanza could see the day of light, the grand event was soaked in the allegations of corruption. It is estimated that out of Rs. 70000 crore spent on the Games, only half the said amount was spent on Indian sportspersons. The Central Vigilance Commission, involved in probing the alleged corruption in various Commonwealth Games-related projects, has found discrepancies in tenders � like payment to non-existent parties, will-ful delays in execution of contracts, over-inflated price and bungling in purchase of equipment through tendering � and misappropriation of funds.

    ##ad_2##3) TELGI SCAM: As they say, every scam must have something unique in it to make money out of it in an unscrupulous manner- and Telgi scam had all the suspense and drama that the scandal needed to thrive and be busted. Abdul Karim Telgi had mastered the art of forgery in printing duplicate stamp papers and sold them to banks and other institutions. The tentacles of the fake stamp and stamp paper case had penetrated 12 states and was estimated at a whooping Rs. 20000 crore plus. The Telgi clearly had a lot of support from government departments that were responsible for the production and sale of high security stamps.

    4) SATYAM SCAM: The scam at Satyam Computer Services is something that will shatter the peace and tranquillity of Indian investors and shareholder community beyond repair. Satyam is the biggest fraud in the corporate history to the tune of Rs. 14000 crore.
    The company�s disgraced former chairman Ramalinga Raju kept everyone in the dark for a decade by fudging the books of accounts for several years and inflating revenues and profit figures of Satyam. Finally, the company was taken over by the Tech Mahindra which has done wonderfully well to revive the brand Satyam.

    5) BOFORS SCAM: The Bofors scandal is known as the hallmark of Indian corruption. The Bofors scam was a major corruption scandal in India in the 1980s; when the then PM Rajiv Gandhi and several others including a powerful NRI family named the Hindujas, were accused of receiving kickbacks from Bofors AB for winning a bid to supply India�s 155 mm field howitzer. The Swedish State Radio had broadcast a startling report about an undercover operation carried out by Bofors, Sweden�s biggest arms manufacturer, whereby $16 million were allegedly paid to members of PM Rajiv Gandhi�s Congress. Most of all, the Bofors scam had a strong emotional appeal because it was a scam related to the defense services and India�s security interests.

    6) THE FODDER SCAM: If you haven�t heard of Bihar�s fodder scam of 1996, you might still be able to recognize it by the name of �Chara Ghotala ,� as it is popularly known in the vernacular language. In this corruption scandal worth Rs.900 crore, an unholy nexus was traced involved in fabrication of �vast herds of fictitious livestock� for which fodder, medicine and animal husbandry equipment was supposedly procured.

    7) THE HAWALA SCANDAL: The Hawala case to the tune of $18 million bribery scandal, which came in the open in 1996, involved payments allegedly received by country�s leading politicians through hawala brokers. From the list of those accused also included Lal Krishna Advani who was then the Leader of Opposition. Thus, for the first time in Indian politics, it gave a feeling of open loot all around the public, involving all the major political players being accused of having accepted bribes and also alleged connections about payments being channelled to Hizbul Mujahideen militants in Kashmir.

    8) IPL SCAM: Well, I am running out of time and space over here. The list of scandals in India is just not ending and becoming grave by every decade. Most of us are aware about the recent scam in IPL and embezzlement with respect to bidding for various franchisees. The scandal already claimed the portfolios of two big-wigs in the form of Shashi Tharoor and former IPL Chief Lalit Modi.

    9 and 10) HARSHAD MEHTA & KETAN PAREKH STOCK MARKET SCAM: Although not corruption scams, these have affected many people. There is no way that the investor community could forget the unfortunate Rs. 4000 crore Harshad Mehta scam and over Rs. 1000 crore Ketan Parekh scam which eroded the shareholders wealth in form of big market jolt.
