It is correct that in uniform one cannot undertake a public dance performance.

It is basically to ensure that one while in uniform does not make oneself a spectacle of oneself.

But then all in the State Govt dance to Mamata Bannerjee's tune, right?

I'm not sure a police woman dancing in uniform results in a "constitutional violation"; it is however a gross breach of the ethical principles of a police force. This only reconfirms that public officials in India simply have no clue what they're doing.

It actually violates Code of Conduct.

When in uniform, it is expected that one maintains the dignity of office and the uniform.

The uniform projects the 'awe' of the office, wherein respect and thus compliance of directions given by the one wearing the uniform axiomatically follows.

An example to illustrate is that is similar to the Heads of State wearing formal clothes when in their offices or when in formal gathering, rather than being in shorts and wearing flip flops.

Dancing around in uniform merely diminishes the awe of office and the uniform.

May be it will depend on each case if there is any impropriety on the part of the policewoman. Threat perception etc need to be taken into account. Barring that, shaking a leg should be taken for what it is...

Shake a leg, waddle your bottom, jiggle your top; but never in uniform!
