From construction of basements to stocking non-perishable food items and staying calm, Jammu and Kashmir Police's Civil Defence and State Disaster Response Force on Monday issued a detailed advisory to people for protection in case a nuclear war erupts. The advisory comes at a time when there is deterioration in Indo-Pak relations in the wake of LoC skirmishes.
The advisory talks in detail about the steps people should take if there is a nuclear war and the measures needed to be taken during and after a nuclear attack.

"People should construct basements where the whole family can stay for a fortnight (in case of war)," reads the advisory. In case no basement was available, it reads, people should construct bunkers as in conventional war in an open space in front of the house as "some protection was better than no protection."

The notice advises people to stock the shelter with non-perishable food items and water to be replaced regularly before it gets unhygienic.

"Construct toilet facilities at the basement, store ample candles and battery lights, remove stock of flammables, if any, keep battery-operated miniature transistor, TV sets in the basement to listen instructions being announced by the civil defense authorities," the awareness notice issued in various local dailies in J&K goes on to add.

DOs DURING ATTACK:
The notice reads that if a person was in open during nuclear attack, he/she should "immediately drop to ground and remain in lying position."

The persons should protect his eyes and face by covering it with his/her hands and at the same time he/she is advised to protect his ears with fingers to prevent ear drum rapture.

"Stay down after the initial shock wave, wait for the winds to die down and debris to stop falling," the notice reads. "If blast wave does not arrive within five seconds of the flash you were far enough from the ground zero and initial radiation exposure will not exceed 150 rads."

DOs AFTER ATTACK:

The police notice advises people to "stay calm" and stay down under cover until debris stop falling, emphasizing that blast wind generally end in one or two minutes after burst and burns, cuts and bruises are no different than conventional injuries.

"Dazzle is temporary and vision should return in few seconds," the notice reads. "The chance of being exposed to lethal dose of radiation is relatively small unless located in an early fallout area. Expect some initial disorientation as the blast wave may blow down and carry away many prominent and familiar features. Beware of weakened structures and trees from collapsing."
The notice goes on to suggest several measures for protection against biological and chemical warfare too.

Inspector General of Police (IGP) Home Guard and Civil Defence, Yoginder Kaul said the notice was a normal exercise to raise general awareness among public about disaster management. "It has nothing to do with anything and it should not be connected with anything," he said.

Note that it warns of chemical and biological attacks. So is it a routine disaster mitigation notice or something else?

Just saw this news article. In the backdrop of recent LoC skirmishes, it sounds eerie. Officials warn Kashmiris of possible nuclear attack | World | DAWN.COM
Good news. At least there is someone who is thinking of disaster management. Villeges near the LoC though are aware of these measure as Pakistan indicrimanely has been resorting to artillary shelling. Villgers there do have bunker type structures inside or near their houses even the Pakistani villeges. In fact Pakistani soldiers are known to leave their posts and run to the nearby villege during firing.

But Pakistan using nuclear weapon in J&K is unthinkable. Their rivers will get contaminated for ever. That however does not mean the people there should not be ready for a nuclear disaster. One does not know. Sayad Salauddin or Hafiz Sayid of LeT may one day decide to use one stolen Jehadi bomb in Srinagar. They are people with suicidal tendencies very keen to go to the heaven.

Could it be against some intelligence received by the state? Wonder why none of the Indian news agency are carrying this news?

India warns Kashmiris of possible nuclear attack - Livemint
Srinagar: Officials in Indian-controlled Kashmir are warning residents to build bomb-proof basements, collect two weeks' worth of food and water and be prepared for a possible nuclear war. Local officials did not answer calls asking why they were suddenly concerned about a nuclear attack in the region, repeatedly fought over by nuclear-armed rivals India and Pakistan. However, a series of deadly skirmishes along the cease-fire line in recent weeks has heightened tensions between the two countries.

have you ever been to Kashmir valley? The whole valley is in the shape of a big bowl. Any nuke attck there will get contained within it with very little spill over to anything outside the valley. I have done tons of hours of flying there. A small 10-12 KT bomb is sufficent to wipe out the valley.
If you take out Kashmir, you also take out nearly a third of IA in one go with all our borders against you and China fully exposed.

Fallout: J&K :p

Btw, 2 weeks worth of rashion won't be enough in case of nuclear war considering contamination of crops or even water.

It's a good step. The government should start construction of community shelters in other cities too since most people live in apartments.

Is his based on any intel that he govt has got? Is there any intel that terrorists may have got a working bomb?

Kashmiris should be protected. Well done Indian officials in preparing them. India will retaliate and no non state actors crap will work. Kashmiris should know what their importance is in the eyes of Pakis in their quest to harm India.

apart from few sites where warhead and missile had been met.otherwise the warheads and the missile are seperated and placed at different places
