According to the Annual Report to Congress: Military and Security Developments involving the People's Repulic of China 2013, Chinese SLBM JL-2 (range of 8,000km) finally "achieve inital operational capability in 2013" after a round of successful testings in 2012.

The report was issued by Department of Defense in May 7th, 2013 and can be accessed in following link. Corresponding cpntent regarding JL-2 SLBM is on page 39.

We need to fuel up K4 and hopefully the status of IOC can be achieved by 2014.

Specifications looks like more of speculations.

3500 km range with 2500 kg payload and total weight still under 20 tons - Is this possible under our current capability ??

Possibility will depend on how much we can commit on no-first use policy because if we possess SLBM tech, there is no country in this world would dare to use nuclear weapon against us since SLBMs are mobile and difficult to track within certain distance.
